Same to Mr. Frowde of the petition of Hugh Reiley, showing that in the worst of times he zealously asserted his Majesty's unalterable right to the Crown by proximity of blood and was the first who appeared in print against the anti-monarchial Bill of Exclusion: that petitioner is credibly informed there are several abuses daily practised in the management of the Post Office in Ireland and divers complaints made to the Lord Deputy and Council against Mr. Warburton, the present Manager, who neglects to reform same; therefore if Warburton should be removed petitioner prays for his office. May 3. Treasury reference to the Customs Commissioners of the order of the King in Council dated Whitehall, April 29 last. Reference Book V, p. 73.
Prefixing: said order referring to the Treasury Lords the petition of Thomas Harper et al. using the trade of potters in and about the city of London: the Privy Council having on the 15th April, on reading the said petition, ordered that Sir John Ernle, Chancellor of the Exchequer, should authorise such persons as petitioners should nominate to seize all earthenware brought into this kingdom contrary to law and to a late order. On further consideration thereof this day it is hereby ordered to refer same to the Treasury Lords to do therein as they think fit for petitioners' encouragement.
Same to Mr. Toll et al. of the petition of Steph. Bellew for payment of 95l. 11s. 0d. due to him as assignee of Edwd. Whitwell, a late warder of the Tower, who was not comprehended in the book of arrears [of the late King's servants] because he was not actually in the [said] place when the late King died: other persons in the like circumstances having received their arrears. (one of the Masters in Chancery) to [be the Master in Chancery to] attend in the Office of Alienations to take the oaths of all persons and to sign all the Writs of Covenant and Writs of Entre concerning lands or tenements: all loco John Potenger, who was thereto appointed 1685, April 17, and whose authorisation as such is hereby declared void. Same to Lord Dartmouth. The Treasury Lords referred to you Sir Martin Beckman's estimate for repairs of his Majesty's palace in Berwick-on-Tweed. You referred same to the officers of the Ordnance. They report to you thereon that Sir Henry Sheeres, Surveyor of the Ordnance, and said Beckman, his Majesty's Chief Engineer, agree that no certain estimate can be made for same until a ground plot or draft of the building, as it now is, be taken and of the granaries and malthouses. You are to order said Beckman at his next going to Hull to go to Berwick to make such draft and to express what is fit to be repaired and what apartments and conveniences out of the same may be allowed for the Governor and to estimate for the materials. Same to the Customs Commissioners, enclosing the petition of Mary L'Expert, a poor French Protestant, for the delivery of a seizure of three small parcels of lace. You are to compound at as reasonable a rate as you can with the officer who made the seizure. Ibid, p. 92.
Appending: said petition, shewing that upon her flying from France with four children she procured said lace, value 20l., which she trusted to for her subsistence here and not knowing same was prohibited. It came in the Margarett, David Harper master.
May 6. Henry Guy to Mr. Griffin. The box directed to Mr. James Fowles, merchant in London, and containing 8½ Scotch plaids, is now in the Customs warehouse, London port. Out Letters (General) XI, p. 92.
Same to the Wine Licence Commissioners for an account of the wine licences granted by you, with particulars of the persons, places and sums paid for same. If the liberty of granting licences to any county, corporation or township be granted to one or more particular persons in farm you are to certify how those undertakers have sub-granted the licences under them and whether the farmers or undertakers under them are at liberty to grant what number of licences and for what rent they please. Ibid.
Same to Admiral Herbert. The Navy Commissioners have written the Treasury Lords concerning what is due to you in the Navy Office. Therein they mention an account of yours yet unadjusted, containing particulars amounting to 17,960 pieces of Eight, five royals [reals], 24 deniers which the late Commissioners of the Navy thought not fit to allow without the King's order. His Majesty thereon commanded Mr. Pepys to lay same before the late Treasurer Rochester, who reported thereon. These papers are not now to be found in the Treasury. Get copies of them and send same to my Lords. Ibid.
Same to Sir Patrick Trant. Send to Auditor Blathwaite with all speed your accounts of the last farm of the Four and a Half per cent. Duty in Barbados and the Leeward Islands. Ibid.

The present grant is to be in free and common socage by fealty only as of the manor of East Greenwich and is to contain a grant and confirmation to the grantee of the two markets to be held weekly on the premises and such other things as were granted by the patent of 1686, Sept. 25. Prefixing: (a) note of said Lady Ash's petition, ut supra, pp. 1001 and 1303. (b) Report dated Dec. 24 last to Treasurer Rochester from said John Fisher on said petition. In the rates made for the Queen Dowager's jointure the manor of Richmond was rated at 20l. per an. rent as then in lease to Sir Edward Villiers. But I do not find that this ferry was reputed part of said manor or comprised in that lease, for the bailiffs and collectors of the manor rents have never received the rent of the ferry, but it was constantly paid to the Receiver of [Crown Rents for] co. Surrey until it was passed inter al. to Charles Osborn and John Knight as trustees (as I suppose) for the Earl of Danby by grant dated 1678–9, Mar. 24, during the now Queen Dowager's life, to whom the said rents are now constantly paid. The lease to Sir Joseph Ash was passed 1661, May 31, for 30 years from 1662, Lady day (being the expiration of a former lease thereof for 40 years) under the old rent of 13s. 4d. and 3l. de incremento and fine of 20l. "by which the yearly value seems not to be double the old and increased rents."
I find from a copy of the above grant to Mr. Osborn and Mr. Knight that it was obtained to supply [or as reprise for] several fee farm rents granted to the Earl of Danby, which were [unconveyable to him by reason of being] in the Queen's jointure, "and in respect her said Majesty might happen to outlive the terms of such leases whereof the reserved rents were granted, the manors, lands and things themselves are passed, in Mr. Osborn and Mr. Knight's grant, during the said Queen's life the better to secure them the said rents.": so that a further term in this ferry cannot well be passed without the concurrence of these trustees. This may be done by indenture under the Exchequer seal. But to save expense petitioner prefers a lease for 26 years from 1692 on terms ut supra, "and leave her to take such a lease or assignment from my Lord of Danby's trustees as she shall be able to obtain," the expense of obtaining such indenture lease as above being more than the value of the premises besides the constant expense for boats. Her chief inducement is to have the ferry in such a hand as she may trust for the safety of her house standing so near it. The grant to Osborn and Knight ought to be enrolled with the Auditor [for co. Surrey] and before the Surveyor [General of Crown Lands], as it never passed any of those offices.

The Treasury Lords to Mr. Price [Receiver General of the Revenue of Ireland]. We find your second account of the poundage moneys more free from errors than the first, supra, pp. 1236–7. Yet we have an objection to the interest for the year ended at Lady day last which you continue at the rate of 10 per cent. as you had before. The Earl of Rochester has intimated to us that you agreed to have but 6 per cent. for your debt upon the said poundage from 1686, Lady day This we find confirmed by a letter from you to his Lordship, dated 1685–6, Feb. 17, importing that you expected no more than 6 per cent. from that time. Please therefore rectify this mistake; and also give the King credit for the full sums which you deducted in each quarter. Out Letters (Ireland) V, p. 29.
