William Lowndes to the Victualling Commissioners enclosing the Secretary at War's letter [missing] to my Lords of the number of men to be victualled in each of the Garrisons of Placentia and Annapolis Royal and to whom the provisions are to be consigned. Stanhope to the Auditors of Imprests enclosing (a infra relating to a demand of Major General Wroth, late of the Royal Regiment of Horse Guards, for his extraordinary expenses in providing an equipage suitable to a Major General and other charges when he was appointed to take care of the embarquation of the said Regiment with some recruits and horses from Harwich to Flanders in March 1710–11. My Lords direct you to prepare a warrant for them to peruse and lay before the King for his signature to authorise the Army Debts Commissioners to certify the sum of 600l. as reasonable to be allowed to him for the same, so as debentures may be made forth for the same. Appending: (a) Extract of a report undated from the Army Debts Commissioners on the petition of said Wroth. We find that in 1711 he exhibited this demand before the Lords of the Committee of Council for the Affairs of the Army with an account or estimate of the said expenses amounting to 856l. 18s. 0d., in consideration of which he craved an allowance of 600l. and the said Lords of the Committee recommended his case to the Queen, who ordered the Secretary at War to lay the matter before the Lord Treasurer, which the Secretary accordingly did, and in his state thereof submits the said 600l. as reasonable to be allowed in full of all demands for providing said equipage in expectation of serving abroad and being placed on the Flanders Establishment as a Major General and in attending the service of said embarcation, “her Majesty having been pleased in some instances of the same nature to show her favour to persons so employed”: but this sum has not been paid or any part thereof. Royal warrant dated Kensington to the Lord Lieutenant of Ireland to place on the present and all future Establishments of Ireland Lieut. Thomas Disney for an allowance of half pay according to the post he formerly bore: during pleasure or until he shall be otherwise provided for: in accordance with the said Lord Lieutenant's letter of Dec. 31 last and the Address of the House of Commons of Ireland recommending him for half pay in consideration of his former circumstances and the hardships he hath suffered in being deprived of his commission some years since without any consideration for the same. Royal warrant to the Lord Lieutenant of Ireland to pay 624l. per an. for 14 years from 28 March 1719 to the poor Palatines in Ireland: all by reason that Queen Anne by her sign manual of 28 March 1712 [Calendar of Treasury Books, Vol. XXVI, pp. 216–17] (reciting that the said Palatines in Ireland were in 1711 reduced to 312 families) directed an allowance after the rate of 40s. per an., to be paid to each family for seven years, making 624l. per an.: and in 1715 his present Majesty on a Representation from the Commissioners for taking care of the said Palatines directed that the said 624l. per an. should be granted absolutely for the remainder of the said term of seven years (notwithstanding some of those families had quitted the kingdom) whereby the said Palatines might be enabled to maintain a minister to read the Liturgy of the Church to them in their own language and likewise an Agent that understands their language and to support other contingent charges: and the Treasury Lords have laid before us your letter to them of Jan. 6 [last] and also a Report made to you by the said Commissioners for taking care of the said Palatines, wherein you propose that the said 624l. per an. be continued for 14 years from 28 March 1719 (when the term granted by the said former directions will expire): the King is graciously pleased to condescend thereto and therefore commands the preparation of letters patent to pass the great seal of Ireland for granting to the said Commissioners or their nominees the said 624l. per an. for 14 years from 1719 March 28 for the support of the said poor Palatines and to enable them to maintain a minister and an Agent as above: and this sum to be inserted in the present and all future Establishments of Ireland: but with power to the Crown to determine same at pleasure or to make such alterations or abatements therein as may be thought fit.
