June 21. Henry Guy to Mr. Hater. There is a considerable sum of the Queen's portion on board the Mary, Capt. Killigrew, from Portugal. Send the Treasury word on Monday whether said frigate comes about by the Downs to bring home the said money. If not, the Treasury Lords desire that a yacht may be sent on purpose to fetch it. Treasury reference to the Customs Commissioners of a second petition of Margaret Lloyd, wife of Capt. David Lloyd, on reference thereof from the King to the Treasury. In May, 1678, petitioner prayed for a landwaiter's place in Plymouth port in consideration of her husband's sufferings, imprisonments and services. Same was referred to Treasurer Danby by the King, but not reported on by him. Out Letters (Customs) p. 58.
Same to same of the petition of Col. Hene praying a a landwaiter's place London port: he having spent a very good estate in the civil wars in raising a company of foot at his own charge when the King set up his standard at Nottingham; and afterwards raised a troop of horse and served as Mayor, Lieut., Capt., Col. and Governor of Heworth till its surrender. Ibid, p. 59.
Treasury warrant to same to pay 5l. to John Margetts, collector of Woodbridge port, over and above his salary, viz., for the half year ending at midsummer next [the 24th inst.] as for an additional allowance of 10l. to his present salary: he having performed the offices of collector, waiter and searcher there from Michaelmas, 1671, with the salary of only 10l. per an. and discovered several frauds and made divers seizures. From Midsummer next said additional 10l. per an. is to be inserted on the establishment. Ibid.
June 23. Treasury reference to the Customs Commissioners of Ralph Williamson's proposals for the better management of his Majesty's Customs in the Northern parts. Ibid, p. 60.
Henry Guy to Mr. Griffin [at the office of the Treasurer of the Chamber]. The King's footmen complain to the Treasury that you have not paid them the 270l. which you promised them out of the money that Mr. Kent advanced on your tally, and which [item] you gave in to the Treasury Lords in your list of payments to be made out of that money. Their Lordships desire your compliance forthwith with this payment. Out Letters (General) p. 75.
Same to the Auditor of the Receipt for an account of all the orders charged on the 412,695l. 0s. 0d. by the present twelve months [of the Eighteen Months'] tax, in whose names the orders are, what dates and number and for what uses. Ibid.
Same to the Navy Commissioners. The Treasury Lords not being able at present to provide otherwise for the payment of the foreign bills of exchange, desire that they may be paid out of this week's weekly money [paid by the Customs to the Navy]. Ibid.
June 23. Henry Guy to Sir John James (and the like to Major Huntington and Lemuel Kingdon) to attend the Treasury Lords on Wednesday next at 8 a.m. with all the tallies and original orders you have or a true list of their numbers, dates and sum and which of them are assigned and which not. Same to the Earl of Ranelagh for an accompt of what you have paid to Mr. Roberts towards the building at Windsor [Castle]. (The like letters to Mr. Steevens and Mr. Chiffinch.) Ibid.
Treasury reference to Sir W. Jones, Attorney General, William Harbord, Surveyor General [of Crown Lands], and Mr. Tregagle, of the petition to the King from Francis Roberts, Esq., and Sir Rich. Edgcumbe, Kt. of the Bath. Said petition sets forth that the tinners of Cornwall and their ancestors have for a long time enjoyed the privilege of coining their tin four times a year, paying certain known and accustomed duties to the King, viz., at Midsummer. Michaelmas, Christmas and Lady day: that within these last three years they have been often denied the two latter coinages, to the King's damage, the tin being by that means much embezzled and transported beyond sea without paying duty at all, and also to the great loss of the poor adventuring tinners who cannot support their families and works without frequent selling their tin. Petitioners therefore pray the benefit of said four coinages yearly as heretofore and that a bill be brought into Parliament for that purpose in order to the better establishing the same. Like reference to the Attorney General of Richard Deerham's proposal of sureties for his well answering the issues of his office as Receiver of Recusants' estates in several counties and places. Ibid.
Report to the King from the Treasury Lords on the petition of Richard Beckford, Edward Franklyn and others who pray settlement by way of [perpetual] annuity (as the bankers have) for moneys due to them. From the certificates from the Auditor of the Receipt it appears that the sums following, amounting in all to 15,850l. 3s. 3d. principal money. are assigned by Mris. Dorothea Colvile to the following persons (which persons or others claiming from or under them are the petitioners herein) upon orders registered originally in the names of Col. William Legg, late Lieutenant of the Ordnance, and others. No part of the said 15,850l. 3s. 3d. nor any interest for the same has been paid at the Exchequer or is included in the accompt of Mris. Colvile's debt, which was satisfied by a grant of perpetual interest. The said debts are of the same nature with those of the goldsmiths. Therefore we think it reasonable that the interest thereon should be stated from the dates on which the principal should have been paid (had there been no stop of the Exchequer) until Lady day last and a 6 per cent. perpetual annuity on the Excise be granted thereon for such principal, plus interest made into principal: viz.: Warrants not Relating to Money, pp. 18–19.

Treasury warrant to the Auditor of the Receipt to take in and cancel an order of May 23 last for 5,000l. to Sidney Godolphin as Master of the Robes, being for one year to June 24 inst. as by the royal letters patent of November 16 last: and in lieu thereof to draw an order for 3,750l. to said Godolphin, whereof 3,375l. is to be on account for the charge of said Office and the remaining 375l. for his own use without account: the whole to be for three quarters of a year ended at Lady day last. Henry Guy to Mr. Ashmole. Comptroller of Excise. You do not send to the Treasury Lords the weekly certificates of the Excise so punctually as they expect. You are to send them every week more punctually for the future. Out Letters (General) p. 76.

June 25. Treasury reference to the Customs Commissioner of the petition of Robert Bertie, secretary to said Commissioners, praying that the [saving of] 75l. per an. on the salary of Mr. Sanson as [late] surveyor of Bristol may be established on petitioner for the relief of his clerks; Mr. Sanson having 120l. out of 280l. per an. allowed for such clerks. Treasury warrant to same to restore 21l. 5s. 0d. received by the Collector of Minehead from Humphry Willett on behalf of his correspondents the owners of the ship St. Savoir, of Rouen, for [French] tonnage duty on said ship, which being bound from Lisbon to Rouen, did on her way come to Minehead and there set ashore two passengers, Monsieur Contess and Bignion: said vessel having been six weeks at sea on her voyage from Lisbon reduced to great scarcity of provisions, and said passengers, after laying seven or eight days at a victualling or alehouse, returned on board and went along with her when same was furnished with bread, beer, etc. Ibid.
Same for the execution of a warrant of Treasurer Danby's dated 1678, June 4. to the Customs Commissioners to permit William Morgan, the King's Cosmographer, to import 10,500 reams of royal or other paper to London port within five years from May 31 last, duty free, in accordance with the privy seal of May 31 last. Henry Guy to the Hearthmoney Contractors to pay into the Exchequer this week the 1,167l. 5s. 9d. remaining of the 35,000l. advance money due from you the 24th inst [being the unpaid remains or] "over and above what tallys are struck upon you for part of that advance." Out Letters (General) p. 78.
Same to [? Samuel Pepys]. The bearer. Mr. James Heriot, is appointed to fetch the [remains of the Queen's dowry or] Portugal money from on board the Mary. Give him an order for one of the King's yachts to attend him herein. Ibid.
Treasury reference to William Harbord, Surveyor General of Crown Lands, of the petition of Thomas Lisle to the King for a further term after his present reversionary term of eight years in Shaw Farm, co. Berks, in consideration of his services and of the King's promise to him of the office of keeper of St. James's Park: petitioner having expended all his fortune in purchasing and building on the same: and the King being graciously disposed to gratify him. Ibid, p. 80.
Privy seal for 13,826l. 3s. 4d. to Sir Stephen Fox, Kt., as imprest for pay of "the Forces which we have thought fit to raise for assisting our loyal subjects of Scotland to suppress the rebellion there." and is for one lunary month commencing to said Forces according to their establishment and musters; and also the further sum of 9,440l. as imprest for levying several of the said Forces: said sums to be issued to Fox from time to time according to such warrants as he shall receive from the King or the Duke of Monmouth. June 25. Care that no transcript signed by the late Lord Treasurer [Danby] be confirmed by the Treasury Lords for a lease to William Scawen as Trustee for Mr. Ward of the collection of the small rents in Launceston, co. Devon, till Ellis Lloyd be heard for Viscount Grandison. Caveat Book, p. 4.
Treasury warrant to the Customs Cashier to pay 15l. to John Langwith for last Lady day quarter as Messenger [of the Chamber] appointed to attend the Customs. Money Book, p. 84.
Same to the Receipt to take in and cancel a tally stricken at the Receipt May 5 last for 1,000l. struck on the Commissioners and Receiver General of Excise as due upon their account, which tally is [at present] in the hands of Sir George Wharton, Bart., Treasurer of the Ordnance, who is to employ the same about the fortifications at Portsmouth. In lieu of said tally another is to be stricken for the like sum upon George Dashwood et al., Farmers of Excise, as in part of the 27,666l. 6s. 4½d. payable by them as for their first year's Excise surplus. Henry Killegrew from on board the ship Mary 6 chests, containing 21 contos, 700 mil., 512 reis [21,700 milreis, 512 reis] Portuguese money which were received by Francis Parry, Esq., his Majesty's agent in Portugal, on account of the Queen Consort's portion and by him consigned to the Treasury Lords. Treasury warrant to the Customs Commissioners to restore the 12l. 10s. 0d. received by the collector of the Customs at Dartmouth for the [French] tonnage [duty] of the ship Princess Royal or Mary, of Abbeville, it appearing from the said Commissioners presentation of the 16th inst. that said ship being a French vessel did set on shore at Dartmouth one Anthony Dutheron who was a passenger in her, but is an inhabitant of Dartmouth, the shipmaster (being bound from Rochelle to St. Valery) having taken said passenger for courtesy to carry him to St. Valery or to put him on board another English vessel by the way, and that his ship was forced into Dartmouth by stress of weather where the master put said passenger ashore, but afterwards took him in again and meeting an English vessel at sea, put him on board her: but the said French vessel afterwards putting in at Plymouth, the said officer found her there and forced her master to pay said 12l. 10s. 0d. Royal warrant to the Treasury Lords to give warrant to William Roberts, gent., as paymaster of the moneys for the repair of Windsor Castle, to pay to Hugh May, Comptroller of the Works, 500l. for one year from 1678, September 1, for his care and pains in and about the building and repairing of said castle: to be paid by two equal payments of 250l. each, the first presently and the second on September I next. Henry Guy to the Auditor of the Receipt to make out the imprest certificates of all the moneys paid to Samuel Pepys as Receiver and Treasurer of Tangier [viz., that yet] unaccompted for. "And in case the several accountants for whom you have already made out the imprest certificates do not call for the same you are also desired to give the Treasury Lords an account thereof." Ibid.

Privy seal for discharging and acquitting Eustace Budgell and his heirs (on his payment of 196l. 16s. 0½d. into the Exchequer) from all accomptability relating to the 236l. 1s. 0½d. as part of the debt owing to the King from Thomas Chudleigh, late of Exeter, co. Devon, deceased, said Chudleigh having been in his lifetime Receiver for co. Devon of the Free and Voluntary Present of 13 Car. II., upon which accompt he became indebted to the King 714l. 15s. 3d. and at his death left certain goods in his house at Exeter within the manor of Bradninch part of the Duchy of Cornwall, which by several Treasury warrants made in 1668 and 1669, directed to said Budgell as understeward of said manor were by him seized, appraised and sold for the King's use, amounting in the whole to 236l. 1s. 0½d., as appears by several reports of Sir C. Harbord, deceased, late Surveyor General [of Crown Lands], Sir Robert Howard, Kt., now Auditor of the Receipt, and others to whom the examination of this accompt was referred: the said referees having further certified that said Budgell has paid to the Receiver of the Duchy of Cornwall for the rent of said Chudleigh's house 12l. 10s. 0d. for 2½ years to Lady day, 1668, at 5l. per an., and hath disbursed in necessary charges about the sale of said goods 4l. 3s. 0d., and that he deserves 2s. per £ (in all 23l. 12s. 0d.) for his pains and expenses therein: which allowances of, in all, 40l. 3s. 0d. are hereby authorised, leaving the said balance of 196l. 16s. 0½d. due as above.
