Approval by Treasurer Godolphin of the draft by the Customs Commissioners of instructions to the Comptroller General of the Accounts of the Customs for the better preventing insolvencies of outports collectors through delays in stating their accounts. The Instructions are here set out in one column accompanied by a running commentary thereon by the Commissioners themselves in a parallel column; thus the first instruction for the balance of every outports collector's account to be forthwith stated by debit and credit in money & bonds to Xmas last with the debit at Xmas 1706 due from any former collector, is accompanied by the following commentary “the first article would not have been necessary to have been insisted upon if the persons proposed by [us] the Commissioners in their [our] presentment of 17 Dec 1706 & approved by the Lord Treasurer for bringing on the General Accompt [of the Customs] had not been discouraged by the Comptroller General in their first application about it, though it would have been an ease rather than any disadvantage to him to have it so done.”
(2) That the Comptroller General observe the Instructions approved by the Lord Treasurer on the establishment of Mr Langton's office. (3) That he keep distinct account of all Duties under the management of the Commissioners & that he agree in the denominations thereof with the Receiver General of Customs.
(4) We propose to lay aside the present subdivisions of the accounts of the Customs and also of the Transportations; to wit those of the year 1690 for Wine & Vinegar & for Tobacco, and that of 1693 for the Additional Impositions “that is to say of each of these 5 several Branches [the separate & distinctive division into two categories by date to wit] before & since Michaelmas 1701 and before & since the 1st Aug 1706”: the reason for keeping those Branches for some time by distinct fractions being long since ceased. This will be a saving of 10 different heads of accounts and it is presumed that the definitions of coals & cinders may also be superseded, the charge [or Parliamentary appropriation] on the latter being only an explanation of what is intended to be charged thereon, as a species of coals, by the first grant of that Duty. This will eliminate 12 of the accounts now kept distinct & so diminish the possibility of error.
(5) In his abstract of the General Account of the Customs which is to be laid before the Commissioners yearly the Comptroller General should take notice of the total receipts & payments upon the several Branches in London & the outports distinctly: so as to give the Commissioners a more distinct idea of the revenue in London & the outports.
(6) In future the collectors of the following outports should correspond with the Comptroller General & from last Xmas should remit [? a statement of] their receipts immediately to him & send their Quarter Books & other vouchers “directly hither” as the other collectors do, in order to the Comptroller General's accompting for the future distinctly with them & to prevent delays in their accompts: that is to say the collectors of Scarborough, Bridlington, Wells, Maldon, Shoreham, Arundel, Gweek, St Ives, Ilfracombe & Gloucester. Hitherto the receipts of these ports have been accompted for to [and by] other accomptant collectors & included in their books: but these ports are [now] considerable enough either by foreign entries or for the Coal Duty to deserve a distinct accompt kept with them. March 31. Warrant by Treasurer Godolphin to the Customs Commissioners to signify the following instructions forthwith to the collectors & comptrollers of each respective port concerning the item of remains in their accounts: that is that they take care to bring forward and to add the balances of the preceding year's account to that of the current year till such time as the same shall be cleared and that the comptrollers sign the abstracts jointly with the collectors: and that at the end of every month when the comptrollers make up the certificates they examine the cash actually in the collector's hands & that they (with such other officers as lock up the bonds) lock up the cash jointly with the said collectors “for the better safety & security of the public treasure; it being agreeable to the method practised in the Receipt of the Exchequer”: these instructions to be entered in the Office of Comptroller General of the Accounts of the Customs: all by reason that Treasurer Godolphin's order of 1706 Aug 30 directed an account to be sent to him on the 14th of each month of the remains in each collector's hands on the first of such month, & from a perusal of the return of Feb 14 last signed by Rowland Holt, Comptroller General of the Accounts of the Customs, it appears that there remained in the hands of the collector of Bristol port only 13726l. 16. 8¾ in bonds & 17525l. 7. 4¼ in money whereas by comparing same with the abstract sent up by the Deputy Comptroller of the said port the real balances in said collector's hands were 119226l. 7. 4¼ in bonds & 25253l. 18. 7½ in money; which difference was occasioned by not bringing forward the balances due on his accounts at Xmas 1706 & Xmas 1707 to the current year's receipt “and also that 55565l. 12. 5 was then due on the said bonds”: wherefore the Lord Treasurer thinks there may be errors in the abstracts sent up by the collectors of the other ports, to the great prejudice of her Majesty's service.
