In reply to your memorial of the 15th concerning the Commission for purchasing lands for fortifying Portsmouth, Chatham and Harwich harbours the Lord Treasurer has appointed a meeting of the Commissioners as you desire. You are to offer the proprietors by way of payment such tallies on Low Wines or Continued Impositions as are in your Office for that purpose. I have read to my Lord your report on the petition of several persons who by covenants have united their estates consisting chiefly in moneys payable at the Exchequer and praying to be incorporated: and also the heads proposed by you for a charter for making such incorporation. Treasury reference to the Comptrollers of Army Accounts of the petition of Lord Portmore, General Stewart and Lord Tyrawley praying removal of the respits on their several Regiments and that their offreckonings may be cleared to enable them to clothe and settle the debt on their offreckonings. Same to same of the petition of the Officers of the First Regiment of Guards shewing that the greatest part of the said Regiment was lost in the battle of Almanza and the remaining Officers being ordered to recruit the Battalion they received 3l. a man for levy money, but by reason of the said remaining Officers and men being on board coming for England no muster was taken of them from 25 Aug. 1707 to 24 Oct. 1707 and they were allowed no pay for that time; upon their application for same it was thought that her Majesty's warrant was sufficient to allow it: therefore desiring directions accordingly "in regard of the necessities there are for the allowances of the said pay." William Lowndes to the Revenue Commissioners, Ireland, to report what the Alnage Duties in Ireland have produced yearly for seven years last past, for what term the same are in grant, and what it may be reasonably worth if her Majesty should think fit to direct the purchasing thereof for the benefit of the Crown. Warwick (who died about Dec. 1709, in arrear 9,552l. for Land Tax and 1,019l. for Window Tax), shewing that they have paid 3,800l. (the sum of said Receiver's personalty) towards discharge of his debt to the Crown and have secured purchasers for his lands: therefore praying that the Queen's title to said lands [as escheated] may be granted to trustees for sale thereof. It is represented to my Lord by the Stamps Commissioners that [playing] cards imported do not come under their cognizance but pay as Subsidy goods inwards and consequently will be dispersed indifferently with those made in Great Britain and thereby occasion unavoidable frauds in the Duty and that they have no remedy against this unless you detain all imported cards and dice till the same be marked or stamped in as secure a manner as those made in Great Britain. June 30. Same to Mr. Manley concerning the renewal of the grant to Mr. Hill and his wife of Arkingarthdale Forest. Please enquire whether the Queen has any profitable title to the premises and the best means to make same good. The Lord Treasurer desires an account in writing of the state of the records in your Office [of Surveyor General of Crown Lands] and how any of those which are wanting may be recovered, and how to secure them for the future.
