March 1 The Treasury Lords to Judge Rainsford, who is to go the circuit this Lent for the county of Bucks. We forward a letter from an officer of the Hearth money in said county and desire you to call before you the said officer and the constable concerned, and having spoken with the Justices mentioned in the said letter that you charge them to put in execution the Acts relating to the Hearth money revenue, whereby His Majesty's officers may be encouraged in their employment, and offenders deterred. Royal warrant to Sir Henry Wood, to pay 1,996l. to Sir Dennis Gauden upon account for the extraordinary victualling of the Navy for next year: same to be paid out of the revenues of the late Queen Mother, which by letters patent of 1662, May 24, were granted to Henry, earl of St. Albans, Sir Kenelm Digby, Sir John Wintour, Sir Charles Harbord, Sir R. Long, Sir Peter Ball, and Sir Henry Wood for two years after the decease of the said Queen Mother [whenever such decease should take place] upon trust to pay same in accordance with the testamentary disposition which said Queen might make of same [the said Queen having however died intestate, and made no disposition thereof], and said Wood having therefore by the King's commission of Sept. 27 last been appointed Receiver General for the King of said revenues. Same for 20l. for one year to Sir William Godolphin as an Auditor of the Exchequer Court: and dormant warrant for 20l. per an. in future: there having been no payment made to him, upon His Majesty's grant made date 1664, Oct. 7, to said William, now Sir William Godolphin, of the reversion of the next vacant office of Auditor of the Exchequer Court; whereas William Hill, one of the seven said Auditors, died in Dec., 1668, and was buried the 17th of that month. Sir G. Downing to Sir W. Doily. The committee for exporting corn and cattle sit this afternoon in the Speaker's Chamber at 3 o'clock. Pray be there that so soon as that committee rises, which will be in a quarter or half an hour, we [may] go directly from thence to the Solicitor General's Chamber about the business of the [late Queen's estate's] administration. March 5 Money warrant for 46l. 13s. 4d. to Elizabeth Bell, administratrix of William Bell, late one of the yeomen of the King's privy harriers, for arrears due on his fee of 3l. 6s. 8d. a month: said Bell having been buried 1668, May 27, according to a certificate of Greenough Carter, minister at Newmarket, in Suffolk. Report to the King from the Treasury Lords and the Lords of Ireland on the petition of Frances Countess of Portland for payment of the 3,040l. due to her as the valuation of the half-year's rent of adventurers and soldiers by the King's grant in 1663. The said 3,040l. may be ordered to be paid out of the arrears of the revenue of Ireland after the arrears of the Army be paid. Out Letters Ireland I. p. 13.
Memorandum. This afterwards decreed to be made 500l per an. during life as a pension on the [Irish] establishment in lieu of said sum.
March 7 Report to the King from the Treasury Lords and the Lords of Ireland on the order of reference made by the Privy Council Jan. 26 last of the case of Patrick Archer, merchant, who prays settlement of the sum of 6,294l. for disbursements and services to the King. Advise that same may be settled by a yearly instalment of 1,250l. annually for five years from Sept. 29 last and 44l. for the sixth year: to be paid half-yearly out of the revenue of Ireland. March 15 The Treasury Lords to the Rt. Honble. Sir Rich. Rainsford, a Judge of Assize for Norfolk and Suffolk, &c., at Thetford; concerning the complaint from the Customs officers in Great Yarmouth against Mr. Preston, a Justice of Peace for Norfolk, who has bound over George Ireland, one of the complainants, to the Assizes for the said county, to answer some misdemeanours. We forward all the affidavits, &c., herein, and request you to take a particular examination thereof. Warrants Early XXXIII. p. 127.
Same to same concerning the 5,781l. 16s. 1½d. arrears of assessments standing on the divisions of Ipswich and Woodbridge, co. Suffolk, owing to the failure of Edward Keene, late head collector there, who was chosen for that employment by the Commissioners of the whole county at their first meeting for the Royal Aid. We desire you to treat with the Commissioners either publicly in face of the county or privately for the getting in of that arrear, and to satisfy any scruple they may have about re-assessing the county for money which the county has already paid to Keene—the failure being in said Keene, who was their servant. The Treasury Lords to the Commissioners of Assessments for Suffolk concerning the arrears of assessments as below, about which repeated but futile letters have been sent, for the said arrears to be re-assessed on the county and got in. We earnestly desire you to take this opportunity of the Assizes at Bury to communicate this letter to the Commissioners of the several divisions concerned, and before the end of the sessions take such effectual course that the money may be forthwith paid in to the Receiver General of the county. Mar. 15] [The Treasury Lords to the King's Remembrancer.] On the process of distringas formerly issued and awarded against the late Farmers of Hearth money for not having yet accounted for the [King's] half year due at 1666, Lady Day, the following sums have been returned which are now about to be estreated, viz. 50l. upon the lands of Sir Nicholas Pigott, and 55l. upon the lands of Perient Trott. Take care that these issues are not estreated before Easter Term next as the said Farmers are now before the Auditor with their accounts and do undertake speedily to attend us therewith. March 16 Treasury warrant to the Clerk of the Pipe to stay process against Richard Browne and George Gaunt, agents of Sir Samuel Starling (now Lord Mayor of London), John Man and Hugh Hovell, late Farmers of Excise for Norfolk, for not having paid in 120l. charged on them in the late Poll Act for the profits of their farm. [?] Royal warrant to the Attorney General (made at the desire of the Duke of York to whom the King has granted 10,000l. out of the arrears of Excise) to prepare a privy seal containing a grant to John Haughton and John Bucannan, of London. gent., of the arrears of 2,549l. 6s. 0d. and 35,350l. mentioned below and also of the recognizance (and the sum of 5,000l. therein mentioned) by which Richard Best, together with John Howes and Thomas Bening, became bound to the late usurper, Oliver Cromwell, as securities for the farm of the excise of Exeter, Devon and Cornwall by said Best, which said farm was granted to said Best by Cromwell by indenture of lease dated 1657–8. Jan. 4 (viz. for three years paying the rents of 5,500l. for the first half year and 14,000l. annually for the next three years); which said recognizance and sum of 5,000l. the Crown has recovered against the said Best, Howes and Bening and has it now at disposal, and process of extent has issued whereupon the moiety of the manor of Perry Barr alias Parybar in the parish of Handsworth and other lands in Stafford are seized into the King's hands: the said Best standing charged in the great roll of the Exchequer for 2,549l. 6s. 0d. arrears for his first half year and 35,350l. arrears for the concluding three years of his farm. March 16 The Treasury Lords to the Lord Keeper. We hereby inform you of a very great fault of some officers in His Majesty's Court of Chancery concerned in duty to transcribe the Originals of letters patents, commissions and other things of importance to the revenue, passed under the great seal of England, into the Treasurer's Remembrancer's office of the Court of Exchequer, as by the law of the land and ancient usage has been accustomed [in order] that His Majesty's rents and other duties thence reserved and arising might be duly put in charge. And upon examination of this business it appears that the said Originals from the 13th year of His Majesty's reign hither to are either not transcribed or detayned in the hands of some officers in Chancery through negligence or for private ends prejudicial to His Majesty's revenue, because not estreated and sent over into the Exchequer, so as whatsoever of rent or duty hath been thereby reserved to the Crown cannot be charged nor accomptants called to answer, who in time may perhaps prove insolvent, to His Majesty's great damage. And herein of many we send your Lordship but one instance in the case of the late Farmers of His Majesty's Customs, against whom (they not accompting as obliged to do by His Majesty's grant) we directed process to be issued as the matter required for many thousand pounds of their rent in arrear: and our warrant [being] looked into by the officers of the Exchequer, the Originall not [found to have been] thither from the Chancery transcripted, there was [therefore] no record upon which the officers could make forth the King's process for recovery of his debt: so that had not this business happened to be otherwise composed such remissness in your Lordship's officers had occasioned a great obstruction in the King's affairs. And their omission is by so much the less excusable, as they all know what their duty herein is and have been put in mind of it by the order of the Court of Exchequer made in Trinity term, 16 Car. II. Desire you to examine such officers and admonish them to reform, and that all grants to be transcripted, which now remain unestreated, may be forthwith sent over into the Exchequer, and that all future grunts estreatable may be estreated within one year next after the grant is passed the Great Seal as the statute requires. And we further desire of your Lordship that the transcripts of the Originalls be fairly written, carefully examined, and duly estreated for the future. Ibid, XXXIII. pp. 128–9.

Fox 12,199l. 10s. 0d. in the form of so many as may amount thereunto of the orders drawn on the Treasury money warrant of Dec. 7 last and the privy seal of Nov. 30 last for 14,500l. to said Fox, "being so much by an agreement between the said Sir Ste. Fox. the Cofferer of the Household and Mr. Pepys over computed more than will pay the Guards and Garrisons to Michaelmas 1668 purposely for payment of interest for money borrowed for that service: which orders by the said warrant were directed to remain in your custody until further from us for the delivery thereof and the same do at this time remain with you accordingly: and whereas the several accompts of interest of the said Sir Ste. Fox from the 28th of Sept. 1667 inclusive to the 1st of July 1669 exclusive were declared before us the 17th of December last and do amount in the whole for interest and reward to the sum of 12,199l. 10s. 0d." Whereas by decree of the Prince of Portugal bearing date the 20th of May, 1669, new style, he doth there appoint that the half customs of all goods belonging to English men coming from England to the Custom House of Lisbon shall be from time to time paid there by his Treasurer unto such persons as by the King of Great Britain shall be empowered to receive the same: and whereas by the same decree he hath also appointed that the sum of 40,000 cruzados yearly coming to Lisbon on the fleet from Brazil shall be there paid in manner as before recited, both these assignations being made over for the discharge of 669,093 cruzados of Her Majesty [the Queen Consort of England's] portion still in arrear at the time of said decree—that Alderman Backwell have a commission to receive the said moneys with power to appoint a deputy. And further that he have an instruction from the King to observe such orders as he shall receive from the Treasury Lords, and from time to time to give an accompt of his proceedings: that a copy of the said commission and instructions, attested by one of the Principal Secretaries of State, be sent to the Lords of the Treasury, upon which they will give Backwell a commission or direction to remit to England the said moneys from time to time as they shall come into his hands and to pay the same into the Receipt: and that from time to time Mr. Parry be acquainted with what moneys he [Backwell] doth receive, and that his [Parry's] advice and consent be had as to the rate of the exchange and no payments to be made out of the said moneys without his knowledge.
That Mr. Parry have a commission under the King's signet and sign manual to solicit the payment of this money, and to make entries of all payments to Mr. Backwell or his deputy and to take care that no moneys be paid out or remitted by them without his knowledge and that the best current rate of exchange be procured: and from time to time to give an accompt to my Lords and to observe my Lords' orders. A copy of which commission, attested by one of the Principal Secretaries of State, is to be sent to my Lords.

Report to the King from the Treasury Lords on the order of reference of the Privy Council of Feb. 23 last on the case of John Bellew as to a remission of a new quit rent of 82l. per an. charged on his estate in Ireland. By royal letters of 1660, Oct. 13, and 1660–1, Feb. 18, petitioner was restored to his estate with such tenures, rents and services as were payable thereout on the 22 Oct., 1641. Afterwards by proviso in the Act of Settlement, p. 105, he is to hold his estate subject to such charges as were issuing out of the same on the said date 1641, Oct. 22: the full benefit whereof is likewise confirmed to him by special name in the Explanatory Act, p. 48. But in regard he is not by plain and express words in the said particular provisoes exempted and freed from new quit rents, he remains by the general clause in the said Explanatory Act chargeable with the quit rent abovesaid.
