Dec. 21. Confirmation by the Treasury Lords of a dormant warrant dated 1704 Nov. 14 by the then Treasurer Godolphin to Edward Wilcox, Surveyor General of Woods Trent South, for payment of the salaries of the underkeepers, detailed, of Windsor Little Park, ut supra, Calendar of Treasury Books, Vol. XIX, p. 412: to a total of 65l. per an. Money Book XVII, p. 270.
William Lowndes to the [exchange] remitters. The sum of 36,504l. 18s. 9d. remains still to be remitted out of the 350,000l. agreed for by you for the services of the Forces in Flanders. The Treasury Lords desire you to give your bills for that amount to Mr. Brydges to be sent by to-morrow night's post, viz. 5,500l. on Antwerp and 31,004l. 18s. 9d. on Amsterdam. And in regard the tallies on the General Mortgage anno 1710 which were to be part of the deposit for the said 350,000l. do lie in the Bank of England and elsewhere as surplus deposits, my Lords desire you to accept in lieu thereof a deposit of 43,800l. of tallies as follows viz. 6,804l. 5s. 3¼d. on the Candle Duties anno 1710; 36,995l. 14s. 8¾d. on the Land Tax 1710. Treasury reference to Baron Scrope of the petition of Jo[h]n Braint, Provost of the Moneyers of the Mint in the Tower, shewing that there is due to them for the recoinage of the money in Scotland upon occasion of the Union 2,700l. 5s. 3½d. to the satisfaction of which the Coinage Duty (out of which all the expenses of the kind in England are borne) is not applicable: therefore praying relief. Money warrant for 135l. 0s. 8d. to John Caswell, merchant, in satisfaction of a bill of exchange drawn by Francis Nicholson, Governor of New England, upon Sidney, Earl of Godolphin, for the charges of subsisting the four Indian Sachems whilst at Boston in New England and in their journey from thence by land to Albany in New York, and likewise for the transportation of their goods and equipage to New York. My Lords are acquainted by Mr. Micklethwaite, your Paymaster of the Transports, that 3921l. 8s. 4½d. is come into the Exchequer [and lies there appropriated] to pay off all the remainder of the tallies on the Land Tax anno 1708 which were put into his hands for the service of the Transports [in that year]. William Lowndes to Baron Scrope to report on the enclosed petition [missing] of Sir Robert Forbess (Forbes) praying that the records in his custody as late Clerk of the Privy Council in Scotland may be delivered over by him to the Lord Register or otherwise as shall be thought fit: and that he may be considered for the loss of that employment since the Union. Same to the Admiralty Commissioners. By order of the Treasury Lords the Navy Commissioners have prepared some accounts to be laid before the House of Commons pursuant to the Address of the said House. Treasury reference to the Agents for Taxes of the petition of Thomas Lloyd, late Receiver General of Taxes for Cos. Chester, Denbigh and Flint praying payment of 1,333l. 19s. 0d. for his extraordinary expenses in his receipt from 1704 to 1707. Reference Book VIII, p. 434.
Same to the Auditors of Imprests of the petition of Thomas Addison et al., late Commissioners for Sick and Wounded, shewing that 2,266l. 19s. 5¾d. is charged on them at the foot of their final account by reason of several articles disallowed without their being heard; and praying reconsideration of their reasons for said allowances; as also of 201l. 2s. 0d. for the charges of passing their said account, as also 5,681l. 5s. 0d. for salaries and compensations to them for the six years they served constantly. Same to the Postmaster General of the petition of Eleanor Goddard, widow, shewing that her husband, Richard Goddard, has a salary of 12l. per an. payable out of the Post Office in Scotland as a letter carrier and that since his death she has continued to perform the said business but never received any pay: therefore praying her arrears. Same to the Agents for Taxes of the petition of Laurence Ambrose, Receiver General of Taxes for Co. Berks, praying allowance of 260l. 10s. 0d. for his extraordinary charges in his receipt for several years up to Lady day 1699. Ibid., p. 435.
Dec. 22. Same to the Customs Commissioners of the petition of John Lacheur for a reward for discovering several frauds in the Customs. Ibid.
Same to the Stamps Commissioners of the petition of William Frankland, Receiver General of Stamp Duties, for an additional allowance for the Duties on Clerks and Apprentices; which Duties have increased his pains, care and hazard. Ibid.
Same to the Comptrollers of the Accounts of the Army of the petition of Lieut. Gen. Farrington and Lord Mark Kerr shewing that their Regiments being ordered abroad there was added to Farrington's Regiment a nineteenth Company of 56 men and six men to each of the 12 Companies of Lord Kerr's Regiment; that Farrington's was drafted out of the Marquis de Montandre's and Col. Windsor's Regiments for which levy money was directed for 51 men at 4l. a man out of the subsistence from 1709 Sept. 20; that the said men are on the Establishment from 21 Dec. 1709 though not added before 24 June 1710, nor any subsistence paid since this addition though mustered in the Regiment: therefore petitioners pray payment of the levy money to Farrington's Regiment out of the savings of the Establishment " and that Mr. Howe, under whose care [of pay] both Regiments are, may be [directed by my Lords that the said men be] subsisted by him from the time they stand on the muster rolls." Treasury warrant to the Auditor &c. of the Receipt to take in loans at 6 per cent. on the Land Tax anno 1711 [as by the Act 9 Anne, c. 1] to a total not exceeding 1,880,000l. including the loans remaining unrepaid at Dec. 21 inst. on the several Land Tax Acts for 1706, 1707 and 1708 as mentioned in the Act for the said Land Tax. Treasury reference to the Customs Commissioners of the petition of George Mason of Bristol, merchant, shewing that 612l. 8s. 7d. is demanded of him for interest on his tobacco Duty bonds: and praying discharge thereof in regard that upwards of 1,000l. remained in the hands of the late Collector a long time for the [drawback] half subsidy and other Duties on his debentures, with which [money] he would have discharged the said bonds. William Lowndes to the Navy Treasurer. It is the Treasury Lords' pleasure that none of the tallies and orders which were last struck in your name for 100,000l. on the Land Tax anno 1711 [see supra, under date Dec. 22] be applied or disposed of [by you] to any use whatsoever without their Lordships' particular directions in that behalf.
The like letter to Mr. Howe concerning the like tallies for 50,000l.

John Williams, for many years commander of a Customs sloop, but being advanced in years and impaired in health prays to exchange places with one Whetham, a Queen's waiter Bristol port, whose place being held by patent from the Queen the patent must be revoked. William Lowndes to Mr. Brydges. The outpensioners belonging to Chelsea Hospital called the twelvepenny outpensioners have prayed payment of the arrears due to them. Please consider their petition and give my Lords an account of the deductions by way of poundage from the Forces under your pay and how the same has been applied. Out Letters (General) XIX, p. 282.
Treasury reference to Mr. Granvile, Secretary at War, of the petition of Capt. Geo. Nodes, agent to the late Lord Mordaunt's Regiment of Foot, shewing that Col. Robert Dalzel has by opening the trunks of the Paymaster to the Regiment after the battle of Almanza gotten into his hands 2,530l. 8s. 6d. and by employing one Lieut. Crawley, a person of mean circumstances, to receive the Regiment's money, the said Regiment has been defrauded between 23 April 1707 and 23 Dec. 1709 of 3,579l. 0s. 2½d.: that there remains in the hands of said Dalzel 6,109l. 8s. 8½d.: therefore praying relief as if the Colonel were really dead or supposing he may not live to return. Same to same of the petition of Daniell Combes in behalf of the Officers en second on the Establishment of half pay shewing that their Establishment was long since entered in the Treasury Books: therefore praying payment of 2,000l. for four months' half pay to the 23rd inst. Ibid., p. 436.
Dec. 28. William Lowndes to same to prepare a royal warrant for paying 100l. each to Capt. Thomas Stepney, commander of her Majesty's ship Bedford, Capt. John Smith of the Norfolk, Capt. Richard Arris of the Torbay, and Capt. Stephen Martin of the Russell as a bounty from her Majesty for their care in bringing home a quantity of her Majesty's gold from Portugal. A clause is therein to be inserted that this payment is to be made in regard it had been intimated to the said Captains by the Deputy Paymaster of her Majesty's Forces in Portugal that there would be a reward given them for the said service, but that 'tis not to be a precedent for any Captains of her Majesty's men of war to ask, demand or expect any particular rewards or gratifications on any the like occasions for the future. Dec. 28. William Lowndes to the Customs Commissioners enclosing Lord Dartmouth's letter [missing] explaining how far the former directions ought only to extend relating to persons going into foreign parts without passes. Please direct your officers to govern themselves therein according to her Majesty's pleasure signified in the said letter. Ibid., p. 283.
Treasury reference to Lord Chief Baron Smith of the petition of Charles Hay, riding surveyor in the East District of North Britain, setting forth his services in detecting several frauds and neglects of the officers of the Customs at Prestonpans, being sent upon that affair by the Customs Commissioners of Scotland; in the prosecution of which matter John Hay and Robert Guy, two persons concerned in such frauds, have brought expensive actions against petitioner: therefore praying protection and provision, otherwise the enemies he has made will ruin him, "the person who first gave intimation of the said frauds having been provided for." Same to the Salt Commissioners of the petition of Edward Jackson of Worcester, merchant, shewing that he exported a great quantity of salt in sundry ships to Newfoundland and having sold it all at one time and being obliged to deliver as soon as possible he in ignorance gave bond for the full quantity without stopping his allowance of three bushels per ton according to Act of Parliament and is further obliged to make allowance for waste to every of the said ship's masters and has actually paid Duty for 289 bushels of such waste: therefore prays allowance of the above by the collector of Droitwich. Dec. 29. Royal warrant dated St. James's to James Brydges [Paymaster of the Forces Abroad] to pay 5,924l. 4s. 9d. to Thomas Carbonnel of the city of London, broker, for the charge of discount of 230,000l. Exchequer Bills which were borrowed from the Bank of England for the use of the Forces at several times between May 20 and Aug. 25 last; he having been appointed (with the approbation of the Treasury Lords) to discount for money other Exchequer Bills to enable the Treasury Lords to repay to the said Bank the said sum of 230,000l.: the charge whereof amounts to said sum of 5,924l. 4s. 9d.

Dec. 29. William Lowndes to Mr. Brydges, Solicitor of the Customs. Please inform my Lords if you have received from Mr. Fane of Bristol any account whether he had actually signed a lease to Andrew Rowland of the extended estate in Monmouthshire of John Sansom, late collector of Bristol port. Ibid., p. 283.
Same to the Navy Commissioners to report on the enclosed petition [missing] of divers widows of seamen who perished in the dreadful strom which happened in November 1703, "praying her Majesty's bounty in like manner as others have received [their claims] amounting to about 3,202." What has been done for the rest of the said widows and how has it happened that the petitioners have not had an equal distribution with them ? Ibid.
Same to the Auditor of the Receipt to satisfy out of any Civil List money in the Exchequer the 1,000l. order for the Duke of Newcastle of Nov. 20 last, ut supra, p. 401, instead of out of loans to be made by his Lordship on her Majesty's tin. Ibid.
Treasury reference to the Attorney General of the petition of the [Royal] Africa Company shewing that several persons on pretence of an extent obtained against them by one Thomas Albert, Receiver General [of Taxes] for Co. Worcester, entered their house in Leadenhall Street and possessed themselves of all the petitioners' books and papers by which means they are deprived of all correspondence and their affairs brought into utter confusion: that the said Albert made application to the Lord Chief Baron for an extent, but he refused to grant the same; but the persons who appear in this matter say 'tis granted by the Chancellor of the Exchequer: [further] that they [petitioners] never had any dealings with this Thomas Albert, but find that one Fletcher Albert, brother of the said Thomas, has lately bought up several of the petitioners' bonds and procured them to be changed into Thomas's name on purpose to give a colour of his [Thomas Albert] being a creditor to the petitioners in order to ruin them [by making believe that the Crown is interested, by the said Thomas Albert being a Receiver General]: therefore pray that the said extent may be superseded.
