My Lord directs 200l. more to Mr. Boit, making 1,600l. as in part of 2,000l. to him for a large picture in enamel of the Queen and her Court "which he shows to my Lord and promises to finish in six months from this time." My Lord directs him to wait on her Majesty with it and acquaints him that he is to be paid no more than this 200l. till it be finished and delivered. |

Sir John Lambert and Mr. Hoare [are] called in and present the following proposal: to wit to supply the Lord Treasurer with their bills on Amsterdam at 2½ uso or for Antwerp at sight for 50,000l. at the [exchange] rate of 10 guilders 8 stivers current money per pound sterling: they to be repaid in money on the 31 March next with interest for the same at 6 per cent. per an., "the South Sea Stock now in our hands remaining with us as a security for the same and your Lordship paying us 50,000l. due to us on our contract of Nov. 27 last together with the interest due on 150,000l. to Jan. 31 inst., which amounts to 1,553l. 6s. 8d." |

My Lord agrees to this proposal except as to the sum of 1,553l. 6s. 8d.
demanded for interest, because the same must be stated by [Mr. Brydges] the Paymaster [of the Forces Abroad] and a regular demand for it made by him [Brydges from the Lord Treasurer] upon the foot of their [the said Remitters'] agreement. |

Ordered that the Remitters do attend next Tuesday morning with proposals for further remittances for Flanders. And their proposal for Lisbon is then to be considered. |

Mr. Cæsar, Treasurer of the Navy, is called in. On his memorial [my Lord] ordered [the issue to him of] 20,000l. for pilots and for bounties to widows and 5,000l. on the head of Victualling for inland bills of exchange: |

and upon the memorial of Sir Roger Mostyn [Paymaster of Marines, my Lord orders] 8,000l. upon account of subsistence and two-thirds pay [of the Marines]. |

Desire Sir Roger to lay before my Lord a more exact state of the pay due to the Marine Regiments. |

Mr. Bridges is called in and his memorial for 312,565l. 2s. 5d. is read. Direct him to send a particular account what remains unsatisfied of the services voted for any year before Xmas 1711; and also an account of what demands are for services not voted; and what tallies or other effects are in his hands for or towards answering the same; and how far the provisions made by Parliament for services relating to the Forces have annually been deficient. |

[My Lord orders a] letter to the Commissioners for Taxes that they take care to prosecute the recovery of the money due from Mr. Albert, late a Receiver of Taxes, at the Queen's charges: but that it be done with as good husbandry as may be and that they forthwith lay an estimate of the said charges before my Lord. |

Sir John Lambert and Mr. Richard Hoare [are] called in and present a proposal dated Jan. 28 and signed by them both to supply the Lord Treasurer with their bills for Lisbon for 25,000l. or 50,000l. at the [exchange] rate of 5s. 3d. per milrei, "your Lordship paying us [for] the same in [ready] money at the delivery of our bills, which shall be payable at 30 days' sight." |

My Lord agrees to this proposal for 25,000l. to be sent to Lisbon by next Tuesday's post, being the 12th inst.: for which the Remitters are to be paid out of the first money that shall come into the Exchequer by way of loan on the Malt Act now passing [in the Commons]. |

Mr. How's memorial is read for 28,562l. 14s. 4d. to carry on the subsistence of the Troops and Regiments [the Guards and Garrisons] under his pay. [My Lord thereupon] ordered that 15,000l. in part thereof be issued out of loans in the Exchequer on the Land Tax anno 1712. |

The Treasurer of the Navy [is] called in and his demand of 30,000l. for the Course of the Navy and 20,000l. for the Course of the Victualling is ordered to be satisfied as follows, viz. by 47,000l., the remainder unapplied of the last 100,000l. advanced by the Bank, and 3,000l. out of loans now in the Exchequer on the Land Tax anno 1712. |

The Governor and several Directors of the Bank are called in. They say the Bank will undertake to give bills to the amount of 200,000l. payable at Amsterdam at 2½ usance and at Antwerp at sight. Only they desire that the first bills for Antwerp may be at half usance: the price to be 10 guilders 8 stivers for the pound sterling. [By way of repayment the Bank] to be paid in ready money or to have a deposit of tallies and orders for principal (with interest at 6 per cent. from the date of the bills) to be satisfied within two months. |

Mr. Brydges is called in. His memorial dated the 9th inst. is read for 15,000l. to be [issued to him to be] paid to Mr. Milner for the value in his bills [of exchange] for Lisbon given about the 10th Dec. last and agreed to be paid [for on] the 10th inst. It is ordered to be issued out of any money in the Exchequer of loans on the Land Tax anno 1712. |

Another memorial [of Mr. Brydges] dated the 8th inst. is read relating to the Earl of Portmore's refusing to give in lists of the effectives according to her Majesty's Instructions. It is ordered to be sent to the said Earl for his consideration. |

Another memorial [of Mr. Brydges] dated the 29th Jan. last is read proposing that some persons be appointed for the future to examine and inspect into the equity of all demands for her Majesty's share of Extraordinaries of the war in the Low Countries, heretofore adjusted and paid on Monsieur Slingerland's certificates. It is ordered to be transmitted to Mr. Secretary St. John to move her Majesty that Mr. Watkins, who is now in her [Majesty's] service at the Hague, may be ordered to do this business and receive his instructions accordingly. |

Another memorial [of Mr. Brydges] dated the 5th inst. is read for paying to the Regiments in Portugal the sums due for the extraordinary charge of their bread and forage. It is agreed to, "taking care an exact account be kept of this extraordinary charge, so as her Majesty may reprise the same out of the King of Portugal's subsidy in case it shall be thought reasonable." |

Another memorial [of Mr. Brydges] dated the 2nd inst. is read for 390l. included in the Extraordinaries anno 1711 to make good the loss of horses sustained by the Earl of Stair and Lieut. Gen. Ross in action: as also a memorial [from Mr. Brydges] of debts due to several merchants out of the King of Portugal's subsidy. My Lord says it must be seen what provision the Parliament will make for extraordinaries and [for] subsidies before anything can be ordered for those services. |

Another memorial [of Mr. Brydges] dated the 12th inst. is read for 2,118l. 14s. 8d. to pay the widows of Officers on their allowances to Dec. 22 last on the Establishments for Spain and Portugal. [It is ordered] to be considered when a Distribution is made of the tallies on the Duties on Malt anno 1712. |

[Write] to Lord Lansdown to prepare a [royal] warrant for authorising Mr. Brydges to make the deduction of 2½ per cent. from the Foreign Troops in her Majesty's pay and to surcharge himself with the same. |

[My Lord orders the] issue of 52,062l. 18s. 4d. to Mr. Brydges out of loans on the Land Tax anno 1712: whereof 50,000l. [is] to pay the Remitters for their bills given on or about Dec. 18 last at 10 guilders 10 stivers per pound sterling for the service of the Forces in Flanders; and 2,062l. 18s. 4d. is to pay interest to the said Remitters for interest of money [due to them: to be paid to them] when the account shall be stated. The account of interest [is ordered] to be referred to the Comptrollers [of Army Accounts] to state. |

[My Lord directs the] issue to the Cofferer [of] 4,000l. out of the Civil List money: to wit 1,600l. forthwith and 2,400l. by 600l. a week for four weeks: [and is] to answer Mr. Heyman's bills of exchange for wines bought at Bordeaux for her Majesty's service. |

My Lord agrees that for supplying the service in Catalonia in so necessary a part as paying subsistence to the Troops in her Majesty's pay according to their effectives, Mr. Brydges do give order to his Deputy there to take up a sum not exceeding 50,000l. at a rate of exchange not exceeding 4s. 9d. per piece of Eight: and [for repayment thereof] to draw bills [on said Brydges] for the same at 30 days' sight or more according to the practice in that case. |

Direct Mr. Brydges to pay 2,000l. on account of the King of Portugal's subsidy to Don Luis da Cunha, his said Majesty's Envoy here: out of any the tallies in his [Brydges'] hands on the fonds for the year 1711: [on condition of] the said Envoy allowing in his receipt the advantage of exchange in further discharge of the said subsidy: to wit the difference between 5s. 2d. the milrei (the present rate of exchange) and 6s. a milrei, the rate her Majesty pays her Troops in Portugal. |

When he sees the account of tallies remaining in Mr. Brydges' hands my Lord will consider Mr. Brydges's report on the memorial of the Earl of Stair and Col. General Ross for 1,205l. 11s. 3d. to make good the charge of their dry forage in the campaign anno 1710. |

Direct Mr. Brydges to be here on Tuesday next in the forenoon with a state of the bills of exchange from Spain and Italy that (according to the scheme agreed for their payment) are now to be provided for. |

Mr. Merrill [is] called in and Mr. How's memorial is read for 34,833l. 12s. 2d. for a month's subsistence to the Troops [Guards and Garrisons] under his care of payment. My Lord orders that the said sum be issued out of loans to be made by Mr. How on the Duties on Malt anno 1712: and Mr. Merrill proposed [to my Lord] to obtain a loan from the Bank to pay the said subsistence [said loan to be] of about 30,000l. for three months and to make a deposit of these [Malt] tallies for their [the Bank's] security: to which my Lord agrees (struck through) of the said sum for two months upon a deposit of the said tallies and orders for securing the repayment of the principal together with interest for the same at the rate of 6 per cent. per an. from the time of advancing thereof: to which my Lord agrees. My Lord agrees that it be paid out of any the tallies in Mr. Brydges's hands that may be applied towards subsidies: the interest incurred on the tallies
from the dates [of the tallies] to the day of payment [is ordered by my Lord] to go towards the said sum of 491l.; and Mr. Brydges to surcharge himself with the said interest accordingly. Ibid., p. 140. |
