July 21. Letter of direction for 4000l. to Visct Ryalton, Cofferer of the Household: out of Civil List moneys: same being to be applied towards making provision for the entertainment of the Queen of Portugal & her retinue in her voyage from Holland to Lisbon, according to a memorial from the Board of Greencloth to the said Cofferer. July 22. Dormant money warrant for 500l. per an additional salary to John Scroope, one of the Barons of the Exchequer Court in Scotland, in regard of his having left his practice here: together with money warrant for 125l. to him for last June 24 quarter hereon & thenceforward quarterly: as by the royal warrant of July 19 inst, supra, p. 327. J. Taylour (in the absence of William Lowndes) to the [Principal] Officers of the Mint to report on the enclosed memorial [missing] relating to her Majesty's Mint at Edinburgh, see infra, p. 338. Out Letters (General) XVIII, p. 444.
Same to the [Principal] Commissioners for Prizes to report on the enclosed letter from Mr. T. Byerley, Receiver of [her Majesty's Revenue in] New York, relating to the embezzlement of a prize taken off the Havana by Capt. Reymer Tongrelon, Commander of the New York galley.
Appending: said letter dated New York 1707 Sept 29. On the 30th July last a privateer called the New York galley, Capt. Reymer Tongrelon, arrived in this harbour who took a prize off the Havana of a considerable value out of which they took the richest of the goods & loaded them into their own vessel & when they arrived here they run same on shore to avoid paying the Queen's Duties & the Lord Admiral's Tenths according to her Majesty's Declaration of encouragement of her men of war & privateers. I tried to stop same & gave notice there of to Mr. Hercules Coutts, the Lord Admiral's Commissioner for Receiving the Tenths. By several depositions of the parties concerned to the Interrogatories provided for that purpose it will appear how they designed to defraud both her Majesty and his Royal Highness. The people concerned in her [the said privateer] are the chief officers in this place, under whose protection they have taken upon them to affront & abuse me after an extraordinary manner, threatening to take away my life before it should be night; of which I could get no redress. There are 3 vessels now gone out from hence with his Excellency's commission on the same account. I desire to know how to behave myself and to be protected in executing my office and to have an opportunity to answer for myself to what they allege against me. Ibid., pp. 444–5.
July 22. J. Taylour (in the absence of William Lowndes) to the Postmaster-General. The Queen was pleased to bestow 300l. as royal bounty upon 16 French [Refugee] Officers to enable them to pay their debts & to go into her Majesty's service in Portugal & did direct that they should be taken on board the pacquet boat at Falmouth & carried to Lisbon free of charge for freight & victuals. It now appears that two Officers Capt. Peter Seale & Capt. Peter Lafargus were omitted in the letter of June 28 last to you for so taking them on board. Please see that they be so taken. July 23. Same to the Customs Commissioners to report on (a) infra & also on the letter from Mr. Byerley ut supra, p. 331.
Appending: extract of a letter from Col. Dudley to the Commissioners for Trade dated 1707 Nov 10. I have lately received two new officers, Mr. Jekyll, Collector & Mr. Newton, Comptroller of the Customs in New England. Their commissions seem to be restrained to the port of Boston though the commission of Mr. Brenton, the former Collector, included Rhode Island, New Hampshire & Massachusetts “in which are other ports by the allowed Acts besides Boston. I know not whether it be a mistake or whether I am to expect other orders for those ports.” Ibid., p. 446.
July 24. Money order for 431l. 16. 1 to Sir Michael Heneage Kt, Usher of the Exchequer Court, being 428l. 19. 10 for necessaries delivered in 1708 Trinity term to the officers of said Court and 2l. 16. 3 for [5 pence a day] diet for himself for 135 days.
