Same to the Surveyor General of Crown Lands of the petition of Mary Hellowes, widow, for a new lease of the tenement called King Henry in New Windsor and several parcels of land thereto which she holds for 31 years from 1670, Lady day, at the rent of 4l. 5s. 4d. per an. Ibid, p. 160.

Upon the petition of James Cotter, deputy to Phillip Kirke, esq., Housekeeper of Whitehall, the Treasury Lords order a caveat to be entered that no money be paid at the Exchequer or at the Treasurer of the Chamber's Office to William Man, who lately officiated as under housekeeper for Mr. Kirke, upon any bills in the name of said Man until said Cotter be first heard on behalf of said Kirke. Nov. 11. Henry Guy to the Auditor of the Receipt to pay 400l. to the four ordinary messengers of the Receipt of the Exchequer for unsatisfied bills for services performed, they being unable to go on in his Majesty's service without the payment of this money. Pay same out of any disposable moneys in the Exchequer and preferable to any other payments. Also to pay 80l. 16s. 8d. to Mr. Lawrance, surveyor of the [King's] ways and 48l. to Sir Tho. Slingsby. Treasury warrant to Jno. Browne, Clerk of Parliament. By an order of the House of Lords of the 8th inst. you are authorised and required to deliver out of the bags and boxes or trunks of papers in your custody to our nominee all such bonds, bills, deeds, evidences and other papers which make out the particular estates of some of the Jesuits lately executed for high treason, and of other their associates and confederates or given to superstitious uses, which are forfeited to the King. We hereby appoint Richard Graham to receive same from you and desire you to deliver same to him. Warrants not Relating to Money, p. 268.
Nov. 12. Henry Guy to Sir John Maynard [and the] Attorney General, to peruse (with other King's counsel) the enclosed paper book which has been presented to the Treasury Lords by William Killigrew, containing proposals for the improvement and management of the King's revenue arising by the pre-emption and coinage of tin. Report whether said proposals may consist with law. Out Letters (General) VI. p. 121.
Nov. 13. The Treasury Lords to Mr. Robt. Mitford, Fra. Addison, esq., and Patricius Crow, esq. By a letter of Sept. 30 last William Christian, Receiver for Northumberland, etc., of Popish Recusants' forfeitures, has informed us that he is obstructed in the execution of his said office by Tho. Hasleton, the undersheriff of Northumberland. We send you a copy of Christian's complaint, which you are to examine and report on to us. Ibid, pp. 121–2.
Henry Guy to Mr. Grahame, forwarding from the Treasury Lords the following papers, viz. an order of the House of Lords of the 8th inst. and a particular of the estates of the Jesuits lately executed. You are to peruse same (discoursing with William Fanshaw therein for your better information) and report your opinion thereon to my Lords. Ibid, p. 122.
Nov. 13. Henry Guy to Mr. Hyat and. Affidavit has been made by Mr. Langley, Receiver of Recusants' forfeitures for co. Gloucester, etc., that you have neglected to execute process against Popish Recusants according to the duty of your office, whereby the King's service is obstructed and the said Receiver discouraged in the execution of his office. You are to attend the Treasury Lords hereon on Monday, the 29th inst. Out Letters (General) VI, p. 122.
Same to Mr. Sam. Vernon. You have neglected to execute process against Sir William Doyley's estate, and have misbehaved yourself in the execution of other process directed to you. You are to attend ut supra. Ibid.
Money warrant for 3,492l. 11s. 7½d. to Edward Seymour, Treasurer of the Navy, as imprest; 3,291l. 2s. 8d. thereof to pay off interest bills which the Navy Commissioners are to make out for the half-year ended Sept. 29 last to the Navy creditors concerned in the 109,704l. 10s. 9¼d. debt for stores and work for a war against the French King ut supra, pp. 436–7); and 201l. 8s. 11½d. thereof to pay off like interest bills on the 6,714l. 19s. 6d. arising ut supra, Ibid.: [in both cases] for interest made principal at March, 1679. Treasury warrant to the Customs Cashier to pay 60l. to the Company of the Royal Fishery of England, 30l. for 1679, Christmas quarter, and 30l. for last Lady day quarter on the allowance of 20l. for each dogger employed by them in such fishery as by their charter; it being certified March 27 last and July 28 last by George Elton, Surveyor of the Navigation, and by Robert Cragg, Husband of the said Company, that there were six doggers so employed by said Company. Treasurer for the Affairs of Tangier Garrison, as imprest; 4,440l. 11s. 7d. thereof being to complete last March 31 quarter on the ordinary of said garrison and 11,140l. 15s. 3d. as in part of the quarter ended June 30 last on the like ordinary, and to be satisfied by tallies on the Customs. The present sums are intended to be applied as follows, viz. 8,232l. 6s. 10d. thereof to be paid over to the Victuallers; 6,312l. 10s. 0d. to Mr. Sheare on account of work performed about the mole to June 24 last, at which time any further working thereon was directed to cease; 500l. to the Earl of Peterborough for half a year's pension to Lady day last; and the re maining 536l. 10s. 0d. to Sir Palmes Fairborne upon account of his pension due at Lady day last and his pay to Sept. 29 last as Lieut.-Governor, Lieut.-Col. and Capt. of Tangier. Nov. 13. Money warrant for 25,455l. to the abovesaid William Hewer as imprest for the extraordinary service of the present expedition designed for Tangier, and in part of the privy seal of July 21 last, ut supra, p. 628. Hereof 1,000l. is to be satisfied out of loans made into the Exchequer by Rich. Kent and Charles Duncombe, and the remaining 24,455l. by tallies on the Customs. The present sum is intended to be applied as follows, viz. 12,831l. 0s. 6d. to be paid over to the Victuallers of Tangier; 1,000l. for the Earl of Plymouth's Regiment; 1,500l. to Ralph Mountague for presents to be by him prepared for the Emperor of Morocco; 600l. to Sir James Leshe for his equipage, etc.; 8,154l. 17s. 1d. to Sir George Wharton for stores to be provided by the Office of Ordnance; 530l. to Patrick Trant for clothes by him supplied to the Earl of Dumbarton's Regiment; 675l. to Mr. Smythsby for troopers' clothes; and 164l. 2s. 5d. on account of contingencies. Treasury reference to the Customs Commissioners of the petition of Nicholas Moore for a tidewaiter's place London port, he having served the King at sea as cook of his Majesty's ship Resolution under Sir John Berry, and was in all the three last engagements against the Dutch, and having been an inhabitant of London for 40 years and a freeman of the Poulterers' Company and Clerk of the Market in that time, as is certified by the Warden, etc., of said Company. Same to same of Josias Walker's petition for a place in the Customs at Southampton, Poole or Weymouth, he having a reference of April 17 last from the King to the Treasury concerning his being remitted 140l. in consideration of his services in the collectorship of Minehead port, but the Customs Commissioners not admitting his list of expenses, petitioner has since paid said 140l. to the Receiver General of Customs, being the complete balance of his accompt for said port of Minehead. Nov. 15. Same to same of the petition of Thomas Williams for a tidewaiter's place Plymouth port loco Jeremiah Kinnord. Ibid, p. 162.
Same to same of the petition of Walter Dike for the place of weigher in fee, having been in the King's service near 12 years, and lately employed upon extraordinary weighing upon the previous reference of July 19 and recommendation of Aug. 3 last. The Treasury Lords hereby recommend him for the first vacancy of a weigher in fee. Ibid.
Same to same of the petition of David Williams for the place of comptroller and collector of Pembroke port loco George Powell, lately deceased, petitioner having had relation to the King's elaboratory for several years and had great promises of further preferment, together with a salary in that employment, but being disappointed and having had no compensation for his pains: said petition being referred to the Treasury from the King Nov. 5 inst. Nov. 15. Treasury reference to the Customs Commissioners of the petition of Charles Orchard, customer and collector of Barnstaple port, and James Wescombe, collector of Bideford, for an exchange of their places (their salary being equal) for the sake of Wescombe's health. Reference Book I, p. 164.
Same to William Harbord. Surveyor General of Crown Lands, of the petition of Capt. George Elsmore and Capt. Gabriell Hopkins. Petitioners shew that by a special warrant from the King dated 1661, April 25, they were for faithful services put into the position of those called Coldstreamers: that upon the petition from the officers and soldiers of the Army presented in July, 1660, the King granted his patent of 1660, Oct. 7, that such of the officers and soldiers as corresponded with the General [Monck] or Sir George Booth (under both which capacities petitioners fall) should be kept in quiet possession of their purchased lands until the King should declare his further pleasure "which your petitioners entrusting Thomas Kydder (himself being concerned) to receive the annual rent to them granted of 24l. 0s. 4d. payable out of the castle and mesendure [maison dieu] and lands at Dover," their said trustee being now dead, petitioners pray that they may receive in their own names the said rents with the arrears, which is obstructed, one of the petitioners having a great family and no estate but that small pension which the King granted him. Henry Guy to the Auditor of the Receipt to reserve for the Treasury Lords' [special] direction the 250l. which will be paid into the Exchequer to-morrow by Thomas Agar for the sale of woods [sic for wood] in co. Essex. Disposition Book II, p 32.

Nov. 15. Letter of direction on 4,488l. 9s. 0d. in further part of an order dated 1677–8, Feb. 12, for 50,000l. to Sir George Wharton as in part of the 200,000l. for land and sea service of the Ordnance Office as by the privy seal of 1677–8, Feb. 12. The present sum of 4,488l. 9s. 0d. is hereby to be satisfied by tallies on the Customs and thereof 1,501l. 9s. 3d. is intended for Guernsey and 2,986l. 19s. 9d. for land and sea service. Same to the Auditor of the Receipt. When the 914l. 17s. 8d. debt on the Tenths of the diocese of Lincoln and Leicester is paid into the Exchequer you are to reserve same for the Treasury Lords' particular direction. Ibid.
Same to Col. Legge. Since you were here Capt. Williams has paid in no money on his account. The Treasury Lords desire you to cause the money due from him to be forthwith paid in, for his Majesty's affairs are in great want of it. Ibid.
The Treasury Lords to the Assessment Commissioners for co. Salop for the last Six Months' Assessment. We are informed by the Taxes Agents that George Hosier, lately appointed by you Receiver General of the said Assessment, is some time since dead, and that there are several sums of money of that Assessment not yet answered to the said Receiver or his deputies. You are to forthwith take course for levying and collecting said arrears and paying same to Richard Hosier, the eldest son and executor of said George Hosier, or such other responsible person as you may think fit, that so the full Assessment may be forthwith paid into the Exchequer. Money warrant for 2,000l. to Robert Rives in repayment of so much by him lent this day to the King [and paid into the Exchequer] on the credit of the Wine Licences: together with 6 per cent. per an. interest payable [or to be made into principal] at the end of every six months. Appending: a late order of confirmation dated 1685, Aug. 29 by Treasurer Rochester for the satisfaction of the 2,000l. principal of the present order out of moneys to be lent on the Wine Licence revenue, "the interest thereof being otherwise provided for": all in accordance with the sign manual of 1682, Sept. 12, and the privy seal of 1685, March 25.
Treasury warrant to Brook Bridges and Tho. Done, Auditors of Imprests, to allow to Phillip Burton, gent., Solicitor to the Treasury (in his account of the 500l. imprested to him June 19 last for Crown law expenses) 30l. as a gratuity and reward over and above the necessary expenses, he having used extraordinary diligence and care in recovering for the King's use a certain wood called Walwood in Waltham Forest, co. Essex. Money Book, p. 269.
Same to the Receiver and the Auditor of the Duchy of Cornwall to pay to Lieut.-Col. Richard Fincher 40l. out of the revenue of said Duchy for half a year to Sept. 29 last on the annuity of 80l. granted to him by the privy seal of 1664, Aug. 26, for 31 years, as payable out of said Duchy; the said half-year being by John Griffith, Deputy Auditor of said Duchy, certified as due. The like payment is to be hereby continued from time to time for the future. Ibid, p. 270.
Money warrant for 9l. 15s. 10d. to Henry Norris, his Majesty's Joiner, for half a year to Sept. 29 last on his fee of 12d. a day and allowance of 26s. 8d. per an. for a livery.
Nov. 16. Treasury allowance of the incidents bill of the Excise Office for a varying period up to Sept. 29 last. (Total, 195l. 14s. 0d. as certified by the Excise Commissioners.) Money Book, p. 271.
Money warrant for 308l. to Brooke Bridges and Thomas Done, Auditors of [Imprests and so inter al. of] the Mint, for auditing Henry Slingsby's accounts for seven years to 1677, Dec. 20, as Master and Worker of the Mint: the said Auditors having been usually allowed 40l. for themselves and 4l. for their clerks per an. for said accounts. Further as said Auditors have been at extraordinary pains and trouble by reason of the long proceedings at law and otherwise in order to the settling those accounts they are hereby to be paid a further 100l. in consideration thereof. This 100l. to be satisfied out of the moneys payable into the Exchequer by Thomas Wood, Bishop of Lichfield and Coventry, for the Tenths of the clergy of his diocese for the year ended 1679, Christmas. Same for 4,000l. to William Bridges in repayment of so much by him lent this day to his Majesty and paid into the Exchequer as by a tally of loan for the same appears: to be paid out of the Hearthmoney [farm rent] due Sept. 29 next but payable by the utmost days of grace 1681–2, March 15 next: together with 6 per cent. per an. interest at the end of every six months. Nov. 17. Privy seal for 1,200l. per an. to Sir Richard Dutton, who was by patent of Oct. 28 last constituted Governor of the Island of Barbados: to be for his support during the continuance of that employment: to be paid out of the revenue of the Four and a Half per cent. duty in that island, quarterly and by tallies struck at the Exchequer on the Receivers of said duty, and to commence from Christmas next and to continue during pleasure. Hereby the 800l. per an. payable to Sir Jonathan Atkins by the privy seal of 1679, Aug. 19, as late Governor of said island, is to cease save as to any arrears thereof growing due before or at Christmas next. Henry Guy to the Ordnance Commissioners to direct the Paymaster of the Ordnance to satisfy the debenture of 1679, June 30, for 11l. to Thomas Loup for three months' attendance at Whitehall. Out Letters (General) VI, p. 125.
Nov. 19. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Adam Colclough of Grays Inn, co. Midd., of the office of Surveyor of the Greenwax ("surveyor of our revenue arising by all and all manner of fines and forfeitures and sums of money commonly called Greenwax moneys"): to hold during pleasure with the fee or salary of 150l. per an. payable quarterly out of the said revenue by the hands of the sheriffs or other receivers or collectors thereof. Clauses to be inserted in the said bill for directing said Colclough to take care that the lords of liberties have no greater allowances than they ought, that sheriffs do usually levy what they have in charge, that the officers of the Courts of Justice do duly estreat such profits as arise to the King, and that he discover to the judges of the several Courts such abuses as he shall find that they may regulate the same. The grant by patent of 1677–8, Jan. 24, of said office to Henry, Earl of Peterborough, et al. is to be hereby also determined, in case the same be not already sufficiently revoked. Same to the Clerk of the Signet for a privy seal to discharge and acquit James Peirce, his heirs, etc., and his and their estates, from the fine of 336l. 17s. 6d. set upon him as late purser of the King's ship Pearl by a court martial held upon the King's ship Plymouth, at anchor at Tangier, 1678, Aug. 29, by Sir John Narborough, kt., then admiral of the ships in the Mediterranean, and by other commanders and officers then present, because the said Peirce had taken money of the King's Victualler at Livorno for six weeks' provisions for the men of the said ship Pearle and did not provide the said provisions nor refund the money: the present release being granted by the King for divers good causes and considerations. Memorandum that the instruction to Sir Richard Dutton ut supra, pp. 722, 729, enabling him to propose to the Assemblies within his Government the commuting the Four and a Half per cent. duty in Barbados having been agreed on by the Treasury Lords and by them presented to the Committee of Plantations, the same is added to said Dutton's general Instructions and the like is prepared for Sir William Stapleton as Captain-General and Governor-in-Chief of the Leeward Islands. Appending: said Instruction from the King (and countersigned by the Treasury Lords) to said Stapleton. By the indenture of lease of said duty in the Caribbee Islands to Robert Spencer, John Strode and others it is provided that if the inhabitants thereof shall within seven years of date of said indenture desire to commute or exchange the said duty or imposition of more advantage to the King and more ease to the inhabitants by some Act of the lawful and general Assemblies of the inhabitants and proprietors of said islands and same be confirmed by the King, then the said indenture of lease shall cease. Said Stapleton is therefore at such time as he shall think convenient to signify to the respective Councils and Assemblies of the Leeward Islands that the King permits and encourages them to propose some law for such commuting and exchanging of said duty. But meantime the receipt of said duty by the Farmers is to be by no means hindered or diminished by any such law until the same be approved by the King, but they are therein to be aided in all ways. Said Stapleton, in framing and passing such an Act, is to correspond with said Dutton to the end the [respective] Assemblies in Barbados and the Leeward Islands may jointly agree upon and pass such law.
