Oct. 2. Money warrant for 2,400l. to Robert Squibb, junr., as imprest; to be by him paid over for the redemption of English captives [in Barbary] as by the privy seal of 1682, Dec. 20; to be satisfied out of such money as is now remaining in the Exchequer arising by the last collection for such redemption. Money Book V, p. 78.
Henry Guy to Alderman Duncombe [Cashier of Excise] to pay ("out of the Excise money now remaining in cash over and above what you have already paid this week") as follows, viz. 1,052l. 8s. 9½d. to the Queen; and to pay into the Exchequer 250l. for Mris. Elianor Gwynne. (Same to the Auditor of the Receipt to pay said 250l. to said Gwynne.) Disposition Book III, p. 2.
Same to the Lord Keeper of the Great Seal. The King has commanded the Treasury Lords to desire you not to put the great seal to the grant of 16,000l. to Mr. Graham et al. out of Lord Grey's estate until his Majesty shall speak to you to-morrow. Out Letters (General) VII, p. 427.
Same to the Customs Commissioners. Send the Treasury Lords an account of the produce of the Customs on logwood since it came [out of farm and] under your management. Ibid.
Same to Mr. Trant, Mr. Noell et al. The 44,000l. which you lately lent to the King upon the credit of the Hearthmoney is ready for you "and you are desired to receive it as Mr. Alderman Duncombe will inform you." Ibid.
Same to the Mint Commissioners to remove the four presses that were used for the stamping of the old farthings to Skinners Hall, "that they may be made use of there for the new ones." Ibid.
Same to Mr. Darcy and Mr. Benyon. The Treasury Lords approve of your proposal made to-day concerning house rent and other charges in order to the buying in and furnishing goods for his Majesty's service out [outside] of the usual way of the Great Wardrobe. You are to proceed to the carrying on of the said service accordingly. Ibid.
Treasury reference to the Surveyor General of Crown Lands of the petition of Lawrence Dawson: petitioner shewing that his whole employment has been to sink coal mines, that he lately undertook a small coal work for himself and having proceeded therein about 10 yards deep he discovered a mine royal which has caused him to desist from further prosecution therein until he had made known the truth thereof "to your honour": being the first and only discoverer thereof prays a free liberty to proceed without interruption "and that within two months' time he will engage to produce to your honour several pounds weight of the ore at his own particular costs and charges." In the margin: [reference] cancelled 8 Mar., 1684–5. Reference Book II, p. 82.
Same to Philip Burton of the petition of John Packer: petitioner shewing that by the advice of the Attorney General and the late Lord Chief Justice Saunders he prosecuted a suit in the King's name against the Corporation of Wells to revoke their charter and has done the same effectually without any expence to the King: has expended therein 100l. or upwards out of his own pocket: prays to be reimbursed same. Ibid.
Oct. 2. The Treasury Lords to the Duke of Ormonde [Lord Lieutenant of Ireland]. We have laid before the King your letter of Aug. 26 last to the Earl of Rochester and have received the King's directions on the two particulars therein. As to the Customs free import [into Ireland] of plate from England, the King approves the arguments of your letter and does allow that plate be imported from England, Customs free. You may give the necessary orders for that purpose. As to the stopping the pay of some officers who had served at Tangier and were indebted to several inhabitants of that place for their subsistences, upon which matter you seem to doubt that you have not authority sufficient to stop the pay from those officers but that you are obliged to sign warrants for the whole military list, the King's pleasure is that the pay of those officers be effectually stopped till they shall have given satisfaction to the several creditors, as his Majesty has great compassion for the circumstances of those inhabitants of Tangier and conceives that the ordinary forms, such as you mention, of proceeding in cases of this nature, will be very dilatory and too great a hardship to impose upon them [said inhabitants]. Oct. 3. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Charles Duncombe of the office of Treasurer or Cashier General of the revenue arising by firehearths and stoves in England, Wales and Berwick, the King having thought fit to put the said revenue under the management of Commissioners and to erect and constitute the said office of Treasurer and Cashier General into which Office all the moneys arising by Hearthmoney are to be answered and paid by the receivers and collectors. The said Office is to be kept in some convenient place either within the general Hearth Office in London or elsewhere and is to be open daily (except Sundays and holy days) from 8 till 12 and from 3 to 6. The acquittances of the said Treasurer when entered with the Comptroller of Hearthmoney are to be good discharges to said collectors. The Treasurer to pay salaries and charges of management of said revenue as shall be directed by Treasury warrant. The rest of said revenue is to be paid by said Treasurer into the Exchequer from time to time as it comes to his hands. The Treasurer to obey the directions of the Treasury Lords in his receipts and payments of Hearthmoney, in his accounting for same, in making weekly or other certificates of his cash and in all other matters touching his office. Duncombe's appointment to be during pleasure and with the salary of 400l. per an. for himself and for one Teller and two clerks to be employed under him; to be payable quarterly, the first payment at Christmas next. During his said office Duncomb to be exempt from juries, inquests etc. Duncombe to give security before entering on his office. King's Warrant Book IX, pp. 394–6.
Further, said Duncombe has lent 50,000l. to the King as appears by tally dated Oct. 7 [sic]. Said Duncombe hereby covenants that during his enjoyment of said office said sum shall remain in the hands of the King by way of loan or be supplied to the King by new loans upon credit of the Hearthmoney for the accommodation of his Majesty's affairs at 5 per cent. per an. only without any greater interest or reward or gratuity whatsoever thereon. For the security of said 50,000l. the King hereby directs the Treasury Lords to order tallies of pro to be levied on the Hearthmoney "or any other matter or thing to be done as shall be from time to time requisite or needful in that behalf."
Oct. 3. Royal warrant to the Clerk of the Signet for a privy seal to determine at and from Michaelmas past the privy seal of May 7 last which granted the yearly sum of 1,850l. each to Robert, Earl of Sunderland and Sidney, Lord Godolphin as Principal Secretaries of State as in lieu of their pensions respectively allowed in respect of their said office; and in lieu thereof for said sums to be paid from Michaelmas last to Robert, Earl of Sunderland, and Charles, Earl of Middleton, as Principal Secretaries of State: same to be payable quarterly by warrants on the Customs. (Treasury warrant dormant dated Oct. 16 to the Customs Cashier to pay said yearly sum from time to time. This warrant quotes the privy seal as dated Oct. 15.) King's Warrant Book IX, p. 397. Royal warrant to the Attorney or Solicitor General for a privy seal to discharge the baronetcy fee of 1,095l. due to the King from Sir George Chute, of Hinxhill Place, co. Kent. King's Warrant Book IX, p. 398.
Same to same for a great seal for a grant and restitution to Rowland St. John, his heirs etc. of all the [his] goods, chattels, lands etc. forfeited to the Crown by the murder of Michael Style, the said St. John having received a pardon under the great seal of said murder. Ibid.
Royal sign manual for 240l. to James Pearce, esq., without account for himself and his partners in satisfaction as well of interest 2,000l. by them deposited by way of fine for a lease of the customs on logwood alias blockwood for 20½ years from 1683, Michaelmas, made to them by Mris. Ellen Gwynne and Lawrence, Earl of Rochester, (now President of the Privy Council) as for incident charges which they were at in taking the said lease "which said lease at the request of the said Ellen Gwynne and the said Earl of Rochester is surrendered." Where any person in the said islands is a single collector he is to have power on emergent occasions to make a deputy who is to be approved by the said Commissioners at Nevis. The nomination of the inferior officers is to be left to the collectors as you have proposed, but they are to be presented to us.
Oct. 4. Treasury warrant to the Customs Commissioners. On the 2nd ult. we gave you instructions ut supra, pp. 1325–7, for your guidance in managing the Four and a Half per cent. duty in Barbados. It is thought necessary to make an alteration and addition in the 5th article of said instructions. The said article is to be as follows, viz.: the [sub-]commissioners and (through them) all the receivers [under them] are to transmit their accounts of said duty and their vouchers every half year to Christmas and Midsummer or at the furthest every year to Christmas and are to transmit duplicates of said accounts and vouchers to William Blathwayt, Surveyor and Auditor General of the Revenue in America: and the said accounts being examined and stated by the Comptroller General of the accounts of the Customs in England and allowed and approved by you, the Customs Commissioners, are to be delivered to said Blathwayte to be finally audited and passed by him. The said accounts are to be made up in one and the same form and method and distinguished into quarters, containing first the charge or receipts and then the discharge by what is sent hither [to England] in goods or [paid out] upon salaries or incidents. The [sub-]commissioners are to swear before the Governor to the truth of said accounts and same are to be signed by them and by the Comptroller who is not only to be privy to all receipts but when any goods are sent hither they are to give notice thereof to him and his deputy and are to have his teste upon every bill of lading and so likewise for all payments made for salaries and incidents, without which teste no allowance is to be made thereof upon their accounts. And forasmuch as the said Blathwayt has a deputy in Barbados nominated by the Treasury Lords the said [sub-]commissioners and officers are to permit the said deputy to have recourse from time to time to all books of accompts of that duty and to the accounts to be transmitted to England whereby the said Blathwayt may be the better enabled to offer to us [the Treasury Lords] what may tend to the improvement of that revenue and may be the better able to audit the said accounts. Oct. 6. Henry Guy to the Auditor of the Receipt. Charles Duncombe, now appointed Treasurer and Cashier of the Hearthmoney, has agreed to lend 50,000l. into the Exchequer at 5 per cent. interest on the credit of the Hearthmoney. You are to receive same from him, giving him tallies of loan for same, which tallies "are intended to be vacated and thereupon tallies of pro or assignment are to be levied for the said money on that [Hearthmoney] revenue."
