William Lowndes to the Auditors of Imprests to prepare a warrant to be signed by the King for authorising the allowance to the Earl of Carnarvon of the several articles as follows certified by the Commissioners for Army Debts as paid by the said Earl; amounting in the whole to 4,262l. 16s. 99/28d., being items ut supra, pp. 429–30, “my Lords being well satisfied of the reasonableness thereof.”
Appending: report dated July 4 to the Treasury Lords from the Auditors of Imprests (Thomas Foley and Jer. Oakeley as Deputy of Edward Harley) on the several articles of extraordinaries, ut supra, ibid., in the report from the Commissioners for Army Debts relating to several payments by the Earl of Carnarvon as by treaties with the respective Princes and States as therein. We find that the said Treaties and Conventions provide that the said Forces should have the same extraordinaries as the States General allow to their own Troops; and that the accounts and certificates have been produced under the hand of Monsieur Slingelandt, Secretary to the Council of State of the United Provinces, whereby it appears that the States General have allowed the same sums as are mentioned in the said extract for their proportion of the money payable to the said Troops for the same extraordinaries. We find also that the like allowances have been made for the Extraordinaries to the said Troops for other years as well as for the Contingent payments to the British Forces as in the said extract. Same to same enclosing a letter [missing] from Secretary Craggs with the extract of a letter from Mr. Dayrolle, his Majesty's Resident at the Hague, concerning the great quantities of silver which are carried from hence to Holland. My Lords direct you to give strict orders to the Customs officers [to prevent] as much as possible the evil herein complained of. Appending: [said extract]. “It has been observed of late that a vast quantity of silver comes out of England. [for] the sum of 42,665l. 13s. 6d. which was issued to him at the Receipt out of Contributions made by himself for the purchase of 4 per cent. annuities, as imprest and upon account for supplying the deficiency of the Fond for 168,003l. per an. for the service of said Lottery: he having, by means of the said Contributions, became possessed of sundry tallies of sol which were to entitle him or his assigns to annuities according to the principal sum for which each tally was struck: all by reason, that the said Deficiency of the Fond which the said tallies were meant to supply hath been otherwise paid and satisfied.
Hereon the said Chamberlains are to deliver up the foils or counterfoils of the said tallies and the said tallies and their foils or counterfoils are to be cancelled and the Auditor of the Receipt and Clerk of the Pells are to make memorandums of the said cancelling' against the entries in their Books of the said issue and in the Certificate which comprehended the same. And thereupon the said Jett is to be given a Certificate under all their hands of his having delivered up the said sum in tallies and that the same are cancelled accordingly.
