Aug. 12. Royal warrant dated Hampton Court to Charles, Lord Cornwallis, and James Craggs, senr., Postmasters General, to pay to Isaac Manley, Deputy Postmaster of Ireland, 200l. per an. out of the revenue of the Post Office [in Ireland] as in place of the annuity or yearly pension of 200l. payable to him on the Establishment of Ireland: which annuity the King has (by a sign manual of this day's date directed to the Lieutenant Governor of Ireland) directed to cease and no further payment thereon to be made: the King not meaning thereby that the said Manley (whose services are deserving our favour) should be deprived of the said annual income but only that the method of payment thereof should be altered so that he may receive it in future with more ease, less charge and greater punctuality. (A like royal sign manual of this day's date to Charles, Duke of Bolton, Lieut. General and General Governor of Ireland, to determine the said 200l. per an. pension on the Establishment of Ireland.) Royal warrant dated Hampton Court to the Treasury Lords to pay 7,697l. 0s. 3d. to Robert, Earl of Oxford; whereof 7,500l. is in consideration of his surrender to the Crown of the offices of Keeper and Underkeeper of our House called St. James's and of several gardens and orchards, fees, salaries and other things formerly demised to John, Lord Granville, deceased, and which came to the said Earl by mesne assignments; and the remaining 197l. 0s. 3d. being in full of arrears of salaries and wages and 199l. 12s. 6d. for [Exchequer] fees &c. in receiving the said sum. Royal warrant dated Hampton Court to Sir Edward Northey, Attorney General, to acknowledge satisfaction on the record of the super of 200l. set upon the executors of Col. Charles Churchill, then Commander in Chief at Kinsale, in the account of Charles Fox, deceased, and Thomas, Lord Coningsby, as Paymasters of the Army employed in reducing Ireland (which account terminated the 30th Sept. 1692); the said 200l. having been paid over to him by the said Paymasters by virtue of a warrant of date 10 Nov. 1690, to be employed about the fortifications of Kinsale: as appears by a constat from the record of the said surplus in the Office of the Clerk of the Pipe: the King being induced to believe from the certificates, reports and other authentic papers and proceedings heretofore had touching the said super that the said sum was justly expended by the said Churchill about the said fortifications at Kinsale and that in reason and good conscience he should be discharged thereof. Same to Henry, Earl of Lincoln, Paymaster of the Guards, Garrisons and Land Forces, to make up and state an account with Gilbert Moor on the foot of a report made to the Treasury by the Comptrollers of Army Accounts, to wit for the time he acted as Commissary of Provisions for the Forces in North Britain, and thereon to pay him the balance of 5,038l. 9s.d. due to him: the said debt accruing by reason of provision of straw for tents and coals and candles for the use of the Troops at Stirling, loss by forage on hand, and by servants, clerks' wages, magazine rents and other incidents and by the difference of threepence upon every ration of forage delivered, ninepence per ration being the customary price and only sixpence per ration having been deducted from the Troops.
Further, the said Moor is hereby to be paid 600l. in consideration of his service as Commissary and for all his charges and demands on account thereof.
Appending: said report from the Comptrollers of Army Accounts dated Comptrollers' Office 2 August 1717. The said Moor acted as Commissary of the Forage in North Britain on the death of Queen Anne (as is certified by Major General Wightman) and on the beginning of the Rebellion he was appointed Commissary by a commission from Major General Wetham and was continued by the Duke of Argyll. The ninepence per ration has been the customary price, whereof sixpence has been deducted from the Troops and threepence allowed extraordinary and Major General Wightman has certified that even twelve pence was allowed some time during his command. “The losses on the head of forage must be very great seeing that in the article of oats only, immediately on the taking of Perth, they fell from 11s. 8d. per boll to 7s. 2d.Ibid., pp. 418–20.

Royal warrant dated Hampton Court to the Clerk of the Signet for a privy seal to discharge James, Viscount Stanhope, of and from the 1,015 ounces 15 pennyweight of white plate delivered out of the Jewel Office 28 May 1714 to him as the Secretary of State: and which the King hereby grants to him in consideration of many good and acceptable services. Same to the Attorney or Solicitor General to prepare a great seal to grant to Henry Rainsford, Esq., an annuity or yearly sum of 500l. out of the King's revenue arising by the Quit Rents of Virginia: to hold for 31 years from 1717 June 24: but with proviso that “in case our revenue arising by tobacco in that Colony [of Virginia] shall at any time or times appear to be insufficient for the public uses to which the same are appropriated, the deficiencies thereof from time to time shall and may from time to time by direction of the Commissioners of the Treasury be satisfied and made good out of the revenue of Quit Rents with preference to any payments which shall afterwards grow due on the said annuity” Ibid., pp. 426–7.
Same to the Clerk of the Signet for a privy seal to issue and apply towards satisfying the debts and arrears due from the late Queen Anne to her servants and others at the time of her decease, such sums as shall remain in the Receipt of the Exchequer of the 50,000l. loans on tin authorised by the privy seal of 27 Feb. 1716–17: it appearing that the sum of 10,471l. 11s. 4d. or thereabouts is remaining in the Exchequer out of the said loans over and above what is required to satisfy the sums due to the tinners and others upon the contracts relating to the tin raised in the Counties of Cornwall and Devon. Aug. 12. Treasury warrant to the Auditor of the Receipt to issue the sum remaining unsatisfied on the order for 9,750l. for three quarters' salaries to the Commissioners for Forfeitures to Lady day last: on which order the sum of 4,459l. doth still remain unsatisfied: the Treasury Lords having considered that the said sum is justly due and that the paying of it will tend very much to the carrying on the service of the public in the performance of their trust; and being satisfied that the moneys of the said Forfeitures to arise after payment of the said residual sum will be sufficient to replace the money advanced for inferior officers and incidents; and being resolved that the money so advanced shall be replaced next after the satisfaction of the said sum remaining to complete the said three quarters' salary; “and having advised with his Majesty's Solicitor General in this affair”. (The letter of direction for payment of 9,750l. to the said Commissioners viz. Richard Grantham, Geo. Treby, Arthur Ingram, George Gregory, Sir Rich. Steel, Sir Hy. Houghton, Patrick Haldane, Sir Thomas Hales, Robert Monro, Henry Cuningham, Dennis Bond, Serjeant John Birch and Sir John Eyles, is dated 31 May, being 750l. each for three quarters to Lady day last. The money warrant of April 11 and money order of April 12 is only for 6,500l. for half a year to Lady day.) The Treasury Lords desire you to prepare and lay before them a state of the gold and silver coins of this Kingdom both as to their weight and fineness with the difference in value between a guinea and 21s. 6d. in silver: together with your observations and opinion: “and their Lordships being informed that great quantities of silver coins are melted by several persons for their private lucre contrary to law, do direct you to propose what method you think will be most effectual for preventing and discouraging that evil practice” Out Letters (General) XXII, p. 220b.
Aug. 12. C. Stanhope to Sir Roger Mostyn. The Treasury Lords being so far engaged as not to be able to speak with you when you last attended them, have commanded me to write to you again in the most pressing terms to forward the passing your accounts that now lie before the auditor and to expedite to their Lordships the state of your whole account in the terms it was desired of you in mine of the 19th ult, supra, p. 446. Same to the Secretary at War to report on the enclosed petition [missing] of John, Earl of Dunmore, praying to be reimbursed the charges of clothing and other necessaries for the Drum Major and Hautboys of the Third Regiment of Foot Guards under his command: with your opinion how this expense (if necessary to be continued) should be defrayed and made good for the future. For the clearer stating thereof my Lords desire you to desire Mr. Dummer, of the [Great] Wardrobe, to send you an account of what has been paid there [in the Great Wardrobe] on account of the like charges within these five years or any other number of years as you shall require. Same to the [Comptrollers of Army Accounts]. By order of the Treasury Lords I enclose for your perusal and consideration the petition [missing] of such clothiers as are still unpaid [for clothing] of the British Forces taken prisoners in Spain. Ibid.
Same to Mr. Burchet enclosing a presentment [missing] from the Customs Commissioners complaining of the Commanders of yachts and ships of war importing wines, brandies, East India silks &c. and instancing in the list annexed to their presentment several quantities of goods actually seized and taken out of the several yachts at several times by their [the Customs] officers. The Treasury Lords desire you to lay the same before the Admiralty Lords for effectual orders to be given to the Commanders of his Majesty's ships and yachts that the revenue may no longer suffer by practices of this kind. Aug. 12. Treasury warrant to Edward Young, Esq., Surveyor General of Woods, to fell so many dotard and decayed trees, not fit for the Navy, in Whittlewood Forest in Cos. Northampton and Bucks, as will raise 311l. 9s. 9d. and therewith to execute and defray the works and repairs as follows.

The King hereby authorises the Lord Lieutenant to examine into the respective circumstances and pretensions of the following persons and where he shall find any of them justly and regularly entitled to the King's favour and bounty, there he is to represent the same to the Treasury Lords in order to the laying before the King the cases and the allowances to be made to them for the King's pleasure thereupon: the said persons being respited from the aforegoing lists until such enquiry as above can be made: they being Officers who served in the Regiments of Galway, Melonier, Lifford and Belcastle at the reduction of Ireland and at the end of that war quitted the service and went not with their respective Regiments into Flanders.

Whereas the safety of our Kingdom of Ireland does very much depend upon a useful and proper Train of Artillery with able Officers and artificers to attend the same we require the Chief Governor of Ireland to enquire into the ability and condition of the present superior and inferior Officers of the said Ordnance and Train and to remove such as are unqualified or do not constantly reside and that for the future no inferior officer or artificer be admitted therein before they be approved by the Chief Governor. Whenever any of the aforegoing Officers shall die or be preferred or refuse to serve where appointed, the above allowance is to cease and determine from date thereof. And whereas we have been informed that great abuses have been committed by continuing on Half pay [in the above Irish Establishment] persons who were provided for by commissions, employments, pensions or half pay in Great Britain which they hold at the same time, diligent inquiry is hereby ordered to be made from time to time of the circumstances and qualifications of the persons receiving Half pay.
