-, individual payments made out of or charged upon the Customs by tallies or orders. (Throughout this volume the Customs office was used as a species of subordinate pay office by the Treasury. The transaction took one of two forms
-, either a Treasury warrant was issued to the Customs Cashier to pay so much to such a person : in this case, firstly, the warrant was sent to the Customs Cashier, then, secondly, a tally on the Customs was struck in the Exchequer and delivered to the payee, then, thirdly, when the tally came in its course of payment the payee presented his tally to the Customs Cashier and got his money. If it was desired to get a tally paid quickly and before its course a separate letter was sent to the Customs Cashier to promise him interest on the advance. If the formality of a tally was not employed, the Customs Cashier paid directly on the mere authorisation of the Treasury warrant. The second form adopted was to instruct the Customs Cashier to pay so much into the Exchequer for such a person or purpose and the payment out of such money by the Exchequer followed the ordinary Exchequer forms. In this second method the Secretary of the Treasury despatched a letter, merely, to the Customs Cashier to pay in, and concurrently to the Auditor of the Receipt to pay out. But of course all such payments presume a prior privy seal and Treasury warrant.
