Memorandum: all the said sums amounting to this sum of 688,769l. 14s. 4d. have been actually paid out of his Majesty's revenue of Excise since the 27th of March, 1679, as may appear on the half yearly accounts of his Majesty's revenues kept by me [Sir Robert Howard, Auditor of the Receipt] wherein are expressed the particular time and sum of each payment vouched by the weekly certificates of the Commissioners and Comptroller of Excise ready to be produced. |

Memorandum: also that besides this said sum on the 27th of March, 1679, there were charged in tallies on this revenue the sums of 37,500l. part of those [tallies] struck for the Forces 20 Aug., 1678, for the half year [expenditure of the Army] commencing 1678, June 30; and 35,000l. struck 18 Mar., 1678, for the New [Raised] Forces: in all 72,500l. which [tallies] were delivered by privy seal dated March, 1679–80. |

Memorandum also: that the sum of 200,000l. was made payable, when the Earl of Danby was Lord Treasurer, to Sir John James and partners by orders registered on the Twelve Months' tax for paying off tallies on the Excise in course; of which sum they assigned away 99,000l. for his Majesty's use by order of the said late Lord Treasurer, pursuant to letters patent in that behalf. And as to the sum of 101,000l. residue thereof which was unassigned upon the said 27th of March, 1679, the same (excepting what is undermentioned) hath been applied over and above the payments out of Excise towards discharging the accounts of the said Sir John James and Company for the money by them advanced before the 27th March, 1679, or for the interest or gratuity thereof. So it is to be understood that no part of this sum of 101,000l. hath satisfied any of the tallies comprehended within the said sum of 688,769l. 14s. 4d. or been applicable to the support of any his Majesty's affairs other than the satisfaction of the said Sir John James and Company as aforesaid, excepting only 15,000l. assigned for the Navy, 3,500l. for money lent by Mr. Johnson to his Majesty and 3,128l. to Mr. Guy, who received and paid back the same into the Exchequer: which are all the assignments I can find to be made by them to his Majesty's proper use out of the said 101,000l. that remained as aforesaid. |

Memorandum also: that 29,099l. 15s. 2d. was at—[sic] last due to Sir John James and Company for their
general balance over and above the abovesaid payments out of the Excise and the Twelve Months' [part of the Eighteen Months'] tax. |

And memorandum: that Mr. Bertie in his late account (within the sum which passed for secret service) had allowance for moneys by him paid to the Earl of Danby by the King's order out of the proceed of tin. |

Memorandum: also that in the account of his Majesty's debts at interest at Michaelmas, 1684, there is comprehended 8,000l. advanced by Mr. Duncomb to buy tin to make farthings, although the farthings will more than repay that 8,000l.; which makes the reason for inserting this 31,220l. here to be the stronger. |
