Feb. 22. Warrant by Treasurer Oxford to the Excise Commissioners to pay 160l. to the Owners, Adventurers and Fishermen of Great Yarmouth for one year to 1713 Sept. 29 in consideration of their payment of the Excise of strong beer for the North Sea and Herring Fishery. Money Book XXIII, p. 14.

Treasury reference to the Comptrollers of Army Accounts of the petition of Col. Goring shewing that his Regiment (late Marines) was on 25 March 1713 placed on the Establishment of Ireland, but was continued in England beyond Dec. 24 last for want of their Marine clearings: therefore praying payment of 1,884l. 17s. 0d., viz. 1,266l. 15s. 0d. as the difference between Irish pay and English pay and 618l. 2s. 0d. for discount of money returned from Ireland. Same to the Navy Commissioners of the petition of the Navy Treasurer shewing that he subscribed 168,100l. in tallies and orders on the General Mortgage anno 1710 into the South Sea Company, but the Navy Commissioners double charged him for same in his accounts for the year 1711: therefore praying that same may be discharged by a memorandum that said tallies &c. have been exchanged for South Sea Stock. Treasury reference to Mr. Burton, Receiver of the rents of the Savoy, of the petition of Sarah Mahon shewing that she is tenant of a house in the Savoy in the Strand at 14l. per an. rent, on which there is three years’ rent due to her Majesty; and that there is 228l. 1s. 11d. due [from her Majesty] to petitioner's late husband, Terence Mahon, late Deputy Provost Marshal, for repairing the gaol for keeping recruits and for fire, candle &c.: therefore praying that the rent may be respited till Secretary at War's report on said debt be considered. Same to the Taxes Commissioners of the petition of Archibald Douglass, Receiver General of Taxes in North Britain, praying a warrant or other direction for paying and returning into the Exchequer the sum of 11,211l. 18s. 5 8/12.d. of the Land Tax anno 1712 with an allowance of 1½ [per cent. for the cost of remitting same by bills of] exchange. Same to the Attorney and Solicitor General of the petition of William Munday, Deputy Auditor of the Duchy of Cornwall, concerning the pension of 3,000l. per an. granted by Charles II. to the Earl of Bath which has been paid to Lady day 1711 but the last Earl of Bath dying in May following it became a contest who should receive the said pension which is in arrear to Michaelmas last; but all parties have now assigned to Craven Peyton as their attorney, ut infra, p. 212. Same to the Customs Commissioners of the petition of Adryan Bryeck and William Creyna, mariners belonging to a French ship called La Broine, shewing that upon their evidence she was seized by one Score, Collector of Penzance, but petitioners are not rewarded for same and being poor are not able to prosecute their right to a share of the forfeiture: therefore praying relief. Same to same of the petition of Mary Jaquin, widow, shewing that her husband is bound for Elias Dupuy, merchant, to discharge which the petitioner has delivered over all her husband's effects and reduced his debt to 310l. and for that sum has assigned one sixteenth part of the ship Worcester and her cargo: therefore praying a stay of proceedings against her for the said 310l., she being left with five small children to maintain. “It being hoped that the tallies struck upon tin 29 Feb. 1710–11 and 11 Oct. 1711 will be soon paid off, the equation being [sic? for between] money and tallies to be paid by the above state has respect only to 31,965l. 5s. 1¾d. [in money] the remainder of the money lately received (the rest being deducted for Ticket men &c.) and to the tallies last struck on tin 1st Feb. 1713–14 amounting to 24,365l. 6s. 7¼d. William Lowndes to Mr. Brydges for as exact a state as possible of the late war in Spain, the sums voted for service thereof and for subsidies to the King of Portugal and Duke of Savoy or for any Troops employed in conjunction with them during the time you were Paymaster of the Forces Abroad; how much thereof has been issued to you for same and what still remains unpaid for any of the said services or for any extraordinaries not provided for by Parliament: and also what is owing from any of the Allies to Great Britain for moneys paid or advanced for them on account of the said war. Feb. 25. Treasury reference to the Taxes Commissioners of the petition of William Fancourt, Receiver General for Co. Rutland, 1710–12, for payment of 390l. for extraordinary charges and services in his receipt. Reference Book IX, p. 153.
Warrant by Treasurer Oxford to the Navy Commissioners to take into their custody from the Auditors of Imprests the Establishments, muster rolls, pay books and the stated accounts &c. relating to the accounts of the Marine Regiments; the Lord Treasurer thinking it reasonable that the clearing and vacating of the particular imprests [relating to said Regiments] should be under the care of [you] the said Commissioners. From the said stated accounts you are to make out perfect bills to clear and discharge the said respective imprests.
Prefixing: report dated 1713 Nov. 14 to Treasurer the Earl of Oxford by Edward Harley, one of the Auditors of Imprests, in reply to the order of May 18 last, supra, Calendar of Treasury Books, Vol. XXVII, p. 220, concerning the state of the pay account of the two old Marine Regiments during the time they were under the command of Lord Berkeley and Sir Cloudesley Showell. What has been hitherto done as to passing and determining the said accompts has been (by direction of the Treasury) to state the said accounts. Upon the states thereof the Navy Commissioners were directed in June 1697 to make out perfect bills for their levy money and land pay from their first raising in January and February 1689–90 to 22 Feb. 1693–4, amounting to 108,696l. 8s. 4d., and the same were made out accordingly. In 1703 I was ordered by the late Lord Treasurer [Godolphin] to state their whole accompt. This was presented in March 1704–5 and remains in the Treasury, in which all cravings and demands were allowed them, showing that there was due to the Regiments the sum of 80l. 6s. 6½d. (besides 5,769l. 9s. 5d. which by the late Lord Treasurer's order has since been paid to the Lieutenants). What remains standing in [Navy Board] imprest and undischarged on the said Regiments amounts to 109,934l. 3s. 0½d., whereof 52,632l. 6s. 9d. is on the executors of Sir Cloudesley Shovel and Lord Berkeley and 57,301l. 16s. 3½d. on the Duke of Leeds. The clearing and vacating of imprests made by the Navy Board has been usually if not constantly under the care of that Board, and they have already cleared great part thereof. The Establishments, muster rolls and other materials from whence the said accompts were formed were sent to the Auditors [of Imprests] from the Navy Board “and the books of pay drawn up there [the Navy Office] from the musters, whereby it should seem they had these accompts formerly under their care: which materials (if your Lordship thinks fit that the stated account be transmitted thither) may accompany the said accompts, and when approved by them be allowed by warrant of the Admiralty or otherwise as may be requisite in that behalf, and the imprests vacated in the [Navy] Treasurer's accounts as formerly. But if your Lordship shall direct that they pass their accompts in the Exchequer, as the late Paymasters of the Marines have done, formal warrants will be necessary for allowing the pay &c. as is now practised in the accompts of the said Paymasters [of Marines] since constituted by patent. In default thereof it will require a privy seal for passing these accompts. The Paymasters of Marines are specially directed by their patent to accompt to her Majesty in the Exchequer according to the course thereof, which not being expressly directed nor practised in the last war it seems more regular that [for the said prior or old accounts] perfect bills should be made out by the Navy Board under whose care and direction these payments were made, as was practised in cases of the like nature with those of the petitioners as is above represented.
Appending: a certified copy dated 27 Jan. 1713–14 of a letter or order dated 2 May 1698 from the Navy Commissioners to the Treasurer of the Navy to allow and pay to the Officers and Companies of the First Marine Regiment under Arthur, Earl of Torrington, and Peregrine, Earl of Danby, 49,632l. 13s. 4d. from their first raising to 17 Feb. 1692–3; and to the Second Marine Regiment under Thomas, Earl of Pembroke and Montgomery, and the Honble. Henry Killigrew 45,928l. 15s. 0d. for the same time: making in all 95,561l. 8s. 4d.: abating thereout items already allowed and passed by the Navy Board in perfect bills (viz. 6,000l. for levy money; 21,342l. 5s. 11d. for clothing and necessaries; 6,437l. 5s. 2d. for quarters; 7,576l. 9s. 8d. for land pay to Officers, making in all 41,356l. 0s. 9d.), and thus leaving still due 54,205l. 7s. 5d.: to which is to be added land pay to the Officers of each of the said Regiments from 1692–3 Feb. 17 to 1693–4 Feb. 22 the sums of 6,937l. 10s. 0d. and 6,197l. 10s. 0d. respectively, making a total still due of 67,340l. 7s. 7d. Feb. 25. Letters patent by same directing Thomas Cornwallis, Humphry Brent, Christopher Tilson and Nihemiah Arnold to take in the tickets on the Queen's 500,000l. Civil List Lottery and thereupon to deliver out standing orders signed by the Lord Treasurer in lieu thereof according to a form to be first approved by the Lord Treasurer. The Managers and Directors of the said Lottery are to deliver to the said Cornwallis &c. all books, papers, tickets, ticket books, accompts relating thereto and the room or office thereto belonging. William Lowndes to the Commissioners for Disbanding the Marines. My Lord Treasurer has considered the case of the two detachments of Sir Harry Goring's Regiment lately landed from the Reserve and Bristol, and which now lie at Greenwich in order to be disbanded. My Lord thinks it reasonable they should be immediately paid out of the money in Sir Roger Mostyn's hands for disbanding the Marines. I enclose Sir Harry Goring's memorial [missing] in their behalf and you are to pay them accordingly from 25 Oct. 1713 to the day of disbanding. Disposition Book XXII, p. 206.

Feb. 26. Treasury reference to the Salt Commissioners of the petition of John Kelly shewing that Geo. Lawson, Robert Weams, Geo. Wetherby, Thomas Chambers, James Hardman, John Yeats and Thomas Snowden are indebted to the late King in several sums and prosecuted by the Salt Commissioners, but have yet made no satisfaction: therefore praying that the said Commissioners may report said debts and the reasons why not paid. Warrant by Treasurer Oxford to Archibald Douglas, Receiver General of Land Tax in Scotland, and also Receiver General of her Majesty's Land Rents and Casualties there, to remit to the Exchequer in London the 11,211l. 18s. 5 8/12d. in his hands on the Land Tax anno 1712 “and as soon as this is done care shall be taken to send a proper warrant for giving you an allowance in your accounts of the receipts of the land rents and casualties in Scotland of so much as 1½ per cent. upon the said 11,211l. 18s. 5 8/12d. shall amount unto.”
Prefixing: report by the Taxes Commissioners, England, on the petition of said Douglas praying said allowance on his remittances in regard that the diminishing the number of Troops in Scotland has occasioned a greater sum to remain in his hands than formerly and that it is very difficult to get safe bills of exchange [for his returns to London] unless he be allowed 1l. 10s. 0d. per cent. for remitting same.
