William Lowndes to Mr. Brydges, Paymaster of the Forces Abroad. By letters of the 24th, 27th and 28th ult. Lord Dartmouth has sent to the Treasury Lords the enclosed extracts [missing] of several letters to him from Mr. [John] Chetwynd, Envoy Extraordinary at Turin, and Mr. [William] Chetwynd, Resident at Genoa, all complaining of the great difficulties they are under by the non-payment of their bills of exchange. Please prepare an answer thereto such as may give them the best assurance possible that my Lords have those difficulties at heart and will endeavour to the utmost of their power to remedy same as speedily as may be. Nov. 1. The Treasury Lords to the Lords Justices of Ireland to remit to the Treasurer of the Ordnance, England, the two first sums of 2,798l. 16s. 8½d. now due and to keep up the subsequent bi-monthly payments to meet the 33,585l. 18s. 6d. for small arms &c. for the new arsenal at Dublin: as by the royal warrant of Aug. 30 last [supra, p. 430]: no part of the said money having yet been paid, so that the gunsmiths are not able to proceed in the making the said arms. Nov. 2. Royal warrant dated Hampton Court to the Attorney or Solicitor General for a great seal for a grant of 3,500l. per an. to Thomas, Duke of Leeds: out of the revenue of the Post Office, as from 1712 June 24, at which time the like grant made to him by Wm. and Mary will expire: the present grant to be for 61 years terminable on the lives of the Queen and of said Duke. Royal sign manual for 260l. to Dr. John Robinson, Dr. in Divinity, "and named by us to be Bishop of Bristol": as in full satisfaction of sundry sums by him expended upon several extraordinary occasions for our service between 1707 April 2 and Oct. 2 as the Envoy Extraordinary to the King of Sweden. Nov. 2. William Lowndes to the Navy Commissioners for an account of the debt to the several heads of expense of the Navy and Victualling as at 1701–2 March 8 and as at 1710 Sept. 29: as also an account of what was voted yearly for Wear and Tear and Wages severally since her Majesty's accession and what has been actually received by the Navy Treasurer on those heads and how much the same has proved deficient of the sums intended for them by Parliament; and what the debts on each head would have been if the whole money voted had been received by the Navy Treasurer: together with a statement of the reasons of the increase of the Navy debt. "My Lords would also have you lay before them an estimate of the Ordinary of the Navy for the next ensuing year." Out Letters (General) XIX, p. 251.

Treasury reference to the Customs Commissioners of the petition of George Russell, merchant, shewing that by a late Act [8 Anne, c. 12] 18 pence per pound is charged on all pepper and that he is possessed of a considerable quantity of Long pepper for which the Custom was paid seven years since; notwithstanding which an officer hath seized the same: that petitioner is advised that the pepper intended to be charged by that Act is such as is used for spice and the pepper seized is only made use of by farriers et al. as a drug and if the Duty be insisted on it will totally prohibit the importation. The Treasury Lords to the Lord Lieutenant of Ireland to remit 18,969l. 3s. 4d. to James Brydges, Paymaster of the Forces Abroad, for so much paid by him in England to the Regiment of Dragoons of Pierce and the Foot Regiments of Mountjoy and Gorges during the respective times they were borne on the Irish Establishment: in accordance with the royal warrants of May 3 last [supra, p. 271] on which no payments have hitherto been made: and many services here in England being exceedingly pressed for want thereof. Nov. 4. Royal warrant dated Hampton Court to James Brydges, Paymaster of the Forces Abroad, to pay 1,000l. a year salary to George Granville as Secretary at War: as from Sept. 28 last: out of moneys arising by the pay deduction of 12d. in the pound: all as granted to the two late Secretaries at War in consideration of the increase of the business of their Office by the length of the war. Same to John Howe, Paymaster General of Guards and Garrisons, to pay [out of the deduction of 12d. per pound on Army pay] 1,000l. per an. to George Granville for his salary and entertainment as Secretary at War and 455l. for the maintenance of his under officers and clerks for his said Office: as from Sept. 28 last. Money warrant for 20,000l. to Lionel Herne and Samuell Edwards as imprest towards paying or reimbursing to the Tellers of the Receipt so much as they have or shall from time to time allow for interest at the rate of 2 pence per cent. [per 100l.] per diem "to payers or lenders at the Receipt of the Exchequer" of Exchequer Bills issued by virtue of the Act [7 Anne, c. 30] for Enlarging the Capital Stock of the Bank of England. William Lowndes to the Treasurer of the Navy. The Treasury Lords are informed that it will at this time be of some advantage to the Course of the Navy to apply thereto the 20,000l. tallies and orders on the twelfth 4s. Aid anno 1709 now in your hands. The said tallies and orders were some time since directed to have money raised on them if and when at par and they being now in so near a course of payment that the issuing them to the creditors can be of no prejudice to the public credit, my Lords therefore agree to the assigning of same to [creditors for account of] the Course of the Navy accordingly, "making interest to commence thereupon from this day." Same to Messrs. Hoare and Company to give bills for 50,000l. to Mr. Brydges, Paymaster of the Forces Abroad (who by a memorial of this day has desired a further supply for subsistence of the Forces in Flanders), to wit 40,000l. on Amsterdam and 10,000l. on Antwerp upon the foot [or exchange rates] of your respective contracts for those places. Please send an account to the Treasury Lords how much of the 350,000l. which you agreed to remit has been supplied including this 50,000l. Ibid.

Nov. 4. Treasury fiat for royal letters patent to constitute Francis Brydges Comptroller of Customs at Newcastle on Tyne port on the surrender of Richard Molesworth. Out Letters (Customs) XV, p. 331.

William Lowndes to the executrix of Sir Thomas Littleton, late Treasurer of the Navy. The Navy Commissioners have represented to the Treasury Lords that 2,905l. remains in your hands applicable to the use of the Navy (to wit 715l. arisen by the sale of old stores and 2,190l. by the sale of tallies and orders for reversionary annuities) and have desired that same may be applied towards answering salaries to the officers on the head of Navy Ordinary due at Michaelmas last. The Treasury Lords desire to know if you [have any] objection to the said desire. Disposition Book XXI, p. 6.
Same to the Treasurer of the Navy. The Navy Commissioners desire that the 3,141l. remaining in your hands arisen from the sale of old stores may be applied towards answering salaries of officers on the head of Ordinary and due at Sept. 29 last. Nov. 7.] Establishment under the royal sign manual for the General and Staff Officers going on the service abroad: it being thought fit to determine the Establishment of the General and Staff Officers for our Forces intended to be employed in the Expedition under Visct. Shannon save and except only as to the following Officers "whom we do think necessary to attend the said Forces now embarked for our service abroad": and is to commence as from Nov. 7 inst. from which time the said former Establishment is to cease." Royal warrant dated Hampton Court to the Clerk of the Signet for a privy seal for a discharge to Henry De Grey, Duke of Kent, as late Lord Chamberlain of the Household, for 1,053 ounces of white plate (which at 6s. 8d. the ounce comes to 351l.) delivered to him out of the Jewel Office by indenture dated 1704 May 3, no part whereof has been returned to the said Office. Please cause such an account to be made and sent to my Lords of what the pay of the non-effectives of the Troops lately under your command in Spain and Portugal amounted to during your command, and the uses to which the money [saved thereby] has been disposed and how much if any thereof now remains unapplyed. I had the honour of your Grace's letter of the 10th inst., new style, concerning the forage for the Troops in the ensuing winter quarters and took the first opportunity I could to lay it before the Treasury Lords and they have ordered bills for 15,770l. 18s. 7d. as above for the advance of 162,445 guilders 12 ½ stivers at the rate of 10 guilders 6 stivers to a pound sterling, which you inform my Lords is to be advanced to the contractors on their signing the contracts "and is according to a computation made thereof by Mr. Brydges from the papers sent hither, by Mr. Cardonel on that subject."
