Warrant by Treasurer Oxford to the Navy Commissioners to take
into their custody from the Auditors of Imprests the Establishments,
muster rolls, pay books and the stated accounts &c. relating to the
accounts of the Marine Regiments; the Lord Treasurer thinking
it reasonable that the clearing and vacating of the particular imprests
[relating to said Regiments] should be under the care of [you] the said
Commissioners. From the said stated accounts you are to make
out perfect bills to clear and discharge the said respective imprests. |

Prefixing: report dated 1713 Nov. 14 to Treasurer the Earl of
Oxford by Edward Harley, one of the Auditors of Imprests, in reply to
the order of May 18 last, supra, Calendar of Treasury Books, Vol.
XXVII, p. 220, concerning the state of the pay account of the two
old Marine Regiments during the time they were under the command
of Lord Berkeley and Sir Cloudesley Showell. What has been hitherto
done as to passing and determining the said accompts has been (by
direction of the Treasury) to state the said accounts. Upon the
states thereof the Navy Commissioners were directed in June 1697
to make out perfect bills for their levy money and land pay from
their first raising in January and February 1689–90 to 22 Feb.
1693–4, amounting to 108,696l. 8s. 4d., and the same were made
out accordingly. In 1703 I was ordered by the late Lord Treasurer
[Godolphin] to state their whole accompt. This was presented
in March 1704–5 and remains in the Treasury, in which all
cravings and demands were allowed them, showing that there
was due to the Regiments the sum of 80l. 6s. 6½d. (besides
5,769l. 9s. 5d. which by the late Lord Treasurer's order has since been
paid to the Lieutenants). What remains standing in [Navy Board]
imprest and undischarged on the said Regiments amounts to
109,934l. 3s. 0½d., whereof 52,632l. 6s. 9d. is
on the executors of Sir
Cloudesley Shovel and Lord Berkeley and 57,301l. 16s. 3½d. on the
Duke of Leeds. The clearing and vacating of imprests made by the
Navy Board has been usually if not constantly under the care of that
Board, and they have already cleared great part thereof. The
Establishments, muster rolls and other materials from whence the
said accompts were formed were sent to the Auditors [of Imprests] from
the Navy Board “and the books of pay drawn up there [the Navy Office]
from the musters, whereby it should seem they had these accompts
formerly under their care: which materials (if your Lordship thinks fit
that the stated account be transmitted thither) may accompany the
said accompts, and when approved by them be allowed by warrant of
the Admiralty or otherwise as may be requisite in that behalf, and
the imprests vacated in the [Navy] Treasurer's accounts as formerly.
But if your Lordship shall direct that they pass their accompts in
the Exchequer, as the late Paymasters of the Marines have done,
formal warrants will be necessary for allowing the pay &c. as is now
practised in the accompts of the said Paymasters [of Marines] since
constituted by patent. In default thereof it will require a privy seal
for passing these accompts. The Paymasters of Marines are
specially directed by their patent to accompt to her Majesty in
the Exchequer according to the course thereof, which not being
expressly directed nor practised in the last war it seems more regular
that [for the said prior or old accounts] perfect bills should be made
out by the Navy Board under whose care and direction these payments were made, as was practised in cases of the like nature with
those of the petitioners as is above represented. |

order dated 2 May 1698 from the Navy Commissioners to the Treasurer
of the Navy to allow and pay to the Officers and Companies of the
First Marine Regiment under Arthur, Earl of Torrington, and
Peregrine, Earl of Danby, 49,632l. 13s. 4d. from their first raising
to 17 Feb. 1692–3; and to the Second Marine Regiment under Thomas,
Earl of Pembroke and Montgomery, and the Honble. Henry Killigrew
45,928l. 15s. 0d. for the same time: making in all 95,561l.

petition of said Douglas praying said allowance on his remittances
in regard that the diminishing the number of Troops in Scotland

and that it is very difficult to get safe bills of exchange [for his returns
to London] unless he be allowed 1l. 10s. 0d. per cent. for remitting
same. We think the allowance not unreasonable in regard of the
