Nov. 1. William Lowndes to the Earl of Lincoln [as Paymaster of the Forces]. The Treasury Lords desire you to transmit to them the [Army] Estimates which may be proper to be laid before the House of Commons in the ensuing Session of Parliament. Out Letters (General) XXII, p. 238.

Nov. 2. William Lowndes to the Duke of Marlborough [as Master of the Ordnance]. The Treasury Lords desire you to transmit to them the Estimates which may be proper to be laid before the House of Commons in the ensuing Session of Parliament for the service of the Ordnance. Treasury reference to the Customs Commissioners of the petition of John Pegg (Pigg) shewing that he was falsely accused by Mr. Smith, the tidesurveyor, as disaffected to the Government and dismissed from his place as a tidesman in fee, London port; and praying to be restored, having many gentlemen to certify his character and the said Smith having owned his accusation was to serve a relation of his. Reference Book IX, p. 353.
Nov. 4 William Lowndes to the Customs Commissioners in Scotland. I have communicated to the Treasury Lords your letter of Oct. 10 last setting forth the difficulty of complying with my letter of June 19 last [supra, p. 378] for an exact list of all the officers paid out of the Customs. My Lords direct you to transmit to them such a list, with such remarks set against the names of each as to skill and behaviour, “as you are enabled to make of your own knowledge and observation,” and likewise to send them a copy of the report made by the inspectors employed by you in this affair. Nov. 5. Treasury warrant to Anthony Letchmere and Francis Hawes, Cashiers of Customs, to pay 22l. 8s. 0d. to the four ushers of the Exchequer Court for four years on the 5l. 12s. 0d. per an. for their fees and rewards payable at Easter in every year by the Customers of the several ports of England and Wales and usually allowed upon the accounts of the Customs.
Prefixing: certificate by Duke Parsons, deputy to Thomas Foley, one of the Auditors of Imprests, that the said fee was paid to Easter 1713 but not since. Money Book XXVI, p. 124.
Nov. 5. Money order for 50l. to Don Emanuel Mercador for two months ending this day on the allowance made to him for so long as his Majesty thinks fit to continue his stay here as Deputy from the inhabitants of the island of Minorca. [It is evident that this money order was drawn in error, possibly on the supposition of being based on a dormant warrant. The informality was corrected by the royal warrant of Nov. 18, infra, p. 672, on which a money warrant and letter of direction were based in due and proper form.] (Letter of direction dated Nov. 22 hereon.) William Lowndes to the Attorney General to send to the Treasury Lords an attested copy of the late Queen's warrant to you and the then Solicitor General for granting the, office of Garter King at Arms to John Anstis, Esq., upon the determination of Sir Henry St. George's estate therein. Same to the Auditors of Imprests. My Lords have received the enclosed representation [missing] from the Commissioners for managing the Duties on Hides wherein they claim allowance for incidents attending the collecting of those Duties in the country. Have you any objection to allowing same in the manner desired? Ibid., p. 239.
C. Stanhope to the Commissioners for Stating Army Debts enclosing the petition [missing] of Charles Medlycott, who was Commissary General of Stores and Provisions for the Army when in Portugal. He therein states his case with respect to a sum of 126l. which he received in advance on his pay upon his going thither, which is demanded of him again for reasons therein mentioned. My Lords desire you to inspect the accounts of the said Forces and see what justice hath been done to the Crown with respect to money advanced upon account of pay and to report what you think reasonable to be done in this case. Treasury fiat for royal letters patent to appoint William Jennings to be one of the four undersearchers in London port as amply &c. as Robert Jennings or any other formerly holding the said office. Out Letters (Customs) XVII, p. 15.
Report to the King from the Treasury Lords on the petition of Anne Elizabeth Schir of Vienna in Austria, widow. In 1712 the Earl of Peterborough was sent Ambassador Extraordinary to several Princes in Italy. The petitioner's husband supplied him with several sums of money on credit of his [Ambassadorial] character and the said debt is all the petitioner has for the support of herself and seven small children. She desires payment out of the Earl's arrears of Ambassadorial pay. The money remaining to be paid to said Earl is an arrear due in the late reign and should be paid out of the arrears of Queen Anne's Civil List of which little is expected to come in but [save] from the produce of tin remaining unsold, and thereout must first be paid the moneys borrowed thereon and the interest of same The remainder may be devoted to the arrears of said Earl and others. We do not take ourselves to be legally authorised to order the money due to one person to be paid over to another who is not regularly empowered to receive the same. Nov. 6. Treasury allowance of the salary bill, detailed, of the General Post Office and the Penny Post Office respectively for the quarter ended 1717 Sept, 29: totals 2,151l. 15s. 8d. for the General Post Office and 529l. 14s.d. for the Penny Post Office. Money Book XXVI, pp. 91–4.
Money warrant for 573l. to James Dayrolle, Resident with the States General: whereof 300l. is for his equipage and 273l. is for three months in advance on his ordinary of 3l. a day, to commence from the day of his departure from Geneva, at which time his allowance as his Majesty's Resident there is to determine. Letter of direction for 954l. to Charles Bodvile, Earl of Radnor, on the unsatisfied order in his name as Treasurer of the Chamber: out of Civil List money: and is intended to be paid over to the executors of Dr. John Hutton as First and Principal Physician to the late King Wm. Ch. Stanhope to the Customs Commissioners for a certificate what officers are employed under you upon the Borders between England and Scotland for preventing the running of uncustomed and prohibited goods:
and likewise to give my Lords an account what proposals have been laid before you and what methods you have had under your consideration to regulate and prevent the same for the future. (A like letter to the Customs Commissioners in Scotland.) Out Letters (General) XXII, p. 239.
Treasury warrant to same to deliver to Sir Joseph Hodges, bart., two bales of cochineal consigned to him from France in the ship Endeavour, which arrived from Rouen in November 1714 and which were seized as imported contrary to the Navigation Act. On his paying the Customs and satisfying the officer the Attorney General is to non pros the information.
Prefixing: the said Commissioners' report on the case. A like consignment of cochineal was claimed by Sir John Lambert and on the 31 March 1715 [Calendar of Treasury Books, Vol. XXIX, p. 444] the Treasury ordered the Attorney General to non pros the information against Lambert. On Sir Joseph Hodges' petition we prepared a similar report proposing a composition by licence of the Exchequer Court, “but Sir Joseph finding that method not to be agreeable to his petition declined taking out the report.” As Parliament soon after thought fit to pass a law [1 Geo. I., St. 2, c. 40] to permit cochineal to be imported from any place, we therefore propose delivery on conditions as above. Out Letters (Customs) XVII, pp. 16–17.
Nov. 6. Same dormant to same henceforth to make deductions as follows from the salaries of the respective officers in order to the making provision for superannuated officers of the Customs and to pay to such superannuated officers one third part of the established salary provided the same be not less than 14l. per an. nor more than 25l. per an.: as towards their support in their old age. “But you are to take particular care not to present to us for employments in his Majesty's Customs any persons as are likely in a little time to be superannuated.”
Prefixing: presentment to the Treasury Lords from the Customs Commissioners. On former presentments from this Board the Treasury has directed certain deductions from several salaries of particular officers of London ports and other ports “therein mentioned” towards making a Fund of Charity for the support of officers superannuated or unfit according to the Rules “therein prescribed.”
In regard some officers of this port [London] of the following ranks are unable to perform their duties and no provision is yet made for them should they be laid aside we propose a deduction of 6d. in the £ out of their respective salaries, being the like sum deducted from the other officers in this port “in virtue of the said former directions” and that every officer who shall now or hereafter be superannuated be allowed one third part of his established salary provided the same be not less than 14l. and do not exceed 25l. per an.: viz.

Treasury warrant to same to discharge the 118l. tobacco bond debt owing to his Majesty from 1706 by Nathaniel Bland, late of London but now prisoner at York, on payment of 50l. by William Lepton and to enlarge Bland from prison in York Castle, where he has been since October last, and to assign to said Lepton the extent on the five little cottages and land at Otley in Yorkshire bound by inquisition taken at Otley 16 April 1712 and seized, being pretended to and claimed by the said Lepton, the tenants being so very poor that hardly anything can be levied on them.

Same to same to deliver up and cancel Abraham Coleman's bonds for tobacco Duty without insisting on interest on the same on his paying the principal money due thereon.
Prefixing: report from said Commissioners on said Coleman's petition. Petitioner shows that he gave said bonds in 1701, 1702 and 1703 for tobacco which was regularly exported, but the petitioner failed and the debentures belonging to those bonds were lodged in the hands of Perrin and Coules, who applied them to their own credit: and petitioner being come again into business is called upon for the principal debt, which he has faithfully discharged, but a scire facias is issued against him for the interest although the tobaccos have been exported and the debentures allowed. Nov. 6. Treasury warrant to the King's Remembrancer for a commission under the seal of the Exchequer Court for setting out a new quay at Bideford in accordance with the Act of 14 Charles II., c. 11, and the Act of 1 Eliz., c. 11: it having been represented by the Mayor and merchants of Bideford that for the advancement of trade a new Key was some time since built at the said port very commodious and very convenient for the landing and discharging, lading and shipping of goods, wares and merchandises within said port, but that the same was not [yet] made a lawful Key for the lading and unlading of goods. The extent, bounds and limits of the said new Key are hereby to be viewed and appointed. Ibid., pp. 23–5.

William Henry Janeway to be Register for Wool at Canterbury in place of his father, Jacob Janeway. But the said William Henry Janeway is not to act as an attorney at law during his execution of the said office.

The father has acted for some years as Register for Wool at a salary of 30l. per an. payable by incidents. Treasury reference to the Customs Commissioners of the petition of Samuel Davis, late of London, merchant, and now a prisoner in the Fleet; shewing that he was indebted 4,000l. for tobacco Duties and in 1711 extents issued against him and his sureties, who are also become insolvent, but nothing was to be found except 17l. [debt] from John Winnington and a copper still about 50l. value and 10 shares in the Corporation for smelting lead with pit coal and sea coal: therefore praying that 200l. be accepted as a composition and that prosecution of the extents be stayed till Parliament empower the Treasury to compound with him. H. Kelsall (in the absence of the Treasury Secretaries) to Mr. Baskett to furnish the Treasury Office with a complete set of the great volumes of the Statute Books for the time they are printed and likewise a set of the Session Books of the several Acts from the Revolution to this present time: together with a set of the Scots and Irish Acts that are printed: “which you are to send hither bound alike.” Out Letters (General) XXII, p. 240.
Treasury reference to Sir Edward Northey, Attorney General, of the petition of Sir Bibye Lake, bart., praying that the two assignments from General Wills for 2,475l. 11s. 0d. and 4,333l. 9s. 4d. may be delivered to him or carried before Mr. Rogers, one of the Masters in the High Court of Chancery, pursuant to the decree of said Court; and that the other assignments from Lord Shannon, Lord North and Grey and Brigadier Lepell may be delivered to him and that the Earl of Carnarvon may be enabled to pay off the said two assignments from Lord North and Grey and Brig. Lepell with South Sea Stock or that he may receive an equivalent for same out of the Civil List: and that “the said” sum of 2,257l. 4s. 10¼d. may be paid to him with interest from the time same was paid into the Exchequer by the petitioner, whether [it be now to be] paid out of the Civil List or out of the first money to be raised from the estate of Mr. Peter: and that petitioner may be allowed a reasonable sum for his charge in this affair.
