The Treasurer of the Navy is called in. His memorial is read. [Thereupon my Lord Treasurer] ordered 16,123l. 3s. 11d. out of any money in the Exchequer of this year's funds: [and is intended for the following services]: viz.

out of the like money 1,672l. 15s. 3d. (making with the above a total of 17,795l. 19s. 2d.) and is to satisfy a bill of charges relating to the execution of the Commission for taking subscriptions to the South Sea Stock.
Mr. Brydges [is] called in. His memorial is read concerning the clearings due to the several Regiments ordered to be reduced in Spain and Portugal. [Hereupon my Lord Treasurer] ordered that Mr. Brydges do make a memorial for so much as will redeem sufficient of proper tallies from the Bank as will satisfy the said clearings.
On reading his memorial for money for disbanding several Regiments in Flanders my Lord directs Mr. Brydges to take care that the 14 days' pay to be allowed the private men disbanded be paid only to such of them as are not immediately incorporated into other Regiments. Ibid., p. 246.

The Secretary at War is called in. His proposal of an Establishment for the Garrison of Dunkirk is read.
[Write a] letter to Mr. Watkins to enquire what bread was delivered to the Troops by the contractors to the time that orders were given by the Duke of Ormonde (or otherwise) not to deliver any more to the Foreign Troops that refused to obey the Duke of Ormonde.
[Write a] letter to the Board of Ordnance that they should take care in all cases that may offer to make what savings they can for the public by reductions or otherwise, and where occasion may require, that they make the proper representations to my Lord Treasurer for such directions as may be necessary for him to give in relation thereunto.
Mr. Brydges [is] called in. His memorial is read praying directions how the Foreign Troops [part of the Allied Forces and who are] prisoners in Spain are to be subsisted after the exchange of the British Troops [prisoners]. My Lord says they are to have a month's pay given them and the Queen is to be at no further charge [on that score].
[My Lord directs] 55,000l. to Mr. Brydges out of this year's funds to redeem 60,200l. in Malt tallies anno 1711 deposited with the Bank.

The Customs Commissioners [are] called in. Their several reports and papers are read and minutes are taken thereon [and are endorsed thereon].
My Lord orders that the 6,000l. a week shall be continued to be issued to the Treasurer of the Navy for Recalls, till further order.
Mr. James Milner's proposal for supplying 40,000l. for her Majesty's service at Lisbon is read and agreed to as follows, viz. to supply as far as 40,000l., if required, in Lisbon, viz. by bills at 58 pence per milrei for 25,000l. (whereof 5,000l. at sight and 20,000l. at 30 days' sight): he to be paid [for same] in present money: and credit for 15,000l. on three principal houses at Lisbon by 5,000l. on each [of them] to supply that sum to Mr. Morrice and to be left to Mr. Morrice to agree the rate of exchange [for the 15,000l. return bills which the said three houses are to draw on Mr. Brydges for their own repayment]: that 20,000l. South Sea Stock be transferred to him in his own right as a security for the payment of the said 15,000l. bills which are to be drawn at 30 days' sight on the Honble. James Brydges. Esq. Sir Thomas Frankland and Mr. Evelyn [the Postmasters General are] called in. Their reports and representations are read and minutes [are] taken thereupon [and are endorsed thereupon].
[My Lord orders a direction] letter [to the Auditor of the Receipt] to issue 25,000l. to Mr. Brydges out of this year's funds; to be by him paid over to Mr. Milner for so much by him given in bills on Lisbon at 5s. 8d. per milrei according to the agreement made with him yesterday.
[And a like] letter to issue 1,829l. 6s. 0d. more to same out of the like funds for services as follows, viz.:

Mr. Auditor Harley, Mr. Borret and Mr. Sloper [are] called in. A memorial from Lady Katherine Jones is read relating to the late Earl of Ranelagh's accounts. Mr. Sloper is [by my Lord Treasurer] directed to bring a state of the case with respect to the personal estate of the said Earl by Tuesday next and then my Lord will refer it to the Attorney General.
Mr. Borret is [directed by my Lord Treasurer] to attend the Chancellor [of the Exchequer] for his warrant of extent against the executors of William Harbord, deceased, late Paymaster of the Forces in Ireland, and with a state of the supers contained in the said account.
[My Lord directs] 600l. to be paid to Mr. Sloper by the hands of Mr. Compton: for her Majesty's special service.
The Auditors of Imprests and Comptrollers of the Accounts of the Army are [directed by my Lord] to consider of proper instructions to be given to the person to be sent to New York for examining all accounts in those parts relating to the Canada Expedition.
A memorial of Sir John Lambert dated the 8th inst. is read about a remittance for Port Mahon and [likewise] one from Mr. Milner; and it appearing that Sir John's is a penny better for the public than Mr. Milner's my Lord agrees to the [proposal of the] former as follows, viz. to remit and give his bills payable in Port Mahon, 10,000l. in the month of October, 10,000l. in the month of November and 10,000l. in the month of December, making 30,000l. in all, at 56 pence sterling per dollar or piece of Eight, to be paid in pistolls computed at four pieces of Eight [per pistole] "as usual or the value of the same: [by way of repayment] your Lordship paying me in [ready] money at the delivery of my bills."
[Write a] letter to Mr. Milner to make a proposal on Tuesday morning next for remitting 50,000l. to Antwerp for the service of the Troops in the Low Countries, 25,000l. thereof at 15 days' date and 25,000l. at uso.
Send to the Commissioners for Stating the Debts of the Army, Sick and Wounded &c. [for their consideration and report] the papers of demand of the Commissioners for Sick and Wounded.

Aug. 12. Present: Lord Treasurer, Chancellor of the Exchequer.
Lieut. Gen. Webb, Mr. Brydges and Mr. Lyn are called in. Lieut. Gen, Webb proposes that what recruits are to be sent to Dunkirk may most properly be sent from Portsmouth by sea because the place [Dunkirk] is very sickly and if the soldiers are to march from any distant places they will desert. My Lord [Treasurer] proposes that a General Officer do attend the Disbanding, one in the west and another in the north. The Lieut.-General thinks that will be proper. (The marginal entry of this minute is as follows: about sending recruits to Dunkirk and Disbanding in England.)
My Lord agrees, upon reading the Instructions for the said General Officers [relating to the Disbanding] that they [shall] have directions to cause drafts to be made out of the Regiments [which are] to be broke not exceeding 250 men each for recruits for the Garrison of Dunkirk and [for] the Army with the Duke of Ormonde in Flanders.
[My Lord directs] the arrear of the weekly sum to the Privy Purse to be paid to-morrow.
Mr. Milner [is] called in. His proposal for [furnishing exchange to the amount of] 50,000l. at Antwerp is read and also one from Mr. Pelts, and it appearing that Mr. Milner's is most for the advantage of the public my Lord agrees to it as follows, viz. to furnish bills on Antwerp for the service of her Majesty's Forces in Flanders, 10,000l. at two days' sight, 15,000l. at 20 days' date and 25,000l. at 30 days' date, making 50,000l. in all, at 10 guilders 10 stivers current money of Brabant, agio at 8⅓ per cent. [and by way of repayment to the said Milner] the value to be received here [in ready money] on delivery of the bills: the two first [lot of] bills for 25,000l. to be given to-night and the last for 25,000l. to be given on this day sevennight.
[My Lord directs the issue of] 9,815l. 3s. 8d. to the Treasurer of the Navy: out of any money of this year's funds; and to be paid over to Sir Roger Mostyn, Treasurer and Paymaster of the Marines, towards carrying on the subsistence of the Marines on shore to June 24 last according to the musters that have been taken of them.
[Likewise] 65,000l. to the said Treasurer of the Navy: out of the said funds: to be paid by 6,000l. a week in ten weeks and 5,000l. in the then next subsequent week: [and is] to carry on the Recalls and is to complete a memorial or demand from the said Treasurer of the Navy for 71,000l. for that service.

Mr. Cæsar, Treasurer of the Navy, [is] called in. His memorial is read and thereupon my Lord ordered the issue of 31,000l. to him for uses therein mentioned.
Mr. Merryll [is] called in. His memorial for half pay to the Officers of the Regiments of Brigadier [Hugh] Windham, Sir Cha. Hotham and the Marquis of Montandre [is read and thereupon my Lord] ordered 300l. upon account of half pay to the Officers of each of the said three Regiments, or in all 900l.
Mr. Sloper and Sir John Lambert [are] called in. My Lord orders 10,000l. to be issued to Mr. Brydges out of the money of this year's funds: and is to be paid over to Sir John Lambert for so much given by him in bills payable at Port Mahon in Oct. next at 56 pence per dollar according to his agreement of the 8th inst.: and the rest of the 30,000l. is to be remitted and paid for, to wit 10,000l. on the 13th Sept. and 10,000l. on the 13th Oct. next.
[My Lord orders a direction] letter for issuing 28,939l. 9s. 3½d. to the Treasurer of the Navy: out of the Lottery money: and is to be paid over to the Treasurer for Sick and Wounded to satisfy bills of exchange drawn on the Commissioners for Sick and Wounded from Lisbon, Gibraltar, Port Mahon, Jamaica, Malaga, Bilboa, Leghorn, Kinsale, Cork, Guernsey and Jersey: whereof three fifths is to be placed [charged] to the head of Wages and two fifths to the head of Victualling. Upon reading the demands of Mr. Howe's executors for his extraordinary disbursements as Envoy to Hanover, exceeding the Regulation [of ambassadorial extraordinaries], my Lord resolves that no consideration can be had of such demands till the ordinary and extraordinaries to the [whole body of the] foreign ministers within the Regulation are all paid.

Aug. 19. Present: ut supra.
Mr. Brydges [is] called in. His memorial is read in relation to the Battalion of Ottingen. My Lord orders that Mr. Brydges do signify to his Deputy that he should pay them to the 23rd Aug. inst. but that her Majesty is to be at no further charge for the said Regiment. Signify this to Mr. Watkins and what Lord Strafford has written concerning it.
[Write to the Principal] Officers of the Works that there are divers of the Rolls or Records in Chancery to be now removed to the Tower and reposited there and that they do forthwith attend the Master of the Rolls to know what room will be necessary to be fitted up for their reception and to lay an estimate of the charge thereof before my Lord as soon as they can.
Write to Mr. Howe and the rest of the Commissioners for Chelsea Hospital to consider and lay before my Lord such a scheme for reducing the charge of the Invalids in such manner as may bring the same within the sum of 60,000l. voted by Parliament for them.
Sir Theodore Janssen is called in and his proposal for remitting 213,333⅓ Crowns to Turin is read as follows, viz. to give his bills for Turin payable at 60 days after date for 213,333⅓ Crowns of 82 sols each, money of Piedmont, at the rate of 57¾ [pence sterling] per Crown; to be [re]paid for the same in [ready] money "or if it be more acceptable to your Lordship out of the second payment of the Classical Lottery, hoping that in this last case your Lordship will please to give directions for my payment upon the delivery of my bills."
My Lord Treasurer agrees to this proposal in manner following, viz. that Sir Theodore do give his bills as is therein proposed on Friday next and shall thereupon have a direction for his [re]payment to be made on the 12th Sept. next out of the money of the Classis Adventure.
Send to Mr. Borrett the affidavits concerning Dr. Chase in relation to the killing her Majesty's venison in Windsor Forest and direct him to advise with the Attorney General about the effectual prosecuting of the said Chase.
The Treasurer of the Navy is called in. [Write a] letter to the Commissioners of Sick and Wounded for a state of the affair [cost &c] of the prisoners at war [enemy prisoners in Great Britain] and how the Cartell stands between us and France and what they know of one Capt. Dare who (my Lord is informed) was taken prisoner some time ago.
[Write a] letter to Mr. Atterbury to let my Lord know under what Regulation the Messengers of the Chamber are with respect to the letters and despatches they are sent with from time to time, to wit whether they have not directions to stay till the answers are despatched for them to bring back or what other rules they are [under order] to observe. Mr. Cæsar, Treasurer of the Navy, is called in. His memorial is read. [Thereupon my Lord] ordered 95,000l. to him out of the Lottery money in the Exchequer, to wit 30,000l. this week, 30,000l. next week and 35,000l. in the subsequent week: to be applied to the following services: viz.

The Duke of Argyll comes in. The minute relating to remittances to Port Mahon is read. The Duke thinks the provision is not sufficient to carry that Garrison to the end of the year in regard the computation was made on a supposition that four Regiments only would be established for that Garrison: whereas his Grace thinks 'tis intended to have at least five Regiments there; and that it is absolutely necessary they should have a monthly provision always beforehand.
Mr. Brydges is [by my Lord Treasurer] directed to make a new state of the charge of that Garrison upon the foot mentioned by the Duke of Argyll and then my Lord will consider of making a further remittance to Port Mahon if it shall then appear to be needful.
[My Lord orders] 400l. to Mr. Drift: [to be paid on a royal warrant] [addressed] to Mr. Compton [the Paymaster of the Queen's bounties &c.].
Mr. John Bishop, bookbinder at Mr. Keteler's near the Seven Dials in St. Martin's Parish, attending pursuant to an advertisement in the Gazette, is called in and his proposal or discovery of frauds in waste of stores at the Excise and Customs in relation to selling the old books of their officers, is read. My Lord says he will cause enquiry to be made into the matter and then send to him again.
Mr. Brydges is called in. His memorials are read and minutes [are] taken thereon [and are margined or endorsed thereon].
Mr. Hawes [is] called in: and upon reading a memorial which he presented from the Treasurer of the Navy my Lord ordered the issue of 43,700l. [to the Navy Treasurer] out of the money of this year's funds: to be charged on the head of Wages and to be for easing the growing charge of the Navy, viz. for paying off and putting out of pay the Speedwell prize (6,000l.); the Cambridge (12,500l.); the Firm (3,300l.) and the Warspight (21,900l.), making in all the said 43,700l.
[Write to the Principal Officers of the Ordnance a] letter for repaying to the Board of Ordnance and their inferior officers the sums paid by them for the taxes on their respective salaries anno 1711.
[Likewise to the Navy Commissioners a like] letter for repaying to themselves and their clerks the sums by them paid for taxes on their salaries in 1710 and 1711.

[Write a] letter to Mr. Brydges that out of the 6,500l. tallies of loan dated 1 Sept. 1710 on the Candle Duty anno 1710 now remaining in his hands and out of the interest incurred thereupon to 23 Dec. 1710 he should pay as follows: viz.

Memorandum Mr. Brydges' memorial mentions that this arrear of subsistence was occasioned by these Regiments being taken prisoners so that their accompts could not be stated by the Deputy Paymaster in Spain.
[Write a] letter to the Comptrollers of Army Accounts transmitting the draft of a warrant prepared by the Secretary at War for the charging the revenues in Ireland with the pay of such Regiments, prisoners in Spain, as are to be transferred to that [Irish] Establishment: together with a computation made by Mr. Brydges of the sums due to the said Regiments both here and in Spain to the 23rd August inst.: all which they are desired to peruse and make such alterations or amendments thereunto as they shall think proper and report as soon as conveniently they can. The Board of Ordnance [are] called in. Upon reading their memorial my Lord orders 25,000l. to them out of Lottery money in the Exchequer: half for sea service and half for land service of the Ordnance.
[My Lord directs a] warrant to Mr. Compton for paying 660l. to Mr. Arthur in satisfaction of a bill of exchange drawn upon my Lord Treasurer by Mr. Prior from Paris for her Majesty's especial service. Ibid., p. 264.
