July 16. Same to Mr. Blathwayte, enclosing the draft instructions for the Duke of Albemarle as Governor of Virginia, the draft having been approved by the Customs Commissioners. Take care to have them signed by the King. Out Letters (General) XI, p. 146.
Same to the Earl of Bath, enclosing a copy of a report made by the officers of the Mint, Sir John Buckworth and Mr. Duncomb upon your proposal relating to the pre-emption of tin and the improvement of his Majesty's revenue thereby. Ibid.
July 18. Money order for 463l. 12s. 6d. to John Walker, Usher of the Exchequer Court, for necessaries delivered to the officers of said Court in Trinity term last and for his own diet at 6d. a day for 128 days, Mar. 10 last to July 16 inst. Order Book II, p. 74.

July 19. Henry Guy to the Customs Commissioners for the like as to the goods of Madam de Bouillon which are arrived here from France. Send them to Madam [the Duchess of] Mazarin's lodgings in Whitehall to be opened there and by the same officer send the ribbon which was taken out of her footman's pocket. Same to the Attorney or Solicitor General to acknowledge satisfaction on record of the fine of 500l. imposed on Joseph Wetwang in Trinity term last in the King's Bench for grand misdemeanours; Dame Isabell Wetwang, relict of Sir John Wetwang, kt., and mother of the said Joseph, having petitioned for his release therefrom, he being very sick and she not able to maintain him in prison. July 20 and 30. Royal warrant granting full power, licence and authority to William Constable to forthwith repair to the place [near Hispaniola] where the silver and other riches were lately taken up (in considerable quantity out of the sea by the Duke of Albemarle, which was brought home in the James and Mary, Capt. Phipps commander), with such company and assistance as he shall think necessary; and if he shall find that any other of the King's subjects than the said Duke or his partners or his agents duly authorised by the King, have or shall have taken up any such tresure since the departure of the said ship James and Mary and before the arrival of the ships designed for the new voyage (in accordance with the new contract, ut supra, p. 1426, made with said Duke and others), then to demand and receive for the King's use a moiety thereof as belonging to the King in right of his Admiralty and to use all lawful means for recovering and securing said moiety. The said Constable's acquittances are hereby to be a sufficient discharge. And he and his executors and assigns are hereby authorised to detain to his own use a tenth part of such moiety so recovered and secured. All by reason that said Constable has represented that it is very probable that others of the King's subjects have been or may go to that place between the departure of the James and Mary and the arrival of the ships designed for the said new voyage; and he being willing at his own charge to sail thither and endeavour the recovery the King's part thereof as above. (This warrant was cancelled and a new one drawn July 30: the only difference being that the new warrant recites a report or certificate of the 11th inst. made by the Judge of the Admiralty and the Judge Advocate to the effect that by the ancient ordinances of the Admiralty his Majesty's part [as Lord Admiral] amounts to a moiety.) July 20. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Sir John Trevor, kt., Master of the Rolls, and William Eyton, esq., Lieut.-Col. of the King's First Regiment of Foot Guards, of the office of Constable of Flint Castle with the usual fee of 10l. per an. payable half yearly out of the revenue of North Wales; and of the office of keeper of the gaol of the Castle of Flint with the yearly fee of 6l. 1s. 8d. payable in like manner: to hold during pleasure and to execute by themselves or deputies to be approved by the Treasury Lords: the said office having been granted 1672–3, Jan. 24, to said Lieut.-Col. Eyton and David Eyton, which grant being during pleasure became void by the death of Charles II. King's Warrant Book XII, pp. 185–6.
Further, the present herein patent is to grant to the said Trevor and Eyton the office of Surveyor and Master Mason of all the works in and about the castle of Chester and the office of Comptroller of the Records within the counties of Chester and Flint and of Comptroller of the pleas, fines and amerciaments of North Wales in the county of Carnarvon; which last said offices were granted 1683, April 5, to Peter Whitley, esq., which grant is become void in like manner.
Same to the Clerk of the Signet for a privy seal for tallies of assignment to be levied and stricken at the Exchequer for 350l. for Sir Thomas Duppa upon the Bishop of Exeter for Tenths of the clergy in that diocese grown due at or before 1684, Christmas; or in any way which the Treasury Lords shall think fit to cause the said 350l. to be allowed to the said Duppa: all upon condition that said Duppa do first assign to the King his right or interest in the sum of 350l. due from Edward Butler: all by reason that said Duppa has petitioned setting forth ut supra, p. 1411, and that he had procured a bond from said Butler to be given to Charles II for said 350l. and has since used divers means to recover same, but without effect; on which petition a report was made June 28 last by Richard Graham and Phillip Burton: the King being pleased to gratify petitioner's request as a mark of favour for long service to Charles II and James II. Same to Sir Denny Ashburnham, bart., to make a declaration in writing of the trusts as follow concerning the prize ship Dragon and to cause all the moneys arising by said ship and her lading to be applied and disposed of accordingly, viz. By privy seal of July 7 inst. the King directed an enquiry into the value or proceeds of the ship Dragon and her lading (which ship etc. belonged to the subjects of the States General of the United Provinces and was taken in the last Dutch war and made prize by one of Charles II's men of war or frigates) and that the said proceeds should be paid to said Ashburnham: the King's intention in the said privy seal being that said Ashburnham's name should be used therein only in trust for the uses following, viz. as to 300l. thereof in trust for the King and to be paid into the Exchequer with preference to any other distribution of the said moneys and without abatement or defalcation; and as to two third parts of the residue as in trust for Phillipp Bickerstaffe to his own use without account; and as to the other third part as in trust for John Roots to his own use without account. July 20. Royal warrant to the Attorney General for a privy seal to discharge the 1,095l. due from the heirs of Sir George Buswell, late of Clipston, co. Same to the Earl of Ranelagh, Paymaster General of the Forces, to pay, out of any moneys issued for pay of the Forces, the following pensions, upon certificate from the Commissary General of the Musters of his being satisfied of their being alive and in no military employment at the several terms of payment: this present list or establishment to commence from April 1 last and to be payable by weekly or quarterly payments as is usual, during pleasure. Treasury reference to Charles Toll, Charles Twitty, William Lowndes, Tho. Townsend and Hum. Dove of the petition of Roger Sizer for payment of money paid by his father to Edmd. Cavenagh, footman to the late King, on his wages [being advanced by the said father] to supply Cavenagh's necessities. Reference Book V, p. 115.
Same to Bartholomew Fillingham, Tho. Hall, Willm. Lowndes and Philip Ryley of the petition of Tho. Lane for a fresh reference on his former petition and for a caveat to be entered that no discharge pass for the arrears petitioned for until report be made thereon by the Treasury Lords. Ibid, p. 116.
Same to the Auditors of Imprests of the petition of Sir Samuell Morland, shewing that the late King. in consideration of petitioner's losses, granted him a privy seal for 664l. 4s. 5d. out of the Tenths of Gloucester diocese, on his paying 300l. into the Exchequer; which 300l. the King remitted by another privy seal; that upon petitioner's return from France [the said sum of 664l. 4s. 5d.] was by the late Lord Treasurer's report set off against petitioner's arrears of pensions "without respect to the said grants"; yet nevertheless the said sum is not allowed by the Auditor upon the account of the Tenths of said diocese: therefore prays a warrant for the discharge [allowance] of said sum on said account. Whitehall, Treasury Chambers.
Treasury reference to the Customs Commissioners of the memorial on behalf of the poor at Trinity House and [the poor pensioners of] the [Navy] Chest at Chatham; said memorial praying that for the greater benefit of said poor they may be eased of the charge of maintaining collectors appointed by his Majesty to collect the duty laid upon all foreign built ships and [for this saving] to be divided by equal portions between the [said two sets of] poor by allowing the brethren of the said Trinity House to collect the said duty by themselves. Reference Book V, p. 125.
Same to same of the petition of Tho. Jury, Keeper of Leighton Walk in Waltham Forest, shewing that going his rounds "the 27th of this inst. May" he met two waggons and a cart laden with tobacco, which he seized and brought to the King's warehouse: therefore praying grant of a part of said seizure free from duty or charge "except such as he shall expend for recovery of the same in the Exchequer." Ibid, p. 127.

Treasury warrant to [John Fisher], Deputy Surveyor General of Crown Lands, for a particular of the perquisites and profits of court in the lordship and soke of Kirton in Lindsey, co. Lincoln, parcel of the Duchy of Cornwall, in order to a new lease thereof under the Exchequer seal to John Rayner, esq., for 31 years on surrender of his term in being and at a rent of 12l. per an.: and with a clause for granting him again for the like term the manor of Hibaldstow at a fourth part rent and to have ten years' time for the recovery thereof to the Crown: also with a clause for granting him all such lands as he shall at his own charge discover to be escheated to the Crown within the lordship and soke of Kirton at the like rent of a fourth part of the full yearly profits thereof. Prefixing: the said Fisher's report on said Rayner's petition for same. By a former ratal and particular of said perquisites and profits I find that they were to be granted to Willoughby Rooksby, esq., for 31 years from 1685, Lady day. There is a covenant for the rendering of a triennial account of the proceeds of the premises, "but this covenant is generally neglected by all lessees," so I propose to reinsert it in the new lease with a penal clause as there are no other means of coming to a true knowledge of the real value. The copyholders within this lordship claim their fines to be certain but they have been anciently accounted uncertain. and so the lessee covenants to charge and levy them. The deputy steward, who is now in town. has given me an account thereof for the last four or five years, from which it appears that the receipts do not amount to double the rent. The reserved rent is supposed to be the full value of the premises. I therefore advise no fine. I also advise a lease as above of the manor of Hibaldstow (Hiberstow, alias Hybalstow), which was formerly found to belong to the Duchy of Cornwall by inquisition taken at the Guildhall in 20 James I before the then Lord Mayor, escheator of the said city.

Windsor Castle.
Treasury warrant to John Fisher for a particular of the royalties of hunting, hawking, fishing and fowling in the manors of Tywarnhaile and Moresk, two of the ancient manors of the Duchy of Cornwall: with a view to a lease thereof to John Arundell (near whose house at Trerice the premises lie) for 31 years at 6s. 8d. and 3s. 4d. per an. rents respectively. Warrants not Relating to Money XII, p. 114.
Prefixing: report ut supra. The said royalties have been of late years granted by the Commissioners appointed for the assessioning of those manors, but not (according to the Custom) from seven years to seven years, but during pleasure, which grant became void at the late King's decease. I think it better to pass them by lease under the Exchequer seal for some small increase of rents (they being only honorary things and of inconsiderable value), viz. a noble a year for the royalty in the manor of Tywarnhaile and ten groats for that in the manor of Moresk. Particulars may be made out by the assessionary books and rated accordingly.
