Warrant by Treasurer Godolphin to Robert Walpole, Secretary at War, to prepare a royal warrant for paying the Captains of the four Companies at New York 703l. 3s. 0d. for the twopences which have been deducted from their personal pay for the offreckonings of every defective man on the muster rolls of their respective Companies from 25 Dec. 1703 to 23 Dec. 1707: to be paid out of the money saved by the respits on the said four Companies: and likewise (out of the same savings) to pay 302l. 2s. 0d. to a chaplain, surgeon, storekeeper, armourer, gunner and four matrosses established at New York, to clear them on their respective allowances from 1703 Dec. 25 to 1707 Dec. 23: it appearing from the report as follows that the fund out of which they should have been paid (to wit the profit of exchange on money remitted to New York for the said Companies) fell short of answering their said allowances within the said time by the said 302l. 2s. 0d.

Prefixing: report by J. Howe [Paymaster General of Guards and Garrisons] and Thomas Broderick [as one of the Comptrollers of Army Accounts] on the representation of Sir Jeffrey Jeffries in behalf of Capt. Mathews and other three Captains of the said four Companies complaining of hardships relating to the said Companies. It appears by the agent's certificate that 78l. 2s. 3d. has been charged to each of the said Captains for arms sent to New York for the use of their Companies, which Sir Jeffrey Jeffries alleges the Captains affirm were not delivered to them, being kept by my Lord Cornbury as stores for the citadel. If proved by authentic certificates this item should be allowed. The sum of 312l. 9s. 0d. has been stopped on account of it. |

On examining the accounts of the said Companies we find that 3,515l. has been deducted out of their pay as respits between 25 Dec. 1703 and 23 Dec. 1707. Of this sum there has been removed by several warrants for levy money and pay of recruits the sum of 1,676l. 10s. 0d. “which being no relief to the Captains in relation to the twopence a day per man deducted from their personal pay for the offreckonings of every man defective on the muster rolls, which their distance from England makes it impossible for the Officers to complete as their men die or desert” we think they should have the same allowance of the neat offreckonings of their respited men as was granted in the like case to Brigadier Handasyde's Regiment, out of the savings by respits. This amounts (without deduction) to 703l. 3s. 0d. for the said time for these Companies. |

It further appears by the Agent's certificate that there is an establishment for a chaplain, surgeon, storekeeper, armourer, gunner and two matrosses amounting to 1l. 2s. 2d. a day, who are not provided for by the establishment of the Companies but are to be paid out of the [gain by the] exchange on the remittances to New York. The [said exchange] allowance of 10 per cent. from 1703 Dec. 25 to 1707 Dec. 23 falls short of paying this establishment by 302l. 2s. 0d. Appending: (a) petition of Capt. James Plunkett praying payment of an arrear of 156l. 13s. 4d. for his personal pay in the Marine Regiment late under the Marquess of Carmarthen in which he served from 1690 to 19 May 1699 at which time it was broke; that he was two years in the Straits where he was extremely troubled with the flux; was 18 months in the West Indies with Admiral Nevil and was there seized with the plague and in his absence the Lieutenant who had the management of petitioner's Company received levy money for recruits and made away with the same, ran him[self] much in debt and went off, so that at his [petitioner's] return he was obliged to raise the Company anew at his own charge and being oppressed with debts and sickness he was obliged to part with his Company to discharge his impatient creditors and has been for eight years under the hands of physicians: therefore prays payment of the above arrear.
