T. Harley to the Attorney General. The Queen has referred to my Lord Treasurer the report of the Commissioners for Trade on the memorial of William Penn, Proprietor and Governor of Pennsylvania, proposing from the motives and inducements therein mentioned to surrender all the powers of government [in Pennsylvania] wherewith he is invested and to deliver the same entirely into her Majesty's hands. I enclose said report with the copy of the grant from Charles II [both missing]. Please peruse same with such other papers or evidences as you shall think necessary to be produced by Mr. Penn and when you are fully satisfied as to his title please prepare the draft of a surrender to her Majesty and lay same before my Lord with your observations. I have read to my Lord your report of the 5th inst. on the value of the two Riall pieces of King Charles "and his Lordship was thereupon pleased to direct that you consider and frame some scheme or method for comparing or adjusting the value of the said money as may be useful to the gentlemen who are going as Commissioners from her Majesty to inspect into the affairs in Spain &c., it being part of their instructions to enquire and charge the Paymasters with the difference between the value of the species which they receive for the Forces there and the value of the species in which they pay the said Forces; and also the profit which has been made by recoining money of a better into a worse species." The present lease is to be for 31 years from 29 Sept. 1710 at the ancient yearly rents of 14s. 5½d. for the arable and waste land and 4l. 10s. 0d. for the ferry and without fine in consideration of the charge the lessee is to be at in making a new substantial ferry house and providing sufficient boats and other tackle for the service of the said ferry. |
