December 1. William Lowndes to the Navy Commissioners to direct 1800l. to Thomas Savery, Treasurer for Sick and Wounded : out of the 6000l. repaid by Richard Povey, late same : and is to be in part of subsistence in money for prisoners of war for the months of Dec. 1705 and Jan. 1705-6 : three fifths thereof to be charged to the head of Wages and two fifths to the head of Victualling. Disposition Book XVIII, p. 37.
Royal warrant to the Lord Lieutenant of Ireland to clear the 3 Regiments which are now sending from Ireland to Catalonia, to the day of embarcation : to wit Charles Lord Mohun's, Col. Toby Caulfeild's, and Marcus Visct. Dungannon's ; after being completed to 59 privates per Company with the addition of a third Serjeant to the respective Companies of Grenadiers. December 3. Warrant by Treasurer Godolphin to the executors of Richard Povey, late Treasurer for Sick and Wounded, to pay (out of moneys imprested to said Povey) 118l. 15s. 0d. to Thomas Pemberton as in full of 4¾ years' rent to June 24 last of the house hired from him by the late Commissioners for Sick and Wounded "from which time that charge (as to her Majesty) ceased."
Prefixing and appending : petition and certificate from said Commissioners touching said arrear of rent of which they pray payment, "that the expense of the suit commenced against Jer. Gerrard their clerk and accomptant may be ended, to whose house the books and papers must be removed" and further praying some payment to him for his great services and in pity to him and his family. Treasury reference to the Agents for Taxes of the petition of John Ellis and William Pacey, Receivers General for part of Norfolk, praying for 1408l. for their extraordinary charges in 6 years of their receipt, they having passed and cleared all their accounts. Ibid., p. 197.
Same to the Surveyor General of Crown Lands of the petition of John Gauntlett for a lease of a bowling green and house adjoining and several small tenements and pieces of land about 20l. per an. which were purchased of divers persons for accommodation to the Palace at Winchester which are now in possession of the officers of the Works there and cost the Crown a considerable sum yearly for repairs and wages. Same to Auditor Harley of the petition of John Percivall shewing that in 1690 he received several sums of money for paying the Hospital in Ireland and in 1691 exhibited his accounts to the Commissioners of that kingdom who examined same by his vouchers : and being now called to account for same here he has delivered his account to Auditor Harley who cannot proceed without the vouchers but petitioner cannot obtain the vouchers out of Ireland. Therefore praying that his accounts may pass. Ibid.
Same to the Customs Commissioners of the petition of John Lewis of Bristol, surety for George Harvey for wine Duties amounting to 2074l., the said Harvey having failed : but several of his debtors have given security to answer the debt : therefore praying to be discharged. Ibid., p. 198.
Same to same of the petition of Sir John Delavall of Seaton Delaval co. Northumberland shewing that his father erected a pier at Seaton Delaval for the benefit of trade, which cost above 1500l. "in consideration whereof and that he would erect another pier King Charles II was pleased by privy seal to grant him 1500l." : accordingly his said father erected another pier and received 500l. in part leaving 1000l. yet unpaid : that by reason of great storms &c. the said pier is fallen to decay and petitioner has been at 500l. charge to erect a new one : therefore praying payment of said 1000l. Nicholas of the petition of Arthur Reynell shewing that on his late representation to the Queen of his long and faithful services the Queen ordered him an allowance, of which he has received half a year ; but the Lord Treasurer has put a stop thereto : therefore praying the continuance thereof. Warrant by Treasurer Godolphin to the Receiver of the Duchy of Cornwall to pay 84l. 13s. 2d. to Henry Chubb as the unpaid remainder of his disbursements in prosecuting encroachments in the manor of Bucklawren, co. Warrant by Treasurer Godolphin to the Principal Commissioners of Prizes to depute Charles Powell as Agent for Prizes at Barcelona with the usual allowance of 5 per cent. out of the proceeds of all prizes brought into that port and disposed of by him. Warrants not Relating to Money XIX, p. 156.
Same by same to S. Travers, the Surveyor General of Crown Lands, to contract with the Corporation of Windsor for the purchase (for 650l.) from them of their mills in Under Ore in the parish of Windsor which work the engine that forces up the water that supplies Windsor Castle with water.
Prefixing : said Surveyor General's report thereon. In 1633 the engine was leased to Luke Cheynall for 7 years at 34l. per an. and in 1681-2 Jan. 2 was agreed to be leased to Sir Samuell Moreland for 50 years but it does not appear that this latter lease was ever perfected and the Crown has held the said mills ever since at 30l. per an. rent. There is a charity payable by the Corporation to the poor of the parish out of the said tenement "which I shall take care to be settled on some other good security before the money be paid. There was some time since referred to me by her Majesty in Council a petition of Mr. Woodson complaining of the Corporation's licensing small encroachments on the Queen's waste and particularly on Mr. Clerk's building the house fronting the lower gate of the castle now Shuttleworth's Tavern. I went down purposely to view it and examined several witnesses produced by him and [by] the Corporation, but not finding any encroachments on that side where the petitioner pretended to be aggrieved and not being inclinable to represent that house to her Majesty as a public nuisance which is rather an ornament to the town and entrance into the Castle Mr. Woodson never took out the report. However finding that the Corporation had licensed a small encroachment on the opposite side of this house to make it the more uniform and convenient and had done the like in some other cases I admonished them of it and represented to them that such practises might endanger their charter and therefore advised them to make an order of Court to be entered in their books that no licences of that kind should ever be granted for the future : which on this occasion I shall insist upon." Warrant by Treasurer Godolphin to the Queen's Remembrancer to deliver the 1000l. bond of John Jenkins as security for Richard Taylor, late Paymaster of the Million Lottery Tickets, (who is indebted to the Queen in a great sum) ; the said Jenkins having paid said 1000l. into the Receipt Nov. 27 last. December 6. Royal warrant to John How to pay 6000l. to Sir Henry Furnese as the value of 20,000 milreis at 6s. per milrei representing the balance of the 60,000 milreis which Ambassador John Methuen took up for the use of the Forces when the Fleet was at Lisbon with the Earl of Peterborough in the present Expedition under his command : the bill for said 20,000 milreis falling due on Dec. 11 inst. The said 6000l. is to be set in super on Henry Vincent [as Deputy Paymaster attending the said Expedition]. Queen's Warrant Book XXII, pp. 487-8.
Same to the Clerk of the Signet for a privy seal for 1200l. per an. to Col. Daniell Parke as Captain General and Governor in Chief of the Leeward Caribbee Islands, for his support and maintenance therein and in lieu of all presents from the Assemblies : as from April 25 last : to be payable out of the Four and a Half per cent. : but hereof he is only to receive one moiety from the said date to the date of his arrival in the said Government : the other moiety being to be paid to the Lieut. Royal letters patent confirming to William and Richard Clayton a grant of land in the island of St. Christopher as follows. By royal letter of 1702 Sept. 26 we directed Christopher Codrington, late Governor of the Leeward Caribbee Islands, not to dispose of any part of the island of St. Christopher taken from the French, for any term longer than 3 years and that he should send us from time to time an account of the persons desirous to settle any part of the said island for a further term than as aforesaid or in freehold, so that they might receive our confirmation of the same. By a grant under his hand and seal at arms dated 1704 April 29 the said Codrington, being then Commander in Chief of those islands, granted to William Clayton of Liverpool merchant and Richard Clayton of St. Christopher merchant the plantation adjoining to Lagarigues on the west side of the island commonly called Renew-land and the house of Pinnell's upper plantation in Capesterre Quarter with 200 acres of land lying convenient, about it, not to incroach on the grant of Lessei's house with 150 acres : the said grant to be of force for 2½ years and the grantee to have an equitable title to the Queen's royal bounty for Pinnell's Upper House and land in case the whole island should remain with us upon the next treaty of Peace. By their petition the said Claytons have sought a confirmation of the grant that they may be the better enabled to carry on the said settlement and improvement thereof. The same is hereby approved and a further term of 2½ years granted therein : on a rent of 5s. per an. to the Crown payable in St. Christopher. Queen's Warrant Book XXII, pp. 494-5.
Royal warrant to Thomas Handasyd, Captain General and Governor in Chief of Jamaica, to direct the Receiver General there to remit the 1000l. recovered from one Johnson, Captain of a privateer, for breaking his bond for good demeanour, he having broken his instructions by seizing and taking several Spanish vessels under the pretence of trade. The said sum is to be remitted to the said Receiver General's correspondent here. (The entry of this warrant in the Plantations Auditor's Book has the marginal note "sent to the Post Office General with the usual letter on Tuesday 11 December 1705.") Ibid., p. 495. Warrant by Treasurer Godolphin to Samuell Atkinson, Nicholas Roope and Thomas Colby [Transports Commissioners] to make out bills for paying 2000l. to Mr. John Fellows, and Messrs. Peter Meyer and John Henry Berenberg of London merchants for the balance due on 3 bills of exchange drawn from Rotterdam in 1698 and 1699 by Daniel Sadler, Agent for the Transports in Holland, for in all 5000l. for her Majesty's transport service : the said merchants having imprisoned the said Sadler on account of the unpaid balance of said bills.

Royal warrant to the Lord Lieutenant of Ireland to pay the charge of repairing and fitting up the new Train of Artillery there to a total cost of 1298l. 0s. 8¾d. whereof 479l. 6s. 11d. is to be out of the money unissued on the royal warrant of 1702-3 March 21 for 4895l. 0s. 11d. for mounting and repairing musket barrels ; 300l. is to be out of Military Contingencies and 518l. 11s. 9¾d. out of the Irish revenue at large : all by reason that the said Lord Lieutenant by his letter of Sept. 18 last represented that on inspecting the condition of the Ordnance there he found the Marching Train much out of order being but few guns mounted and even the carriages of those much decayed "whereupon you gave direction for the new mounting of the Train in Dublin and sent for several brass ordnance that lay unmounted in remoter parts and also gave order for the making a proportionable number of shot and powder waggons and other necessaries." Same to same to sell a small vessel lately used for a Guard of the coast of Ireland, she being a small privateer of 8 guns which lay condemned [as a prize] in Dublin port and which was bought from the Prizes Commissioners and fitted up last summer accordingly and has been very usefully employed in cruising between the sands where the men of war could not go and in fetching the pacquets and carrying soldiers, but being not fit for winter service it will be very expensive to look after her.
