Aug. 3. The Treasurer of the Household directs as follows:—
Write Sir John Shaw to pay in 5,000l. on the new farm of the Customs. Warrant to Mr. John Harvy [to receive] this money for the Queen. Write Harvy to send some person to look after it.
Sir Tho. Littleton, Sir Tho. Osborne and Alderman Backwell [called in] about providing [money] for the Navy. He [Backwell] says he'll furnish the 15,000l. for the fleet in the Straits on the new farm of the Customs. Warrant for 15,000l. for the Navy on the loans on the new farm of the Customs.
Report to be drawn of what has been done upon Sir John Heath's petition.
Mr. Owdart's petition is brought in by the Treasurer of the Household from the King. [Ordered] that he be heard before the places of Commissioners of the Wine Licences be disposed of.
My Lords to be reminded to-morrow about the buying the ground at Woolwich for His Majesty's stores.

Mr. Carpenter's petition and papers delivered to Mr. Charnock.
Also [a] letter from Ireland, the Attorney General's report and orders of Council of 12 Jan., 1669–70, about renewing Charters of Corporations . . . delivered now to. . . on Mr. Barry his petition again.
Auditors [of the revenue, &c.] 20l. a piece for their service in making out particulars of His Majesty's fee farm rents.

Aug. 4. Present: Lord Ashley.
Warrant for a year for Mr. Brounkart's lady on the loans on the fee farms. To be drawn as the last warrant was.
Mr. Cranfield's petition considered. Warrant for 100l. on the old dormant out of the money to be paid into the Exchequer by the Farmers of the 4½ per cent. at Barbados.
The Treasurer of the Household's opinion to be asked about Mr. Griffith's allowing 6 per cent. on assignments to be made on his order to the King's servants payable in his office.
The King to be moved in [the matter of] Mr. Vernon's docquet.
The commission to be prepared for the Wine Licence Commissioners.
Lord Ashley reports from the King [His Majesty's decisions on matters as follows, viz.]
That 1,000l. or 1,100l. be provided for Mr. Langdon.
That Mr. Brett's business about the logwood be further considered.
That the time for letting [to farm] the Customs, Excise, and Wine Act be the end of October.
That the Great Park at Windsor be re-assumed immediately.
That the petition for repairing the cobb [or pier] at Lyme be granted for seven years.
That the docquet for installing the First Fruits of the Bishop of Bath and Wells pass, but to be the last.
That Sir John Heath's petition is referred to the Lord Keeper and Lords of the Treasury to hear all parties and report

Aug. 5. Lord Ashley directs that it be referred to Sir R. Long, Mr. Sherwyn and Sir G. Downing to consider of a draft commission to the Commissioners for the Wine Licences: also how a power shall be vested in the King from the Duke [of York] to enable him [the King] to let them. The Attorney General's advice to be taken.
Capt. Baron: a warrant on Sir C. Harbord's report according to the conditions formerly agreed on.
Sir R. Long to write in the margent of each and all orders on all warrants [made] on loans in future the words "for which loan the interest only of 6 per cent. is to be allowed and no reward" as by my Lords' late warrant of July 18 last: and [the same] to be written on those already signed. Write Sir R. Long to this effect and to take care to observe it for what orders have been signed since or before that time except that for 1,000l. for Shelden where [in which last case] my Lords directed the borrowing the money. Aug. 10. Present, at the Treasurer of the Household's Chamber in Whitehall, Lord Ashley, Treasurer of the Household, the Lord Keeper.
[Ordered] that a report be drawn up to be presented to His Majesty upon the petition of Sir John Heath to the effect following, viz. that the fee farm rents and other rents which are to be sold, the inheritance of them being now vested in trustees, that neither any of His Majesty's Counsel in the Council of the Duchy can pretend to any right to the drawing or engrossing any conveyances or other matters relating to them.
That as to the fees to be taken by the clerks of the Trustees relating to this business my Lords did settle them upon the best advice they could take and upon several reviews and as low as might be for the better encouragement of purchasers.
That as to the drawing of the contracts they cannot properly be done by any but the clerks of the Trustees. As to the conveyances the form of them is agreed and so no need of counsel. But if His Majesty think fit to gratify Sir John Heath with the drawing and engrossing thereof [as far as relates to the Duchy of Lancaster] so as it be done for the same charge and fee as is directed by my Lords for the doing thereof, my Lords submit to His Majesty herein.
That when this report shall be drawn it be first shewn to Sir R. Long and Sir C. Harbord and then to the Lord Keeper, and then Sir John Heath to be acquainted with it before it be offered to my Lords [for their signature].
The report from Sir R. Long and Sir C. Harbord upon Mr. Catcher's petition is considered. Warrant ordered accordingly.
Memorandum considered about the Earl of Ogle to be steward of Newark. Warrant ordered.
Sir C. Harbord's report on Tho. Merriball's petition is considered. Warrant for adding two lives.
Letter from the Earl of Manchester about 1,100l. for two diamonds from Mr. Legouse. Warrant on the loans on the fee farms. He says he would not have it. The dormant warrant will not bear it.
Letter from John May about Mr. Burlacie's grubbing up roots. Warrant to stop the doing thereof till the business be heard and examined.
Sir R. Long's certificate about Sir Job Charlton and Judge Milward in Mr. Turner's name is considered. Warrant to Mr. Turner on the loans on the fee farms referring to their dormant warrant.
Petition read and considered from the towns of Truro and Helston against erecting a new blowing house at Penryn in Cornwall. Report to be drawn against the erecting it, according to the report of Sir R. Long and Sir C. Harbord upon Mr. Katcher's petition.
Mr. Meynell's privy seal for his interest money is considered. Warrant ordered.
Letter read from the Justices of Gloucestershire complaining against the Chimney Collectors. To be sent to Mr. Sherwin and Mr. Webb to draw an answer fit for my Lords to sign.
The Earl of Carlingford's docquet is considered. Ordered that enquiry be made by what Secretary it passed and how it came to a docquet.
The order of Council is read and considered about summoning bankers and others who have lent the King money from 1662, Mar. 25, to 1667, June. [Ordered] that Sir John Nicholas be spoken to and told that as the order of Council is drawn it will alarm all people that have lent any money to the King since that time and break the credit of borrowing money: that the intent was only about such as had lent money to Sir Geo. Carteret: that the order be worded accordingly and Sir G. Carteret advised with about it.

Aug. 12. Present: Treasurer of the Household.
Warrant to deliver up Mr. Green's bonds: upon Sir W. Doyly's certificate.
Sir William Temple: warrant on the loans on the fee farms for three months of his ordinary.
Mr. Le Gouse: his warrant to be altered [and made] on the fee farm loans. (Afterwards altered to be upon the Exchequer in general.)
Mr. Dudley alias Gibson: [warrant for] 25l. more of so much as is due to him as [an] administrator [? to the estate of the earl of Mulgrave].
Sir Edmond Turnor to attend the Treasurer of the Household at his chamber to-morrow about the 10,000l. old tally money.
Write the Treasurers of the Navy that Alderman Backwell and Sir John Shaw will furnish 15,000l. for the Navy upon the credit of the new farm of the Customs and Alderman Colvile will furnish 5,000l. more on their orders on the Wine Act and that my Lords desire therefore that the work now to be done may be taken in hand: and that they attend the Treasury to-morrow about settling the repayment of these moneys.

Aug. 15. The Treasurer of the Household directs that Sir Ste. Fox be spoken to about the 250l. for Lady Bristol and that his warrant for his creation money be for all due to him.
Also Mr. . . . order to be made payable out of any money in the Exchequer.
Warrant for the King's hand for 100l. to Alderman Backwell for advancing money to [the Marquis de] Montbrun and for charges: to be on the 10,000l. dormant.
Summons for Sir Edmd. Turner, Sir John Jacob, Mr. Crispe, Sir Erasmus Harvey and all persons concerned in that business about the old tally money [the business between said Turner et al., and Lady Harby about the tally money of the late farm of the Customs] to attend on Wednesday afternoon next, at which time the King will be here and hear that business and notice to be sent to the [Treasury] Lords' houses and to the referees. Sir G. Downing on Wednesday morning to remind them [my Lords] of the meeting.

Ordered that Sir Edmd. Turnor presently pay the 4. . . . to Mrs. Frances Lanier according to His Majesty's letter on behalf and in the name of Mrs. Lanier.

The players at the Duke's house to have 500l. for their journey to Dover on the new farm of the Customs.
Mrs. Wells 2,000l. on the loans on the fee farm rents [as] of Her Majesty's bounty. Warrant for a privy seal.
Warrant for 2,000l. for the Navy.
Duke of Ormonde's warrant to be entered. Mr. Floyd to bring Sir John Heath's papers to-morrow morning.
Clause about restraining [payment of over-interest or] gratuity in warrants. Memorandum that Ch[arnock] see the clause (of interest only payable) [i.e. excluding the 4 per cent. gratuity or reward for loans of money] added to all warrants on the fee farm loans ere he deliver them out.
An accompt [to be made] how the 10,000l. tally is disposed of.

Vol. III. of the Treasury Minute Book ends with the date Wednesday, 1670, Aug. 17. Vol. IV. opens with the date Monday, 2 Oct., 1671. There is thus a gap of 13–14 months between the two volumes. It seems probable that a whole volume of the Minute Book is missing. In the absence of this volume the text of the present calendar is drawn, for the period intervening between 1670, Aug. 17, and 1671, Oct. 2, from Downing's note books or memoranda books (Minute Books DCXXIV. and DCXXV., which have been already described, supra p. 323, 341), after a collation with the General Letter Book in the way explained supra, Vol. II., introduction p. lxxxvii.

Alderman Backwell: query what the 100l. shall be assigned upon.
Mr. Brent: warrant for a year [in the same manner] as Mr. Plumer.
Cofferer of the Household: warrant to be altered.
Mr. Chase warrant for 115l. on the fee farm loans if it be for wages or bills. This afterwards altered [and put] on the Tenths.
Mrs. Luellin: to move her request to-morrow.
Sir P. Wych: to give account of his interest.
Tangier stores: warrant on the order of Council for providing 4,185l. 8s. 4d. for that service. To be on the fee farms. Privy seal 27 Nov., 1668. Mr. Pepys to come [to see about it].
Duke of York: dormant warrant for 1,000l. per an. for the service in the privy seal mentioned. To be on the Tenths.
Col. Atkins: the order to be underwritten [to be] on the loans on the fee farms.
Mr. Foley prays a warrant to deliver up his bonds and stay process.

Mr. Packer: warrant to take up the 1,500l. on interest on his order of July 16 last towards the paling in of Hyde Park. To be on the Wine Act.
