Treasury warrant to the Customs Commissioners to direct the collectors of the outports to pay the 1683 quarter's salary bill (established and additional) of the outports (total, 4,251l. 14s. 2d. established, 541l. additional). Ibid, p. 335.
Royal warrant to the Earl of Arran, Lord Deputy of Ireland, to pay 2,000l. to the Duke of Ormonde, by quarterly payments, for the year ended 1684, Dec. 25, for the duty of Prizage in Ireland, which said Duke has agreed to let to the King for said year. Out Letters (Ireland) III, p. 256.
Treasury warrant to Samuel Heming, messenger in ordinary of the Queen's revenue, to collect the arrear of 8l. per an. part of the Augmentation rent of the city of Norwich: it being lately discovered by said Heming that the said Augmentation rent of 10l. per an. was sold in 1673 by the Trustees for Fee Farms to Sir John Bennett, kt. of the Bath (now Lord Ossulston), as a rent of 40s. per an. and was then accordingly discharged out of the Roll of the Pipe; but by means of said discovery said whole rent of 10l. per an. is again put in charge in the Pipe Roll and process is now issued for levying the growing rent. Royal warrant to the Clerk of the Signet for a privy seal to exonerate and discharge the estate of Sir Thomas Clutterbuck, late of East Greenwich, co. Kent, as follows, and any purchaser thereof from [all claims on the part of the King in respect of] moneys heretofore imprested to said Clutterbuck for the victualling of the Navy "or for any other cause or account whatsoever not being yet fully accounted for and discharged": all by reason that the said estate was mortgaged during said Clutterbuck's life and is now upon sale for clearing said mortgage and for making some provision for his children, but the purchasers scruple, some by reason of the liability to the King's debt: viz. the capital messuage or mansion house called Blakysware in Blakysware, Blokysware or Blagsware, co. Feb. 18. The Treasury Lords to Mr. Blathwayte, Auditor of Virginia. We have perused your accounts of the revenue of Virginia enclosed July, 1683. We must remind you of our orders of 1680, July 5, and we expect for the future that you send authentic and sufficient vouchers for every particular payment. Royal sign manual to Sir Thomas Lynch. We are informed by you that George Spurr, late of Jamaica, turning pirate, has brought into that island divers goods piratically taken by him, and that other our subjects and inhabitants of said island have in contempt of our commands and of a law established there behaved themselves as pirates and violently possessed themselves of divers goods and moneys. You are to send to the Treasury Lords an exact account of all such moneys and goods as have been or shall be seized into the King's hands and you are to remit the proceeds thereof, less the charges of prosecution, to Henry Guy, whose receipt shall be your discharge. Royal warrant to the Attorney or Solicitor General for a bill to pass the great seal of England for confirming defective titles in Ireland as follows. There are several lands, tenements and hereditaments in Ireland to which the King is or may be entitled, the possessors whereof have of late been much disquieted by discoveries that have been attempted thereof. Also divers patentees of divers castles, manors, towns, villages etc. rectories, tithes, liberties etc. are subject to much question concerning their title. In order to settle and secure such estates or reputed estates from further question hereafter the King hereby constitutes Commissioners to treat, bargain and conclude on the King's behalf with all persons and bodies politique for new grants, bargains and sales, releases, confirmations or other assurances in the King's name under the great seal of Ireland for all the said estates or terms therein. The said Commissioners to be James, Duke of Ormonde, Lord Lieutenant; Richard, Earl of Arran, Lord Deputy; Michael, Archbishop of Armagh, chancellor of Ireland; Richard, Earl of Cork and Burlington, High Treasurer of Ireland; Sir Charles Meredith, kt., Chancellor of the Exchequer, Ireland; Sir William Davis, kt., Chief Justice of the King's Bench, Ireland; Jno. Keating, esq., Chief Justice of Common Pleas, Ireland; Henry Hene, esq., Chief Baron of the Exchequer, Ireland; Sir William Temple, Master of the Rolls, Ireland; Sir Jno. Davis, kt., Principal Secretary of State, Ireland; Sir Richd. Reynell, kt. and bart., second Justice of the King's Bench, Ireland; William North, esq., second Baron of the Exchequer, Ireland; Sir Standish Hartstong, bart., third Baron of the Exchequer, Ireland, and their successors in said offices respectively. With full power to divide and apportion the rents, reservations and services due to the Crown from the premises, having respect to the quantity and quality of said premises and to release or remit covenants etc. in former patents thereof and to make new rents and reservations in the new grants provided that the ancient rent answered to the Crown be reserved. Power to treat with all bodies politic for granting and confirming their incorporations, franchises and emoluments without any account thereof to be given to the Crown. Power to treat for creating and erecting manors with all rights etc. belonging to any manor in England, the courts thereof to be held at such times and places as by the laws and customs of Ireland or of England ought to be kept and without account to be given to the King. Power to the patentees to make estates for term of life, years, in fee simple, fee tayle or any other estate of inheritance by such English tenures, services and suits of court as to them may seem meet without any fine to the Crown for alienations and without impeachment of the Crown, Quia Emptores or any other statute to the contrary. Also power [to the patentees and their assigns] to impark, enclose etc. Also power to the said Commissioners to treat with the patentees and assigns for release and discharge of all rents, arrears of rents, intrusions, entries, trespasses, reliefs, covenants etc. before the date of the herein new patents or for apportioning and dividing same and for compounding seisin etc. The contracts and certificates of the Auditor or Surveyor General of Lands, Ireland, to be a sufficient warrant for making the new assurances as herein, but the Commissioners not to be bound by such rates [ratals] or values, but to have power to vary them. The Commissioners' fiants to be a sufficient authority to the Privy Signet and the Lord Chancellor for passing the new patents; and same are to be as good in law as if passed by immediate warrant signed with the royal hand and sign manual and under the Signet and privy seal and Great Seal of England. Disputes between the patentees and their under tenants as to contribution to compositions etc. are to be decided by said Commissioners. The Commissioners not to have power to contract for or grant official residences of the Lord Lieutenant etc. forts, port corne or unexpired leases and no lands to be granted hereunder save such as fall under the terms of this Commission, "except rectories, tithes and other spiritual possessions for the use of the clergy there, which may also be passed upon this our Commission," and also similarly excepting such lands etc. as shall be passed upon certificate from the late Commissioners for the Acts of Settlement and Explanation, the late Commissioners for hearing the claims of transplanted persons in Connaught and Clare, the late Commissioners for reducing quit rents or upon the royal letter of 1667, June 14, on behalf of the clergy of Ireland; and also similarly excepting attainders and escheats hereafter accruing to the Crown. The King assents that the new patents as herein be confirmed by Act of Parliament, Ireland, as against any claim of the Crown or others claiming under the Crown. No rents due or answered to the Crown from the premises as herein at any time within seven years preceding the new patents as herein shall be either lessened or diminished and no arrears of quit rents or Crown rents are to be discharged except where the lands shall be found not to be of a competent value to satisfy such arrears, together with the accruing rents or where it be deemed necessary to discharge part of such arrears in order to the encouraging the plantation of such lands. During the present Commission no writs or Commissions of inquiry to issue or inquisition to be taken or suit as to title is to be had in the King's name unless issued or commenced by the said Commissioners. The Treasury Lords to Mr. Kennedy. We referred to the Customs Commissioners your letter of Dec. 2 last (new style). They report that they lately had information concerning the Black Greyhound of Kinsale, Robert Clarke master, laden with tobacco from Antigua, which, coming to Hamburgh was there seized with its lading; that they desired the Admiralty to give private notice to the ships at war in the Channel to seize her and that they think it is the same ship which is now secured at Terveer; that they hoped the seizers would be permitted to send her and her lading to England, but if not that they proposed to offer the master indemnity on payment of the Customs due in England on the cargo. Ibid, pp. 288–9.
You are to govern yourself by this report and if the master will not so pay the duties you are to send us the name, build and burden of the ship for directions to be given to the King's ships to seize her where they shall find her.

Same to the Clerk of the Pipe for a lease to Joshua Baber of the capital messuage of the manor of Laverton, co. Somerset, with the appurtenances and closes, detailed, thereto belonging, lately in the tenure of William Read, deceased, and demised to Hopton Shuter, esq., 1670–1, Mar. 20. The present lease to be for 99 years or three lives on surrender of the present lease, for a fine of 300l. and under the old rent of 10l. 10s. 0d. per an. Feb. 23. The Treasury Lords to the Revenue Commissioners, Ireland. We have received yours of the 8th inst. and are daily expecting the year's account [of the Irish revenue]. We approve your design of increasing the salaries of the surveyors and gaugers with the addition of officers where the present walks are too large. The sooner it is done the better. You may do well to agree with Mr. Babe and to continue him still in the King's service if you find him able and honest. Out Letters (Ireland) III, p. 276.

Report to the King from the Treasury Lords on the petition of Mr. Mawson, praying from the remission of 400l. due from him to your Majesty. Petitioner's father, Capt. Thomas Mawson, deceased, was at the Restoration appointed Purveyor in co. Leicester and head collector of Guthlaxton Hundred for the first (1661) Eighteen Months' Assessment and did in Oct. and Nov., 1660, deliver for your Majesty's service 200 fat muttons and 40 fat oxen on account for the compositions of said county. For this there was paid him 190l. by the Board of Greencloth and 335l. by the county and no more in regard the Act for taking away purveyance was presently after passed. The sheep were worth 200l., the oxen 400l. and for his labour and expenses therein he deserved 50l., making 650l. in all, thus leaving 125l. unpaid. But as collector of said assessment said Mawson is set in super 481l. 12s. 10d. in the account of Beaumont Dixie, Receiver General thereof for said county. So that he is indebted 356l. 12s. 10d. He is dead insolvent and there is no way to recover the money but by process against the county which has been respited many years. Petitioner's father was always loyal and the debt may be remitted, provided the King be discharged of the said 125l. debt for purveyance. Warrants not Relating to Money IX, pp. 298–9.
Same to same from same on the petition of William, Bishop of Kildare. We agree with the Duke of Ormonde's report that out of such concealed lands as petitioner may discover 700l. per an. may be applied towards the recovery and augmentation of the see of Kildare, provided same be done with consent of the parties in possession of such lands. Prefixing: (a) said bishop's petition. The Act of Settlement provided, out of forfeited fee farms formerly belonging to the church, for the better support of the bishops as therein, in particular the bishop of Kildare to have an augmentation of 700l. per an. But by the neglect of Thomas, late Bishop of Kildare, the bishopric is still destitute of said augmentation and is the poorest bishopric, though the second in dignity in Ireland, its revenue not exceeding 175l. per an. Therefore prays a grant of 700l. per an. in concealed lands. (b) Reference dated Whitehall, 1683, July 25, from the King to the Duke of Ormonde of said petition. (c) Report dated St. James's Square, Nov. 12 last, from said Duke to the King thereon. Petitioner's statements are true and his prayer may be granted. (d) Reference dated Whitehall, Nov. 14 last from the King to the Treasury Lords of said petition and report.
Feb. 26. The Treasury Lords to the Revenue Commissioners, Ireland. We have yours of the 20th with the last year's account of the revenue of Ireland. The return has fully answered the expectation and everybody must own that you have not been negligent. We notice a great difference between your account and that sent to us by the Receiver General of Ireland. In your account the total of his receipt is 236,979l. 1s. 9d. In his account it is 201,033l. 11s. 2d. to which he adds 37,750l. 19s. 11/8d. for cash in collectors' hands. There is also 9,545l. 5s. 33/8d. of ready cash undisposed. These three sums, together exceed your total. Where is the mistake ? We do not understand what is meant by ready cash undisposed of if it be not money that the Receiver General can take cognizance of and if he could how does he come to charge himself so far short ?
