Accounts on a proposition made concerning answering and making good to the public a sum of about 9,593l. 7s. 9d. remaining due on bills for 150,000l. given by Sir John Lambert, Richard Hoare and others on Vander Heyden and Drummond at Amsterdam in Jan.
and Feb. 1711–12. As to the first item for 562l. 10s. 0d. for discount of 90,000l. in Land Tax tallies anno 1712 they
swear they sold the greatest part at 12s. 6d. per cent, discount. From enquiries
we believe that to have been the real rate of discount of those tallies at the time they were paid same. We find no Treasury
minute for allowing them discount but they allege it was promised. It is equitable, seeing that they were to be paid in
ready money for their bills. As to the interest they were to be paid for their bills by the 1st April 1712 and six per cent.
interest from the date of their bills till repayment. The Comptrollers of Army Accounts think they ought to be charged with
interest on the 9,593l. 7s. 9d. not yet answered but the
Attorney
General, Sir Peter King, and Mr. Dodd think that the Paymaster
General or his Deputy should be liable thereunto for not protesting in time. |

have advanced or contributed the said 500,000l. Hereof so much as is incurred on the weekly and
quarterly payments to this time is to be forthwith issued as in part of said 35,000l. and the rest at
such times and in such proportions as is authorised by her Majesty's letters patent dated 1713 Oct. 13
(for raising said 500,000l. on said Lottery) which charges the said
35,000l. per an. on the Hereditary Revenues, Duties and Branches therein mentioned for 32 years, the
said 35,000l. per an. to be a fund for answering all the payments appointed by the said letters patent
and that the moneys of the said yearly fund should be issued by 600l. a week on the Wednesday of every
week and so much on the four usual quarter days as should make up the full sum of 8,750l. for every
quarter; the first of the said weekly payments to be made on Wednesday, 30 Sept. 1713 and the first quarterly payment at

Warrant by Treasurer Oxford to the Postmasters General to allow
1,112l. 15s. 0d. to James Jobson for the hire and other
expenses of the vessels employed by him in carrying on the correspondence between Britain and France during the late
negotiations of the Peace and that the earnings made by the freight of goods and passengers on board the said vessels (and
which in the Course of the Post Office are always accounted for to her Majesty in ease of the charge she is at) be allowed
him without defalcation: which earnings amount to 359l. 17s. 6d.: and whereas he received in advance from Viscount
Bolingbroke the sum of 366l. 10s. 0d. there remains due to
Jobson the sum of 746l. 5s. 0d. which the said Postmasters
are hereby to pay him as in full. |

Further hereby Capt. Galway who was frequently employed in carrying over several of her Majesty's
Messengers [of the Chamber]
in his boat called the Bolingbroke is to be allowed 10l. for each voyage made
with any such Messengers. |

Prefixing: report dated July 3 inst. by the Postmasters General on the said Jobson's petition,
ut supra, p. 300. In his account Mr. Jobson has made a general charge for the hire and other expenses
of his vessels according to the rates which are allowed by this Office to
Mr. Macky for his boats in time of war, when Mr. Macky was obliged to run the risk of their being taken by the enemy and on
that account had a consideration in his contract: whereas by the contracts which have been made since the conclusion of
peace for the same service the annual charge does not amount to 260l. for each boat and the
Commanders are likewise obliged to account to her Majesty for the freight of all goods and passengers transported in their
boats, which reduces that charge very considerably. |
|
But in consideration that when Mr. Jobson was first ordered with his boat to Dover it was not known on what
service he was employed he might probably be obliged for the first year ended the 10th of
June 1712 to pay extraordinary wages. We therefore think it reasonable to allow his charge of 400l.
for that year for the expenses attending the William and Mary and 346l. 17s. 0d. for the remainder of the time, viz., 10 June 1712 to the 6th August 1713, being
at the rate of
300l. per an. As to the vessel called the Sarah we do not find that
Jobson had any order to hire that boat. But my Lord Bolingbroke certifies that the service was performed. We therefore think
fit he be allowed for the same according to an account of the charge thereof kept by Mr. Dalylise, Mr. Jobson's agent
at Dover, amounting to
334l. 6s. 0d. and 31l. 12s. 0d. for port charges of both the said vessels. The amount received for freight of
passengers was 163l. 10s. 0d. by the William and Mary and 196l. 7s. 6d. by the
Sarah which are very considerable earnings and according to present contracts ought to be accounted
for to the Queen: but in regard to the services performed by Mr. Jobson we think it reasonable he be allowed same without
any defalcation. |

As to the Bolingbroke we are informed by Capt. Gallaway (whose petition was referred to
us April 4 last [sic? for April 6], supra, p. 207)
that the said vessel belonged wholly to him, being provided and maintained at his own expense during the time she was
employed at Dover, “he being as he allegeth no otherwise concerned with Mr. Jobson than as an expectant to have the
command of a pacquet boat in case Mr. Jobson had undertaken by contract with this Office the carrying on the correspondence
between Dover and Calais and Dover and
Ostend”. We find that he was frequently employed in carrying
over several of the Queen's Messengers in his boat, for which [service]
he demands 20l. per voyage. We are of opinion 10l. a voyage would be sufficient

Oxford on the case of several Roman Catholic Officers who served
her Majesty in Spain and Portugal but never were in the enemy's services. |

Col. Ignatius Nugent: his petition sets forth that he succeeded
Col. Nugent in Portugal by her Majesty's order upon the Establishment of 20s. a day but by the
Earl of Galloway's directions received no more than 10s. a day which occasioned his running in
debt: that in returning to England to represent his case he was taken prisoner by the French, lost above 300l. besides being shot in the knee: therefore prays his pay to be made up to 20s. a day
for the time he served and some consideration for his losses and sufferings. |

Lord Lansdown, when Secretary at War, reported the allegations to be true “by certificate under the Earl
of Portmore's hand” and that he might be placed on pension in Ireland as Col. of Foot for his future support. I
find the same was agreed to and he has been so placed. In 1710 when he went to Portugal to succeed Col. Cusack he received
100l. as royal bounty. He now offers to go to Spain or where else her Majesty may think fit. |

Major Christopher Nugent: his long and good services in Spain during the war are set forth in his
petition and offered to be made appear by certificates from the Earl of Galway, Earl of Portmore, Lieut. Gen. Stanhope and
others under whom he served till he got a
Troop in Sir Daniel Carroll's [O'Carroll's] Regiment. When it was broke he was destitute of subsistence
having received no pay since 25 April
1712. He prays arrears of pay and for his future support that he may have subsistence as a Captain of Horse by pension on
the English
Establishment. He deserves favour and encouragement; his pay as Captain of Horse from 1712 April 25 to Dec. 25 amounting to
170l. 16s. 0d., and to be recommended to the service of
the King of
Spain. It doth not appear that he received any bounty money from her Majesty, though he produces a letter from Lord
Dartmouth dated 1713 June 23 to the Lord Treasurer signifying the Queen's pleasure for him to be supplied with money
sufficient to bear his charges [of going] to Spain. I advise 100l. for him to discharge his
debts. |
|
Capt. William Butler: his petition sets forth the loyalty and sufferings of his family for the Crown
of England and his services in Flanders in Brig. Devenish's Brigade where he did Captain's duty and therefore
prays recommendation to her Majesty's service in
Portugal and Captain's subsistence. Lord Lansdown reported that his allegations are true by a very ample certificate
from Brigadier
Devenish and advised his being recommended to the Earl of Portmore to be provided in some Regiment under him and with
subsistence as Second Captain of Foot. Thereupon the Queen granted her warrant upon Mr. Brydges for 68l. 5s. 0d., being 182 days’ subsistence at 7s. 6d. a day from 23 Dec. 1710 to 22 June 1711, to enable him to repair to Portugal
and 7s. 6d. a day till otherwise provided for; whereupon he immediately repaired
thither and served till the Troops were recalled. I propose he receive 50l. as royal bounty to
discharge his debts and be recommended to the service of some foreign Prince with an advance of six months’ pay as a
Captain of Foot to carry him thither. |
|
Lieut. Mathew Butler served her Majesty as Volunteer at the relief of Barcelona and taking of
Alicante, afterwards as Lieut. of Dragoons in Col. Kelly's Regiment in the Portuguese service; was Aide de
Camp to Major General Hogan and was taken by two French privateers in going to Flanders to the Duke of Ormonde after the
Regiment he
served in was broke, where he lost to the value of 300l.: his three brothers were all Captains killed
in her Majesty's service: he alleges the Duke of Ormonde promised to provide for him. He produces a certificate from
Brigadier Corbett certifying the “receipts “of a letter from Major General Hogan containing an ample account of
his service and merits whilst in Spain for which he designed him a Troop in his Regiment; as also a certificate from Mr.
Whitten, Paymaster at Lisbon, certifying that he was subsisted as Lieut, of
Dragoons from 23 May 1708 to 3 April 1712 in Col. Kelly's Regiment. The originals of the certificates are in the Duke
of Ormonde's hands. I advise 40l. for him as royal bounty to discharge his debts and to recommend
him abroad with six months’ pay as Lieut. of Dragoons. |

Cornet John Nugent served as volunteer under the Earl of Galway and Earl of Portmore. For his long and
faithful services the Earl of Portmore made him a Cornet in Sir Daniel Caroll's [O'Carroll's]
Regiment of Horse: he has received no subsistence since April 1712
nor any arrears all the while he was in the Regiment. His commission as Cornet in Caroll's Regiment bears date 7 Sept.
1711. His character is particularly known to Lord Portmore, Major General Pearce and other General Officers. I advise he be
recommended abroad with six months’ pay as a Cornet of Horse and a bounty of 40l. to pay his
debts. |

Capt. Mark Bowme: was Captain in the Train of Artillery in
Portugal under Brigadier Collier and during four years’ service never
(as he alleges) received above half a year's pay: therefore prays to be put on half pay or otherwise provided for. He
produces a certificate of his service from the Marquis de Montandre, Moncall and others and another from Major Gordon and is
desirous to serve abroad. I advise his being recommended by her Majesty to some foreign service with a bounty of 50l. to discharge his debts and six months'
pay as Captain of Foot to carry him abroad. |
