not signing a docquet for a grant of 600l. out of the revenues
of Ireland to Major Edw. Hamilton as royal bounty. "We
did not sign the said docquet because the said grant was
obtained from your Majesty absolutely contrary to the rules
established by your Majesty in Council by your order of the 31st
of January, 1667–8, whereby it is expressly directed that your
Majesty's Principal Secretaries of State shall not present any
warrants for pensions of grace, free gift, &c., to your Majesty's
signature until a petition shall first have been signed by the
petitioner, in which shall be set forth the value of the thing
sued for, which petition is to be transmitted to the Commissioners of your Majesty's Treasury for them to report in
writing to your Majesty their knowledge or opinion of the
matter and if need be to inform your Majesty of the state of
your treasure . . . . . . before your Majesty be engaged by
your signature . . . . . . . and that if a warrant shall after
such report be granted the said report and the date thereof to
be mentioned in the preamble of the warrant. And particularly
it is directed by your Majesty's said order in Council …
that all letters, orders, warrants, &c., into Ireland for disposing any of your Majesty's treasure or revenue in that
kingdom not comprised in the civil and military lists there
established may be first communicated to the Commissioners
of your Majesty's Treasury in England that your
Majesty may receive their opinion in writing before your
Majesty be engaged by your signature. Which rule hath
been so far from being observed in this particular case of
Major Hamilton's that we never so much as heard in the least
of this grant till the docquet was brought to us when it came

agreement you made with Mr. Custis he was to pay 1,000l. into

weight of tin. That period has now elapsed, but no payment
has been made. Please see that this article is complied with.
Also the King's moiety was to come clear of any charge, but
Custis now refuses to gratify the Governor. My Lords desire
you to see that this article likewise is performed So far,
Custis has not paid to Major Andros any allowance. Please

Lancaster]. The King has declared his pleasure to us as well
as to yourself of completing the Queen Consort's jointure to
40,000l. per an. Therefore desire to know how much of the
King's revenue in the survey of the Duchy of Lancaster was
set out for the jointure of the late Queen Mother and how
much thereof can be now set out towards completing the
jointure of the Queen Consort as above, "that we may take
order for making up the remainder [that is such portion of
the proposed increase as the Duchy of Lancaster is not able
to afford for that purpose, out of any other part] of His
Majesty's revenue within the survey of the Exchequer." |
