My Lord has read your presentment proposing to suspend for two years the deduction of 3d. in the £ out of your officers’ salaries towards the Bank of Charity [officers’ superannuation fund] because there is money enough in stock to serve for that time. Considering the present low state of the revenues on salt my Lord is of opinion it would be better to continue the said deduction and to apply the surplus arising thereby to ease what the said revenue now bears, by having the taxes on your inferior officers’ salaries charged thereon. Warrant by Treasurer Oxford to John Howe, Paymaster General of Guards and Garrisons, to subscribe into South Sea Stock at any time before Dec. 25 next ("when the account of said stock is to be made up and closed") “in your own name or in the name of any person or persons for whom you are to be answerable” such and so many of the debentures upon the Forfeited Estates in Ireland as shall then be remaining in your hands out of the 6,152l. 19s. 6¼d. of such debentures received by said Howe from Lady Katherine Jones, executrix of the late Earl of Ranelagh, and the further sum of 480l. 17s. 7¼d. which said How is to receive in the like debentures from Auditor Harley [see supra, pp. 365–6]. Royal warrant dated Windsor Castle to the Duke of Shrewsbury, Lord Lieutenant of Ireland, to place on the list of French pensions on the Establishment of Ireland five Captains, four Lieutenants and one Ensign as follows as in the capacity they last served in: it being certified by Richard Hill, late Envoy Extraordinary to the King of Sicily, that they were carried by him into Piedmont in 1703 with commissions of Captains under the Queen's sign manual, and that he did embark them at Nice in 1704 for the assistance of the Cevennois upon a promise that at the end of the war they should be treated and considered as other Officers in our service; and that they did serve during the rest of the war as Officers in the Troops of the said King of Sicily, five as Captains, four as Lieutenants and one as Ensign, and have now made humble application to the Queen for consideration as so promised: to wit Captain the Sieurs Charles De Quinsac, Isaac Croses, David Daripe, Isaac Belloc, Peter La Mongotiere; Lieutenants Abraham de Frangfort, William La Grange, Paul Randon, Gaspard Pandin; Ensign James Dauger. Dormant warrant by Treasurer Oxford to the Commissioners for the Duties on Hides and to Sir William Fazakerly, Receiver General of the Duties on Houses for London, Westminster and Middlesex, to pay 500l. per an. each as salary to the said Commissioners (Richard Shoreditch, William Walbanke, Roger Millart, Justinian Isham, Thomas Legh and Reginald Ryley, who by commission dated 20 Nov. 1713 were appointed Commissioners for the said Duties and also Commissioners for Taxes and for Inspecting House Duties and for bringing in arrears): whereof 200l. per an. out of the Duties on Hides, 200l. per an. out of the Duties on Houses and 100l. per an. out of the Exchequer: as from 1713 Nov. 20: and further to pay the salary of 200l. per an. each for the period 1713 Sept. 29 to Nov. 19 to the late Commissioners for Taxes (viz. William Lowndes to the Commissioners for Disbanding the Marines at Exeter. The late Marine Regiments of Churchill and Goring, which have been ordered to be reduced and made marching Regiments, were directed to be placed on the Irish Establishment from March 25
last, and by two royal warrants were to be paid there from that date to Dec. 24 next according to the said Establishment. I enclose copies [missing] of the said warrants so that, in case any money has been paid to them here upon account since March 25 last which ought to have been answered from Ireland, you will certify same in order to its being demanded from thence.
