[Stat. 1, c. 2, for rectifying mistakes in the names of the Commissioners of the Land Tax anno 1714 and for raising the deficiency of the 1,400,000l. intended to be raised by a Lottery] the deficiency if any at Michaelmas yearly of the above fond is to be made good out of any unappropriated public moneys or in default thereof out of the next Aid to be granted by Parliament. Further by the abovesaid Act 1 Geo. I., c. 12, nothing in the said Act is to hinder the making good such deficiency on the Lottery fund.

It is the King's pleasure that the Customs officers put strictly in execution the orders they formerly received for searching all vessels and passengers coming from France and for securing all persons who are not provided with a pass from the Earl of Stair: which they are to do without any exception or distinction whatsoever. Royal warrant to Charles, Duke of Grafton, and Henry, Earl of Galway, Lords Justices of Ireland, to pay to John Walker, for the use of the family of Dr. Walker, the sum of 2,000l. at one entire payment, to be disposed to them or any of them as the Lords Justices shall think fit pursuant to the resolution of the House of Commons of Ireland which (considering the eminent services of the said Dr. George Walker when Governor of Londonderry in defending that city when it was besieged by a great army of French and Papists) did resolve in 1697 (on the application of his son John) that 2,000l. should be raised for the use of his family and in 1705 (the said sum not having been paid) Queen Anne ordered a pension of 150l. per an. out of the revenues of Ireland till said sum should be paid and in 1709 did augment same to 200l. per an.: and the Lord Lieutenant of Ireland has reported (in relation to a further augmentation of the said pension) that it may be more for the King's service and better for the said Walker's family that said 2,000l. should now be paid off than to augment the said pension. The said pension is hereby to be paid to the time said 2,000l. is paid and no further. Out Letters (Ireland) X, pp. 9–10.
Oct. 24. Letter of direction for 1,200l. to the Earl of Radnor, Treasurer of the Chamber; and is intended to be paid over to the Messengers of the Chamber by way of advance as the Secretaries of State shall direct to enable the said Messengers the better to proceed on the services they are sent upon, “care being taken that the sums which shall be so advanced be accounted [as] in part of payment upon their bills when they shall be made out.” Disposition Book XXIII, p. 105.

Walpole to Secretary Stanhope enclosing copy [missing] of a letter from Mr. Missing, the contractor for victualling Gibraltar, in answer to a complaint made against him by the Governor and Commissary of Stores there for non-performance of his contract: likewise an account of all the provisions sent by Mr. Missing to Gibraltar since the commencement of his contract. The Treasury Lords direct that out of the money to be raised on tallies and orders remaining in your hands on the Land Tax anno 1715 you apply 7,000l. to the payment of one quarter's salaries to the officers of the Admiralty [Office] and Navy [Office] to Michaelmas 1715: [and is to be charged] on the head of Ordinary of the Navy. The Treasury Lords agree to your re-paying to yourselves, and the assistants, clerks and officers in the Navy [Office] the Land Tax assessments [made upon them severally] for the years 1713, 1714 and 1715. Treasury warrant to Matthew Barton, Esq., Register and Comptroller of payments on the standing orders in lieu of tickets in the 1714 Lottery for 1,400,000l. [13 Anne, c. 18] and to George Murray, Esq., Paymaster of the said orders, to apply the sum of 86,476l. 18s. 0d. And the yearly sum appropriated by Parliament to pay the said principal and interest amounts to 116,573l. 12s. 0d., arising as well out of the said year's income of the fond appropriated for said Lottery as out of unappropriated moneys directed by Treasury warrant of Oct. 22 last, supra, pp. 803–5, to be set apart and applied to make good the deficiency of said income.

Royal warrant to [the Clerk of the Signet] for a privy seal for the issue to Robert Walpole [late Paymaster General of the Forces], as imprest, of so much as shall be necessary to discharge what is or will be owing to the Guards, Garrisons and Land Forces from the time he became Paymaster thereof to the 24th Oct. inst.: the King having (by patent dated the 17th Oct. inst.) granted the said office to Henry, Earl of Lincoln, and having thought proper (in order to avoid confusion between his accounts and those of the said Walpole) that what shall be necessary to clear and discharge the said Forces to 24 Oct. inst. should be issued to said Walpole “ except only where any payments or allowances by the Establishments or warrants settling the same are to be made quarterly, in which cases we think it reasonable that the same should be paid by the said Robert Walpole until the 29th day of September 1715 and no further.” And from and after the said respective dates all moneys for payments to the Forces are to be issued to the said Earl of Lincoln. The Treasury Lords to the Barons of the Exchequer in Scotland. The public service at this time requires that all the moneys remaining in the hands of any the Commissioners, Receivers or Collectors of the revenues or taxes in Scotland should be applied to the subsistence of the Forces there, to be replaced to the proper heads or branches by remittances from here [London]. We therefore desire you to send us forthwith an account of all the money now remaining in the hands of any of the said Commissioners, Receivers or Collectors and the heads or branches on which the same ought to remain, whether public money or money reserved for the Civil Government expense of the present King or late Queen, to the end we may hasten to you proper orders for applying the same towards carrying on the subsistence of the Forces to 24 Dec. next and that [we] may take care at the same time that the Paymaster of the Forces here [London] may be provided with money to answer the bills of exchange which shall be drawn on him for moneys so applied to the subsistence of the Forces [in Scotland] so that the same may be replaced to the several heads or branches of the revenue or taxes to which they belong. Oct. 29. William Lowndes to William Pulteney, Esq., Secretary at War. It being for his Majesty's service that a Commissary of Stores and Provisions in Great Britain should be appointed with power to contract with persons for furnishing the same to the best advantage, the Treasury Lords desire you to prepare a commission to be signed by the King for appointing William Burroughs, Esq., to that service. Please propose to my Lords what is a proper allowance for him, his clerks and instruments therein; also such a body of Instructions as may be necessary for the better carrying on that service and the accounts thereof. In those Instructions he is to be enjoined to transmit to the Treasury from time to time copies of all contracts he shall make and of the accounts of stores and provisions furnished and the rates thereof. Oct. 29.] Same to the Earl of Lincoln [Paymaster of the Forces] enclosing a monthly list [missing] signed by the Deputy Governor of Gibraltar containing an exact account of the number of persons victualled in that Garrison from 18 July to 14 Aug. last. Please lay a demand before my Lords for the money due to be paid to the contractor according to his contract not only for victualling the said persons but also upon any other account since the commencement of this contract.
