Warrant by Treasurer Oxford to Nehemiah Arnold, Humphry Brent, Thomas Cornwallis and Christopher Tilson (the Commissioners appointed for taking in tickets of the two Lotteries [authorised by the Acts 10 Anne, c. 18 and c. 19, for the service] anno 1712 and for delivering out the standing orders in exchange for the same) to divide the premiums or benefits of 2,000l. or upwards therein into several standing orders of not less than 500l. each as follows. In performing the business (for which you are appointed) of taking in the tickets as well in the Lottery with tickets at 10l. each as in the Lottery with tickets at 100l. each (both Lotteries for raising 1,800,000l. each for the year 1712) and giving out standing orders in exchange for such tickets, the persons entitled to benefits of 2,000l. or upwards may be desirous of dividing such large premiums or benefits into standing orders for lesser sums as is authorised by the respective Acts for the said Lotteries, so as [or on the condition that] no such divided premium or benefit be for less than 500l. and the interest. You are hereby authorised and required to carry this out at the desire of such owner: the new orders to be numbered as if there had only one order been made out. Gloucester he has received two letters, one from James Furney, Mayor of Gloucester, concerning the arrears on that city, the other from three of the Acting Commissioners of the Lower Parts of the Hundreds of Kiftsgate and Tewkesbury concerning the arrears on those Hundreds. I received yours a week ago, but could not speak with my Lord Treasurer, who has been ever since very ill of a fever, not able to stir out of his own house, but newly out of his bed, though (God be thanked) he is at present much amended. I cannot be insensible that it imports the Queen's service not only in point of profit upon the ensuing Peace (which we take here to be very sure) but in many other respects to preserve the [tin] farm by performing the agreement on the Queen's part, whereunto I shall readily contribute my best endeavours. It appears by a representation from the said Commissioners that you have not complied therewith. In yours of the 7th inst. to my Lord you propose a reward of 20s. for each discovery of frauds in certificates produceable to you for the admission of persons into the Hospital. My Lord leaves it to your judgment to propose a reward, but is of opinion that 20s. to the discoverer may be sufficient encouragement instead of having 20s. for every discovery. | |||
As to that part of your letter which concerns the taking in custody the several persons to be brought before you at your next meeting it's proper for her Majesty's messengers to be concerned therein: but the Governor of the Hospital himself may take such methods as he thinks proper and are legal. Jan. 15. | Royal warrant dated St. James's to the Clerk of the Signet for a privy seal to authorise and command Spencer Compton to deliver over to Charles Scarburgh in trust for the Queen the parcels of silver plate to the value of 2,718l. 14s. 10½d. mentioned in the inventory as follows: all by reason that the privy seal of 1710 Dec. 13 recited that the Queen's Consort, the late Prince George of Denmark, died intestate and John Smith and Sir Charles Hedges were nominated by the Queen to take out administration of his personal estate for the Queen's use, which they did and thereupon exhibited in the Prerogative Court an inventory of the said Prince's goods, chattels and credits, real and personal, amounting to 37,923l. 3s. 0d., one moiety whereof by the laws of this realm does belong to the Queen: and that for the ease of the said administration the Queen (amongst other things) accepted several parcels of silver plate to the value of 2,718l. 14s. 10½d. as part of the said moiety, which are the same which remain in the keeping of the said Compton.
