Sept. 1. Money warrant for 1,955l. 16s. 5d. to James Craggs, Samuel Edwards and Charles Hodges, Esqrs., in whom the legal interest of the office of Ranger and Keeper of Windsor Great Park is vested; for so much due from 1 Aug. 1714 to 1718 June 24 on the fee, salary or allowance of 500l. per an. payable to them by the privy seal of the late Queen Anne:
Together with: a dormant clause for the payment of said fee in future to them in consideration of said office and of the charge of supplying hay for the deer in said Great Park and paying underkeepers, gate keepers and other subordinate officers there. Treasury warrant to the Clerk of the Pipe to prepare a lease to pass the Exchequer seal to William Clayton of a piece of ground in or near St. James's Stable Yard in the parish of St. James's and parcel of the Bailiwick or reputed Bailiwick of St. James's, whereon a small ruinous messuage or tenement is now standing, and also a little passage thereunto adjoining: the said premises abutting east on the Stable Yard, south on the Grooms' lodgings belonging to his Majesty, west on St. James's Park and north on a house and yard in the possession of and belonging to the Right Honble. William Clayton, Esq., and are in length 24 feet east to west and 21 feet north to south: all for 50 years at a rent of 20s. per an.

Royal warrant dated Hampton Court to Charles, Duke of Bolton, Lord Lieutenant of Ireland, to place on the present and all future Establishments of Ireland Peter de Cosne for an allowance of Half Pay as a Lieutenant of Foot: he having been late in Brigadier Moryson's Regiment of Foot: same is to commence from 1718 June 24 and not from 24 Feb. 1715 as desired by the said Lord Lieutenant. Royal sign manual for 1,000l. to Paty Byng, Esq.: without account: as a mark of royal favour in consideration of his service in bringing letters from our Admiral Sir George Byng with a particular account of the engagement with the Spanish Fleet off Cape Passaro the 31st July last. Letter of direction for 13,727l. 1s. 6d. to Walter Chetwynd on the unsatisfied order in his name as Paymaster of the King's private annuities and bounties: and is to be applied by him to clear the sums due and in arrear on the said annual bounties at or at any time before Lady day 1718. My Lords direct you to let them know where the said Guards are quartered, and their number; with an estimate of the probable charge of the fire and candle in each place. Sept. 6. Christopher Tilson (in the absence of the Treasury Secretaries) to the Excise Commissioners. The Treasury Lords are pleased to agree that the persons at present possessing the offices hereunder named with respect to the Duties under your management be the officers in their respective stations and qualities for the Duties on hides &c. that have been now lately added to [the Duties under your management or] commission: that is to say the present Cashiers, Comptrollers, Solicitor, Secretary, Register. My Lords therefore desire you to give them such authorities as are usual for their acting in their several stations. Out Letters (General) XXII, p. 349.
Treasury reference to the Customs Commissioners of the petition of Sir Justus Beck shewing that he has imported from Holland on board the London galley, William Ivor master, 504 Norway deals for his private use, but same are seized by Mr. Elmsall as imported contrary to law; and praying a noli prosequi as he was ignorant of the law. Sept. 7. Royal warrant dated Hampton Court to the Attorney or Solicitor General for a great seal for a grant of a salary of 2,000l. a year to Jane, Countess Dowager of Portland, whom we have thought fit to appoint to be Governess to our dearly beloved grandchildren, the Lady Ann, the Lady Amelia and the Lady Carolina, daughters of our most dearly beloved son George Augustus, Prince of Wales: during pleasure: as from March 25 last. Sept. 8. Same dated same to Nicholas Lechmere, Esq., Attorney General: to acknowledge satisfaction of the fines of 60l. each imposed at the General Quarter Sessions of the Peace held at Lewes for the East part of Sussex 1714 Oct. 7 upon Jean Vandale, Jaques Bushon, Guillame Antile and Toussan L'Blanc for being concerned in transporting wool to France, for which they have ever since been in prison: on condition that they severally enter into recognizances and forthwith transport themselves to France. Treasury warrant to the Commissioners of Excise to take the additional salary of 200l. per an. each in consideration of the new Duties under their management, to wit the Duties on hides and skins, vellom and parchment; the Duties on candles, soap, paper, calicoes; the Duties on gilt and silver wire and starch as additional to the Duties on beer, ale and other liquors and the Duties on malt: to date from the date of their present commission, viz. 30 August 5 Geo. I. Money Book XXVII, pp. 14–15.
Money warrant for 40l. to Edward Lewes, Sheriff of Co. Warwick, for so much paid by him for reward to Jonathan Hentley et al. for arresting James Woolstone for burglary. An entry hereof is to be made in the Office of the Pipe to prevent any further allowance hereof to said sheriff. Letter of direction for 320l. to Charles Dartiquenave on the unsatisfied order in his name as Paymaster of the Works: and is to be paid over to William Watkins, the Surveyor of his Majesty's Roads, upon account for works and repairs in the said roads, ut supra, pp. 560–1.

Sept. 9. Christopher Tilson (in the absence of the Treasury Secretaries) to the Customs Commissioners to report on the enclosed memorial of Aug. 21 last [missing] from the Revenue Commissioners, Ireland, representing the illegal and clandestine trade practised in the Isle of Man. My Lords desire you to consider the means by which so growing a mischief may be suppressed. “With this you also receive several letters [missing] addressed to their Lordships which as they import matters of information and discoveries touching the revenues under your management their Lordships direct you to examine, advertise or otherwise proceed on them as you shall see cause.”

Treasury warrant to the Customs Commissioners to compound with John Appleton for 200l. on the verdict recovered against him by default by Edward Turpin for 1,257l., being the treble value of a parcel of spices lodged in his house: on which verdict he lay 11 months in the Compter in a poor condition and was then enlarged and has since endeavoured to get his bread by selling coals, but so long as the said judgment lies upon him nobody cares to trust him.

Sept. 11. C. Tilson (in the absence of the Treasury Secretaries) to Mr. Martin. The Customs Commissioners in Scotland having been wrote to for an account of the exports and imports there since the Union have acquainted my Lords that there is no Office there where such accounts are kept and they are unable at present to answer that demand or to give proper directions concerning it until they know the form used here [in London] for those accounts. My Lords direct you to give Mr. Tuder, the bearer hereof, the best instructions you can in this affair “so as he may be enabled to inform the Commissioners in Scotland of the method by you practised in collecting and making up the said accounts.” Out Letters (General) XXII, p. 350.

Christopher Tilson (in the absence of the Treasury Secretaries) to the Barons of the Exchequer in Scotland. My Lords have consulted the Salt Commissioners here upon your Representation concerning the measure of the barrels in which herrings and salmon are exported from Scotland and the drawback to be allowed thereupon. I enclose a copy [missing] of the said Commissioners' opinion thereupon. My Lords desire you to consider the whole affair and to prepare a draft of such clauses to be offered the next sitting of Parliament as may remedy the inconveniences complained of “in case you differ with the said Commissioners and the Attorney and Solicitor General here (whose opinion my Lords have concurred in) in point of judgment thereupon.” Out Letters (General) XXII, p. 346.
Sept. 13. Treasury warrant dormant to the Customs Cashiers to pay the salary of 30l. per an. to John Huggins, junr., as searcher of Plymouth port. Money Book XXVII, p. 3.

Christopher Tilson (in the absence of the Treasury Secretaries) to Mr. Carkess in answer to yours of the 5th inst. about Mr. Bucknall's salary from the time of his suspension. My Lords have thought fit to restore him and are willing that all penalties attending his suspension should be remitted, but that nevertheless the Customs Commissioners are at liberty to reprimand him for his faults as severely as they please, “and if they think fit [they are free] to make him understand that this act of remission is from their [the Commissioners'] goodness and generosity instead of their Lordships' indulgence to him.” I enclose a letter [missing] from Mr. Reynardson, Collector of Bristol, “and altho' it contains little more than an acknowledgment of their Lordships' justice to him, yet you may please to lay it before the Commissioners to be used in his behalf as they shall see occasion.” Out Letters (General) XXII, p. 346.
Sept. 17. Treasury reference to the Customs Commissioners of the petition of Thomas Hunt, Commander of the ship St. Quintin from Buenos Ayres shewing that the Commander of a Spanish man of war had taken out of his ship and detained 13 of his crew and that eight more [of his crew] died, which so reduced his complement that he was forced to take in eight foreigners to his 23 Britons and that on arrival in the Thames his said ship and cargo are seized by Thomas Scott, Surveyor of the Navigation Act. Therefore prays a noli prosequi. Reference Book IX, p. 406.

C. Tilson to Mr. Benson. My Lord Sunderland is very much alarmed at an intimation he received here [at the Treasury Office] this morning of your having by your own authority appointed a person to be Keeper of the Quarries &c. in [the Isle of] Portland, “and thereby mean to vacate that constitution which the Treasury gave under hand and seal to Mr. Tucker and [to] supersede the power which the [Treasury] Lords still have and intend to keep over that office and officer. I am therefore commanded by my Lord Sunderland in express terms to acquaint you that he expects you do immediately recall both the person and power that you have sent with intent to supersede Mr. Tucker. For their Lordships, besides being satisfied in the care and fidelity of their officer, do think that those vacating authorities which they submitted to in your favour has no relation to this office nor did their Lordships ever intend to divest themselves of the power thereof. You'll be so good as to let me know by the return of the post that you have complied with my Lords' directions herein. Otherwise I am ordered to forward an express and not trust to the post for your answer. I had it in command to enlarge further, but this is sufficient to inform you that the affair is highly resented.” Out Letters (General) XXII, p. 351.
Sept. 20. C. Tilson to Mr. Tucker concerning the above. My Lords have had intimation given them that Mr. Benson, Surveyor of his Majesty's Works, hath assumed an authority of appointing a person to be Keeper of the King's Quarries at Portland, and thereby means to supersede your constitution to that office which you had and received from the Treasury. I am to acquaint you that my Lords resent Mr. Benson's proceedings herein and have writ to him by this post at Shaftesbury to recall both the person and power he hath sent to supersede you. “So that this proceeding of their Lordships leaves you at liberty to attend the business of your office without taking any regard to or notice of Mr. Benson's appointment.” Ibid.

Letter of direction for 7,814l. 4s.d. to John, Duke of Montagu, on the unsatisfied order in his name as Master of the Great Wardrobe: and is intended to be applied to clear the debt in the Office of the Great Wardrobe for the quarter ended at Xmas 1717, exclusive of the sum of 1,905l. 6s. 10d. demanded for liveries and vestures which became due and payable at the same time. Stanhope to same to pass with all civility and despatch 13 horses, part of the equipage of the Abbot Dubois, Ambassador from France, which on his return to France he is desirous to carry back with him Customs free, “as is usual in cases of the like nature.” Out Letters (General) XXII, p. 352.

You are to show all possible respect to the said Marquis either by the delivery of the said effects or such of them as may be legally declared or by reporting speedily on the case. Royal warrant dated Hampton Court to John, Duke of Marlborough, Master General of the Ordnance, and to the Board of Ordnance, to take into the charge and care of the Office of Ordnance all the Guard Houses or Barracks for Guards and the buildings appertaining thereunto lying either in the Tower, the Savoy, the Palaces at Whitehall, St. James's, Kensington, Hampton Court and Windsor; and immediately to cause surveys to be made thereof and of the condition they are now in, and to order and direct the good and substantial repair of them now and from time to time as necessary: to be defrayed out of money which the Treasury Lords shall direct to the Treasurer of the Ordnance for that purpose: and in the said works and repairs to observe the Rules and methods observed by the Office of Ordnance in repairing and ordering the Barracks and Guard Houses under their care in any of his Majesty's garrisons; and to use the utmost frugality therein. Same for 740l. to Charles Dartiquenave on the unsatisfied order in his name as Paymaster of the Works: and is intended to be paid over to Henry Wise and Joseph Carpenter, his Majesty's gardeners, for 1718 Sept. 29 quarter on the allowance of 2,960l. per an. for keeping his Majesty's gardens and plantations consisting of 148 acres at 20l. per acre. Sept. 30. Christopher Tilson (in the absence of the Treasury Secretaries) to the Taxes Commissioners. My Lords have reason to apprehend, by the lowness of the income on the Duties on Houses not only in the year ended at Michaelmas last but also for the year ended at Michaelmas preceding that the said revenues are not conducted with that care as they should and ought to be; to the great detriment of the public. My Lords direct you to transmit to them an account with all expedition of the arrears standing out on the said Duties at Michaelmas last and in whose hands the same are remaining. They also direct you to lay before them the causes of the decrease of the said revenues, so far as they appear to you, and the means that in your opinion seem proper to be had for remedying the same. Treasury warrant to the Customs Commissioners to enter a noli prosequi to the information against Sir Justus Beck concerning 504 Norway deals imported by him from Holland for private uses which are seized by Mr. Elmsal, a Customs officer, as imported contrary to law, being prohibited [to be imported] from Holland, viz. the Act of Frauds, 14 Car. II: but the same being not for sale.

Sept. 30. Same to Edward Young, Surveyor General of Woods, to perform works and repairs as follows in Windsor Little Park, viz. to the tree boxes (some of the trees being already spoiled by the deer and others are in danger), the deer pens, posts, paling and gates: to an estimate, detailed, of 64l. 19s. 8d.: all according to the memorial of the Earl of Godolphin, Deputy Ranger of the said Park: and to raise the money by felling dotard timber in Dean Forest not fit for the Navy.
Prefixing: said Young's estimate for same. “There being no decayed timber in the said park but what serves for ornament” I propose that sufficient timber be felled in Dean Forest to defray this expense. Warrants not Relating to Money XXV, pp. 128–9.
Same to Edward Tucker of Weymouth, Keeper of his Majesty's piers, cranes and quarries in the Isle of Portland, to permit the Navy Commissioners to take from the said quarries 340 tons of stone and ashlar and to carry same to Plymouth for the works (repairs) at the Docks there.
Prefixing: the Navy Commissioners to the Treasury Secretaries. Comm[issione]r Townsend at Portsmouth has contracted with Mr. Edward Tucker and Mr. John Gilbert for 340 tons of stone as above for said works.
