Dec. 16. Royal warrant dated Windsor Castle to the Attorney or Solicitor General for a great seal for a grant to Samuel, Lord Masham, of the office of Queen's Remembrancer in reversion to and as amply &c. as Simon, Visct. Fanshaw, present holder thereof.

Dec. 16. Treasury reference to the Attorney General of the petition of Richard Kenn of St. Andrews, Holborn, coachmaker, shewing that he was in Hilary term anno 1711 bail for Thomas Albert, late Receiver General for Co. Worcester, on several actions at the suit of William Gwinnet, Mary Walls and Isaac Knight, and that judgments are now obtained therein against said Albert and will likewise be forthwith obtained against the petitioner, his bail, to the utter ruin of himself and family, “unless your Lordship permits him to be discharged from being bail by surrendering the body of the said Albert, now a prisoner in Newgate” [see below]. Subscription by Treasurer Oxford for the execution of a Lord Chamberlain's warrant to the Master of the Great Wardrobe for the provision of a Cloth of State and Chapel necessaries for Lord Bingley, Ambassador to the King of Spain: to an estimate of 382l.

Dec. 16. Royal warrant dated Windsor Castle for a privy seal to be passed in Scotland to empower the Barons of the Exchequer [Scotland] to make allowances to accomptants in their accounts and to pass and declare such accounts notwithstanding irregularities or defects in particular vouchers arising from want of proper officers or unskilfulness or inadvertency of any officer, where the said Barons are satisfied that no fraud was intended nor any prejudice nor loss happened to the revenue. Same for a great seal to be passed in Scotland for appropriating and setting apart 100l. of the fund of 230l. per an. as follows for the supply of the yearly deficiencies which may happen in the revenues of the University of Glasgow: to wit by applying the 130l. thereof as follows, viz. 90l. for the support of a Professor of Civil Law, and 40l. for the support of a Professor of Physic: and the remaining 100l. per an. to be reserved against any deficiency that may hereafter happen in the funds or revenues of the said University. It is the Queen's pleasure that a state of the revenues and expenses of the said University be at the end of every year transmitted to the Lord Treasurer so that if no deficiency shall happen or if there shall be an overplus of the said 100l. per an. more than shall suffice to make good the deficiency the Queen may direct the application of “it” [the overplus] to such uses of the said University as she shall think most proper: all by reason that it has been represented to the Queen in behalf of said University that Wm. III. granted to it 300l. per an. out of the rents of the late bishoprics there; whereof 230l. was to be for payment of the debts of the University until fully satisfied and the remaining 70l. per an for maintaining four Bursars in Divinity at 10l. sterling yearly each for the first three years and 40l. the fourth year at a foreign University of the Protestant religion: and after payment of the debts of the University the whole sum [of 230l.] was to be applied for such uses in the University as should be appointed by Wm. III.: which said gift was confirmed by the Parliament of Scotland: and the debts of the said University being now discharged it is prayed that the Queen would allow 100l. of said 230l. for the supply of the yearly deficiency of the revenue to prevent their falling under debts as formerly, and the remaining 130l. for the abovesaid Professors of Civil Law and Medicines for which there are no funds: which request the Queen is hereby pleased to grant. My Lord Treasurer continues yet to send you all papers coming to his hands relating to any the Forces or Subsidies under your pay; for it cannot be expected that his Lordship should give any answers thereto so long as he is kept from having the state of your Office which has been so often wrote for. The enclosed [missing] concern the Troops of Saxe Gotha (to wit: a letter from Secretary Bromley transmitting a translation of a letter from the Duke of Saxe Gotha concerning the pay of his Troops employed in the service of her Majesty the last year: a letter from that Prince's Minister on the same subject with a copy of an Act signed by her Majesty's Plenipotentiaries at Utrecht declaring [that] those Forces were dismissed). Treasury reference to the Victualling Commissioners of the petition of A. Vere shewing that by order of Ralph Congreve, late Governor of Gibraltar, he has received, from Nicho. Lazarao and Augustin Mangiardini, into the stores on account of the Victualling there 4,000 fanegas of wheat and that he [? Congreve] has not paid them anything for the same, but refers it to the Victualling Commissioners to pay them according to the market price at Lisbon. Reference Book IX, p. 148.

Treasury reference to the Taxes Commissioners of the petition of Richard Hosier, Geo. Hosier, junr., et al., sureties of George Hosier, late Receiver General for Co. Salop, shewing that their estates were extended for said Hosier's debt and the moneys are now in the Sheriff's hands; that in order to clear the rest [of the debt] the said Richard has been down to Salop to sell part of his estate and has remitted 2,000l. and is doing all things necessary to clear the whole debt: therefore praying stay of process. Royal warrant dated Windsor Castle to the Attorney or Solicitor General for a great seal to authorise the Directors of the South Sea Company on or before 25 Dec. inst. to admit into the stock of the said Company by subscription all the debentures made forth by the Commissioners for Trade and Plantations for the proprietors and inhabitants of the islands of Nevis and St. Christopher in America or those claiming under them and to settle and compute the interest thereupon at the rate of 6 per cent. per an. from 1711 Dec. 25 as the said interest is directed to be computed by the Act 10 Anne, c. 41, relating to the said debentures. Royal warrant dated Windsor Castle to the Lord Lieutenant of Ireland to place on the Establishment of the Military List of Ireland the following Minors [Miners or Engineers] and Surgeons at the allowances of half pay as follows, to commence from the date of their being reduced: the royal warrant for the disbanding the Regiments of the Irish Army having excepted surgeons out of the provision of half pay on the ground that they are capable of maintaining themselves by their profession of surgery; but the Lord Lieutenant having by letter to the Lord Treasurer dated Sept. 18 last represented that such exception would be a great discouragement to the art of surgery and that their acquaintance and business at home is so entirely gone into other hands as not to be retrieved and some of them are too far advanced in years ever to hope to make such a new acquaintance as may tolerably support them and their families.

Prefixing: report by the Customs Commissioners. Besides the provision by Acts of Parliament for certain cruizers to be appointed on the coast by the Admiralty the sloops and vessels as follows were thought useful in the last peace for the better preventing the exportation of wool and hindering the running of goods as above. These sloops were laid aside during the late war, being found of no defence against the privateers, but in danger of being taken. We consider the reestablishing proper sloops or smacks at this time to be the more necessary in regard we have frequent accounts of vessels laden with French and other goods lying or hovering on the coast only with an intention to run their cargoes and likewise the insults often made upon the officers who oppose those evil practices, several instances whereof have been laid before the Lord Treasurer. Having taken first into consideration that part of the coast of South Britain which lies nearest to France, we propose an establishment of four vessels as follows, the sloops to be changed from time to time from one station to another and the stations to be altered as the Commissioners shall find necessary for the service.
