Letter of direction for 7000l. to James Brydges, Paymaster of the Forces Abroad: out of Contributions on the first Act for sale of Annuities anno 1708: to be as in part of 500000l. for carrying on the war in Spain anno 1708 & is intended to be paid over to Thomas Micklethwaite, Treasurer for Transports, as imprest for the charge of the ships taken up & fitted at Lisbon by Sir John Leak's order for the transportation of horses from Italy to Barcelona. June 22. Warrant by Treasurer Godolphin to said Spencer Compton to pay [the abovesaid 310l.] as follows as of her Majesty's royal bounty: viz: 50l. to Thomas Cornwallis; 10l. to widow Parsons; 100l. to John Newman; 50l. to John Butts; 100l. to Dame Anne Silvius. Money Book XIX, p. 365.
William Lowndes to Thomas Morrice. The Lord Treasurer has received a letter from Mr. Stanhope dated Barcelona June 3 wherein he mentions the great hardships the troops in Spain do suffer for want of money. My Lord is not a little concerned to find it so, since he had hopes from the early remittances made for them to Lisbon, Genoa & otherwise that they had been well supplied before the date of that letter. He desires to give Mr. Stanhope an account of the care that has been & will be taken for the support of the said troops. Please therefore send to my Lord an account of what money has been remitted to you for the service of Spain, how much thereof has been sent thither & what remains in your hands. Also hasten away the said remainder as soon as may be and give my Lord an account from time to time of what [money] you send to Spain.
Mr. Stanhope says that only 70000l. was arrived when he writ & that there was above 20 large chests of it in silver, whereas he is of opinion 'twould have been much easier to have sent it all in gold because by its lying in a very little bulk 'twould be less liable to be discovered: and though it may be perhaps said so much gold is not easy to be found there at one time yet the ease and advantage of sending gold rather than silver is so great that all occasions ought to be taken of providing it in small parcels from time to time till an opportunity offers of sending it to Catalonia. June 22. Treasurer Godolphin to the Earl of Seafield to report on the petition of the Ladies Jannett, Christian, Hellen & Mary Bruce, daughters to the Earl of Kincardine, to the Queen.
Appending: said petition. By royal gift anno 1705 a pension of 200l. per an was bestowed during pleasure on Sir Alexander Bruce of Broomhall, now Earl of Kincardine. The Earl has assigned same to his daughters “which indeed by reason of the circumstances of his family is a great part of the portion they are to expect.” The Lords of Treasury [Scotland] have laid down rules for themselves not to enrol any gifts of pension unless presented to them [for enrolment] within a certain short time; and the Earl not adverting to it, it is to be feared that the Court of Exchequer Scotland (who are now appointed to state & determine the public debts which are to be charged upon the Equivalent) not finding this pension entered in the Treasury Books will not think it proper to admit it as a public debt: therefore they desire royal instructions to the Judges of the Exchequer to admit same. William Lowndes to the Customs Commissioners in North Britain. I have read to the Lord Treasurer your report on the petition of Archibald Cockburn, one of the present bailiffs of Edinburgh, concerning the Duties on 5 tuns of brandy imported in the ship Angell Gabriel which arrived at St Ebbs [Abbs] Head between Dunbar & Coldingham 1707 April 30 but by reason of a calm could not reach Leith till May 2. The Lord Treasurer is willing that you permit him to re-ship & export this brandy “which is all the favour his Lordship thinks he is at liberty to grant him.” Ibid., p. 380.

Money warrant for 30l. to the steward of the Swannimote Court within the Forest of Windsor for the charges & expenses of holding the said Court for the present year 1708: the said charge having been annually paid out of the revenue of the Honor & Castle of Windsor but the said revenue being [now] otherwise disposed of. William Lowndes to the Commissioners of Transports. The Lord Treasurer desires that you undertake the transporting of several German Protestants now here to New York & the providing them with tools & necessaries in order to their settlement there. Same to the Surveyor General of Crown Lands to enquire as to encroachments upon the waste ground at Hampton Court and whether any of them are nuisances. Ibid.
Same to Thomas Morrice. The Lord Treasurer finds by letters from Lisbon “of the 22nd June last” that the ships Torbay & Le Firme were ready to sail to Catalonia. He hopes that the remainder of the money for Spain which was left behind when Sir John Leake sailed up has been put on board those ships: for it being remitted for that use cannot be applied to any other and the want thereof for the Troops in Catalonia has been so great that it would be looked upon as a great omission if that opportunity has not been taken of sending it up. Same to the Customs Commissioners to report on the enclosed letter [missing] from the Danish Envoy complaining that the tide surveyor at Plymouth has seized 52 half hogsheads of brandy out of the ship Arms at [sic for of] Bergen. Ibid.
June 13. Treasury reference to the Principal Commissioners for Prizes of the petition of James Gibbon shewing that he was employed in the Prize Office and [was] allowed 6l. [for work] about the Vigo booty & by Mr. Burnaby since [was employed] as a clerk there for 14 months at 50l. per an: that Burnaby received the said 6l. & paid him no salary & petitioner has engaged himself for Burnaby in several bonds and bail on 2 writs of error of 200l. each: therefore praying payment for his service out of what is due to Burnaby. Reference by Treasurer Godolphin to Sir Isaac Newton & David Gregory of the petition from Robert Rutherford, Archibald Brown & Robert Bruce the Commissioners of the Mint at Edinburgh dated June 8 inst.
Prefixing: said petition addressed to Treasurer Godolphin. By commission of Aug 22 last the Privy Council [Scotland] appointed & ordained us to receive in at the Mint in Edinburgh all the Scots & foreign coin in order to be reduced to the standard of England and to grant certificates upon the Equivalent to the ingivers for making up their loss in recoining the same. Now, after sometimes experience thereof we find that the attendance & trouble is much more than could be understood before making a trial, for in place of 2 days in the week [which] our Commission appoints us to attend we are necessitat to the following attendance viz 2 days in the week to receive money, 2 & sometimes 3 days in the week to melt, besides the weighing & delivering the ingots to the Master of the Mint, making up the accounts & giving out certificates for the loss & difference upon the recoinage. And therefore seeing we are at so much pains and trouble to serve the Government in this affair we expect that in the mean time your Lordship appoint such a sum to each of us as you may think fit with an allowance for one clerk & other servants and for contingencies [which] we are daily necessarily put to in that matter “and that out of the bullion preceding 1707, that being the most proper fund: and what further consideration is to be allowed us &c to be delayed until the business be over that it be seen what our service deserves.” Ibid., p. 383.
June 24. Warrant by Treasurer Godolphin to the Auditor of the Duchy of Cornwall for a particular of the old castle of Tintagel Co. Cornwall in order to a lease thereof to Samuel Travers, Surveyor General of Crown Lands.
Prefixing: report by John Tailor, Deputy to Albemarle Bertie, Auditor of the said Duchy, on the petition of said Travers. The old Castle of Tintagell, the Island and some other small parcels there fell into the hands of the Crown at Midsummer 1701 by the expiry of a lease granted 21 October 1670 to John Ward gent (then Messenger of the Duchy) under the old rent of 2l. 2. 10 per an and without fine. In 1671 this Ward assigned to Richard Lower, Dr. of Physick in consideration of but [only] 19l. 15. 8. The old rent was assigned to the Crown at Michaelmas 1701 but the fences were soon after broke down and the country let in. Warrants not Relating to Money XX, pp. 199–200.

Letter of direction for 2003l. 12. 6 to John Visct FitzHardinge the Treasurer of the Chamber: out of Civil List moneys: and is in part of 1707 Xmas quarter to such of her Majesty's servants payable in his Office as are appointed to attend her Majesty at Windsor. Treasury reference to Mr. Brydges of the petition of Major James Allen, Commissary of Provisions in Spain, shewing that he is charged with above 5000l. for provisions delivered into his custody for the army, the greatest part whereof by Lord Galway's order he delivered to the Contractors of Provisions there and has charged them with the prime costs & contingent charges; but the said contractors taking advantage of his being a prisoner [in France] have obtained an order from Lord Galway “of the prices of the said provisions as overvalued”: therefore prays that the account may be examined and he be allowed his pay as Commissary till the account be adjusted. General & Govr. in Chief of the Province of New York: as royal bounty in consideration of his great charges & expense in preparing to repair to the said Government. June 25. Same to the Clerk of the Signet [sic erratum for the Solicitor General] for a great seal to revoke the existing Commissioners of Appeals in Excise & to constitute as Commissioners the following viz Sir William Honywood, Edmund Chaloner, Thomas Goodman, James Ashburne & Walter Hungerford with the salary of 200l. per an each in place of said Honywood, Chaloner, Joseph Addison, Goodman & Ashburne, the said Joseph Addison having by instrument dated May 14 last surrendered said office, which surrender her Majesty has accepted. Same to the Clerk of the Signet for a privy seal to discharge the plate delivered to the Duke of Marlborough out of the Jewel Office by indenture dated 1701 Sept 3 (being 7396 ounces 17 pennyweight of white plate) as Ambassador to the States General: & likewise by indenture dated 1702 May 5 (being 412 ounces of gilt plate & 6939 ounces 15 pennyweight of white plate) as Captain General & as Ambassador as aforesaid: making in the whole 14336 ounces 12 pennyweight of white plate & 412 ounces of gilt plate. Same dormant to Spencer Compton to pay 100l. per an pension as from Lady day last to Elizabeth, widow of Henry Winstanley who built at his own expense & for the public good a lighthouse upon the Eddystone Rock near Plymouth in which he lost his life in the dreadful storm in November 1703, being in disburse 3092l. 18. 3 at the time the same was blown down, whereby she is left in a very poor condition. Royal warrant dated Kensington to the Clerk of the Signet for a privy seal for 2500l. to Charles, Earl of Berkeley out of woodsales in the Forest of Dean Co Gloucester; in accordance with the privy seal of Wm. III for felling 6000l. worth of scrubbed beach, birch, holly, hazle, thorns & oak in 7 years from 25 Dec. 1697: to be paid to the said Earl (then Visct Dursley) as royal bounty: whereon there was paid only 3500l. during the life time of Wm. III: & it is the Queen's pleasure that the balance thereof be hereby raised by such sales & so paid. (Privy seal hereon dated July 17.) Queen's Warrant Book XXIII, p. 380.
June 25. Royal warrant dated Kensington to the Attorney or Solicitor General for a noli prosequi to the information against Sir Stephen Evance on the inquisition at the Guildhall 1707 Aug 4 which found that said Evance was indebted to John Nutin in 2100l., which sum the sheriffs seized into the Queen's hands as owing by the said Nutin as late Treasurer for the Transport service: the said Nutin & Evance (who was one of his sureties) having since paid into the Exchequer several sums in discharge of Nutin's debt & Nutin having given surety for the balance thereon: whereupon it was agreed on the Queen's behalf that Evance's bond for Nutin should be delivered up & cancelled & the said inquisition should be quashed & vacated, & the said bond hath been delivered up accordingly. Same to the Clerk of the Signet for a privy seal for 7000l. to Henry Segar out of woodsales in Dean Forest: William III having by privy seal of 6 May 1697 granted 14000l. to be raised by such wood-sales in 7 years from 25 Dec 1697 by 2000l. a year, to be paid to said Segar as royal bounty: whereof the said Segar only received 7000l. during the life time of Wm. Same to the Clerk of the Signet for a privy seal to discharge the plate delivered out of the Jewel House to Robert Harley, as then Speaker of the House of Commons, by indenture dated 1700–1 Jan 15 being 3998 ounces 1 pennyweight of white plate; and similarly delivered to him as same by indenture dated 1702 May 8 being 4019 ounces 10 pennyweight of white plate; & similarly delivered to him as a Principal Secretary of State by indenture dated 1704 Nov 3 being 997 ounces 12 pennyweight of white plate: making in all 9015 ounces 3 pennyweight. Letter of direction for 120l. 4. 10 to the Earl of Bradford, late Cofferer of the Household: out of arrears of Civil List moneys due before 1701–2 March 8: on his unsatisfied order for arrears due to the late King's Household: “the same being intended to be applied to the payment of such arrears as her Majesty hath directed.” (William Lowndes to said Earl to pay same to Math Perkins for the arrears due to him in the Cofferer's Office as clerk of the Wood Yard to the Household of Wm. William Lowndes to Mr. Burchett, Secretary to the Lord Admiral, enclosing a letter from Port Patrick concerning the want of cruizers for the Clyde. The Lord Treasurer desires to know if any directions have been given for a guard of that river.
Appending: said letter signed by Ja Dalrymple [to ? the Customs Commissioners in North Britain]. Some time ago you informed me that there was to be 3 cruisers in this Channel and a French privateer that was taken was to be manned to lye & cruise off the mouth of Clyde. There is none of these come, so the Channel is swarming with French. Yesterday morning there was two off this place in the morning, they designed to have landed, but finding the people to flock together they went a little northward & landed about a mile off: there came [to me] an express: I went with some few men & had almost got six of them but they got the boat, and the privateer firing hard upon us got off & left some water casks upon the shore. The other [French privateer] seeing a small boat of about 9 tons with 90 loads of coal aboard stood towards her & took her within a mile of the shore hard by where I was & burned the bark with the coals: she belongs to Kelburn, William McGumry master & owner, an old man. There is 5 ransomers on board one of them [the said French privateers], 2 on board the other as William McGumry informs me, many of them belonging to Clyde that was going to Chester with wines from Clyde. They have an English Captain that they took out of a pacquet boat in the Bay of Dublin: the said Captain is ransomed for the pacquet boat & [McGumry] doubts not but they have many more that he knew not of. They put ashore 3 miles to the northward yesternight after sunset. I heard several guns but can give no account. Out Letters (North Britain) I, pp. 384–5.

Warrant by same to [the Navy Commissioners] to make forth Navy bills for 1000l. to Edward Haistwell, 400l. to Sir Thomas Webster & 350l. to — Nisbet, the several merchants who contracted with the said Commissioners for delivery of hemp to the Navy Stores but who desired to be freed from their contract by reason that from loss of several ships taken by the enemy they were unable to comply with their contracts: the said sums to be as compensation to them on their completing their contracts.
Prefixing: report dated June 18 to the Queen by Treasurer Godolphin on the petition of said merchants. Their contracts were at somewhat under 23l. a ton. When the hemp arrived the market price was about 28l. a ton and their contracts this year are at 26l. a ton. In order to avoid a troublesome lawsuit to compel them to their contracts I propose compensation as above as a matter of grace. Ibid., pp. 202–3.

In reply to yours of the 22nd inst (acknowledging mine of the 14th inst relating to cruisers & convoys) the Lord Treasurer will at all times be glad to receive your thoughts about securing the trade in those parts & when necessary will communicate with the Lord Admiral therein. So that you need not seek to apply yourselves to the Lord Admiral for leave to write to him thereupon. He has sent to the Lord Admiral so much of your letter as concerns the port of Glasgow & the instructions you desire to be given to her Majesty's men of war when they come into those parts. I have read to the Lord Treasurer yours of the 14th inst concerning a fee farm purchased by your late father & payable by the town of Northampton but which the officers of the Pipe refuse to strike out of charge. There is no objection to the conveyance being entered in one of the 4 Courts but according to the course of the Exchequer (which is also a part of the law) the purchase deed ought to be entered there in order to the putting the said rent out of charge. By letter under Queen Mary's sign manual dated 28 April 1693 a patent for 1000l. per an of forfeited lands was ordered to John Blackwell (since deceased) as a reprisal. Pursuant thereto he found out lands in Cos Dublin & Meath to the value of 319l. 14. 8 per an. Sir Lambert Blackwell, his son & heir now petitions for a grant thereof.
