June 21. Warrant by Treasurer Oxford to Edward Nicholas to pay 25l. 2s. 0d. to Elizabeth Towers in satisfaction for travelling charges and other expenses in her Majesty's service as Necessary Woman in the year 1713. Money Book XXIII, p. 145.
June 21. William Lowndes to the [Principal] Officers of the Ordnance to report on the enclosed letter [missing] from Sir James Wishart (sent to my Lord Treasurer by Secretary Bolingbroke) relating to the fortifications of Gibraltar, with an account of the repairs that are most necessary to be done there. Out Letters (General) XXI, p. 226.
Same to the Victualling Commissioners enclosing several letters and papers received by my Lord from Secretary Bolingbroke relating to provisions for the Garrison of Gibraltar. Let my Lord know what you think proper to be done to furnish the said Garrison with an immediate supply of provisions together with your opinion what further directions are necessary to be given for preventing any difficulty that Garrison may be exposed to by the miscarriage or delay of provisions ordered from hence.

This letter was sent to the Navy Commissioners and by them to your [the Navy] Board “before whom (as he now alleges by another letter sent to his Lordship) he proved the facts but has met with no encouragement for that service”. Treasury reference to Mr. Borret of the petition of George French and Richard Oglethorpe shewing that they have been detained here as evidences for the Crown against the murderers of Col. Parks these 18 months past; that they have been a long time under confinement for debts they have contracted for their support in that time: that the 10s. a week ordered for them will not now discharge those debts; therefore pray an allowance suitable to their expenses and loss of time. June 22. William Lowndes to Mr. Weddell. My Lord Treasurer observes from the weekly certificates sent him by the Taxes Commissioners that great sums remain unanswered to the Queen by Mr. Wyvill, Receiver General of Taxes for Co. Yorks, although many returns by bills have been made to your hands to lessen the debt. You are to hasten in the payment of all moneys now in your hands on Wyvill's account and let my Lord know what sums in bills are remaining unpaid and when they will become due. T. Harley to the Customs Commissioners to report on the enclosed memorial [missing] of Thomas Wilkinson; as also a petition [missing] of Thomas Colton, mariner, each praying for some employment in the Customs. Ibid., p. 229.
Warrant by Treasurer Oxford to the Queen's Remembrancer to make out a Commission under the seal of the Exchequer Court to Charles Godolphin, Esq., and 37 others, detailed, to appoint, limit, bound and settle the quays and wharves of the port of London for the shipping and landing of goods.
Prefixing: presentment by the Customs Commissioners with the draft form of said Commission. The purport thereof is to confirm and renew a former Commission of Charles II which was executed in 1667 and confirmed by James II and Wm. and Mary. Out Letters (Customs) XVI, pp. 139–42.
June 22. Treasury reference to the Customs Commissioners of the petition of Samuel Ketilby, collector of Ipswich port, shewing that the collectors of Ipswich formerly had a salary of 80l. per an. from the Crown but petitioner has no more than 30l. per an. which is but equal to the salary of the boatmen of the port: that the business [of the port] daily increases: therefore praying an additional salary. Reference Book IX, p. 183.
Same to the Comptrollers of the Accounts of the Army of the petition of Major General Wynne shewing that his Regiment being complete 24 June 1707–8 was ordered to embark on several of her Majesty's men of war then in Cork and Kinsale harbours, on which ships there was no manner of accommodation more than the ships' provisions; that their voyage to Portugal was very long and that they must have perished had he not ordered the Officers of his Regiment to provide the men with hammocks, brandy, tobacco, &c.: that the said provisions amounted to upwards of 700l.: therefore prays payment of same. Prefixing: report dated May 31 last from said Commissioners on Lieut. Gen. Holt's memorial, ut supra, pp. 265–6. The statements in said memorial are true. The men of his Regiment who were mustered at disbanding have owned that they have received either money or clothes for their offreckonings from June 25 last [1713] to the time of their being respectively disbanded. If Lieut. Gen. Holt had not so done we should, according to our instructions, have paid it the men themselves in money. The computation for the men then disbanded is 701l. 10s. 8d. which Lieut. Gen. Holt has the same right to receive as Lord Shannon and Lieut. Gen. Wills. Disposition Book XXII, p. 253.
June 23. William Lowndes to the Secretary at War to report on the enclosed proposal [missing] for victualling the Garrison of Gibraltar. Out Letters (General) XXI, p. 229.
Same to Mr. Popple. My Lord Treasurer has received a letter from Secretary Bolingbroke signifying her Majesty's intention to send some person to Jamaica, Barbados and other her Islands and Colonies in those parts with a Commission of the same nature as that given to Mr. Nicholson for the Northern Colonies. My Lord desires you to lay the said letter before the Lords of Trade and desires them to prepare a draft of such a Commission and Instructions as they judge proper to be given to such person and to send the same to my Lord to be laid before her Majesty. Warrant by Treasurer Oxford to the Auditors of Imprests to allow in account to Lancelot Burton, Lionel Herne, Samuel Edwards and John Grainger, Receivers of the 807,000l. part of the Two Million Adventure anno 1711 [as by 9 Anne, c. 16], the sum of 1,734l. 16s. 9½d., to wit 1,649l. 16s. 9½d. thereof as after the rate of one penny in the pound for their own care, hazard and charge in relation to the said sum of 807,000l., and 85l. for the charge of passing their account thereof.

My Lord desires your opinion first as to that part entituled the several Branches of the Revenue of Scotland for which an Equivalent is payable, to wit whether Scotland is entitled to an Equivalent for the said revenues or any part thereof by the 15th Article of the Union; and if so by what rules or methods the demands of Scotland are to be adjusted: and whether as the laws now stand the said funds can be granted to Scotland by way of Equivalent without infringement on any Acts passed in Great Britain since the Union. June 25. Warrant by Treasurer Oxford to the Auditors of Imprests to pass in the accounts of the Salt Duties anno 1709 the salaries and incidents allowed by the Salt Commissioners to their country officers, of which distinct accounts are to be submitted to said Auditors and so for each year from 1709 to 1714 and from 1714 onwards. You are to certify the reasonableness thereof “to the end my approbation may be signified before such salaries and incidents be allowed by you”; taking care to allow no increases therein unless the Salt Commissioners shall have represented same to the Lord Treasurer and obtained his warrant for same.
Prefixing: report by said Auditors on said accounts for 1709. On comparing the salaries of the year 1709 with those of the five preceding years we find they have increased from year to year about 200l. which the Commissioners allege was due to the appointment of officers at salt works newly erected and additional officers at other works; which by their Commission they are empowered to do.Warrants not Relating to Money XXII, pp. 230–1.

Royal warrant dated Kensington to Edward Nicholas to pay 800l. to Richard Marshall, Master of the Stud, “being what we are pleased to allow him as well for keeping our Stud, being 42 in number and six running horses of the breed at New Market and for the salary of himself, six grooms and helpers to the Stud and for salary to Thomas Spedding, a Groom, and six boys under him at Newmarket; as for farriers’ bills, sadlers’ and bitmakers’ bills”: to wit for half a year from 1713 Nov. 1 to May 1 last. Same to the Auditors of Imprests to allow in account to John Lord Delawarr, as Treasurer of the Chamber, the fee and salary of 155l. 6s. 8d. per an. and 314l. 1s. 4d. per an. belonging to the said office, to wit as from Xmas 1712, although the said fee and salary did not commence till the date of his patent of appointment: all by reason that he received and paid the moneys in and for said Office from 1712 Xmas and did also surrender to her Majesty as from that time a yearly sum or pension of 1,200l. per an. payable to him by Spencer Compton. Warrant by Treasurer Oxford to Alexander Pendarves, the Surveyor General of Crown Lands, for a particular of four Prebends of Auckland in the bishopric of Durham in order to a lease thereof to Sir Robert Eden in trust for George Morland, Nicholas Kennet and Robert Adamson on surrender of the lease in being.
Prefixing: report by the said Surveyor General on said Eden's petition. The report of Mr. Manley, the late Surveyor General of Crown Lands, was not satisfactory to your Lordship, which occasioned your order to him to inform himself better of the value of the premises. He writ thereupon to some gentlemen of the neighbourhood for information and the annexed certificate [missing] appears to be an answer thereto. I have no survey of the premises in my Office. According to the [said] certificate of credible persons the yearly value is 30l. 2s. 8d. I advise a fine of 300l., which is 100l. more than Mr. Manley set. My Lord Treasurer finds by your report on the petition of the executors of the late Lord Jermyn, Governor of Jersey (in relation to the Bill exhibited against them for an account of Fines and Forfeitures received by said Lord during part of the time he was Governor there) that though you have no objection to the petitioners applying to the Queen for their discharge from the said account, yet in regard her Majesty hath been at considerable expense to bring the question to near determination that you submit whether the matter should not be settled in relation to the present and future Governor. You certify that this may be done with one day's expense more. My Lord directs me to acquaint you that her Majesty is willing forthwith to discharge the said executors from the account, provided it may be done without prejudice to the determination of the cause now in issue, that so the matter may be settled as you propose.
