petition of the inhabitants of the city of York shewing that the
parish church of St. Olaves is so ruinous that it cannot be repaired
without pulling down great part and petitioners are unable to rebuild

belonging to the dissolved monastery of St. Mary there as they shall

subsidy from the Dutch is much in arrear." But my Lord is informed
that the Dutch Envoy has bills for what is due from the States
General but keeps them in his hands on account of obtaining somewhat
from the King of Portugal that has no relation to the war.
Frequent applications are made here on account of the pay of the
General Officers named by her Majesty to command the Forces in
the pay of the King of Portugal. Please send me a state of the
demands and pretensions of the said General Officers, to the end

the state which you have made up of her Majesty's revenue in the
several Plantations in America. His Lordship is pleased to direct
thereon as follows :
(1) that you take care that security be given in England by the
respective Receivers in the Plantations.
(2) that the accounts of the revenue arising in the Province of the
Massachusetts Bay in New England be forthwith prepared for
declaration in the form and according to the course of the Exchequer.
(3) that you write to Visct. Cornbury, Governor of New York, for
his remarks and observations on the accounts of Thomas Weaver
late collector of the Revenue there.
(4) that you prepare a royal warrant to authorise Thomas Byerley,
the present collector of her Majesty's Revenues in New York to pay
300l. to such person as shall be appointed by the Government there
to receive the same, which is designed to defray the charge of the
presents intended for the Five Indian Nations.
(5) That you prepare for declaration the accounts of the Commissioners
who were appointed to receive the revenues of New York
during the vacancy of that office : and also the accounts of Thomas
Byerley the present collector thereof "and that you charge the said
collectors with the whole money given by any tax and set the sums
not received in super on the persons who have not answered the
same or ought to be charged therewith."
(6) that a rental be made every year of all the quit rents to be
received by every respective Receiver in the Plantations and the
gross amount of that rental to be charged in those accounts and the
arrears standing out to be set in super upon the proper persons.
(7) that you take security in the Queen's name from the executors
of William Bird deceased for the money due to the Queen on the
balance of his account of the revenues in Virginia.
(8) that you send to the Proprietors of the New Jerseys forthwith
to pay into the Exchequer the arrears due to the Queen on the
reserved rent of 20 Nobles a year and in case they do not comply
therewith you are to attend the Attorney General in order to the
bringing a Scire Facias against the Charter of their proprieties.

Portugal have applied to the Lord Treasurer for payment of the
offreckonings due to them for that service from Aug. 25 last and
on reference to Edward Pauncefort, Deputy to the Paymaster
General of the Forces, it appears that the offreckonings applicable
to the said clothing are unpaid from Aug. 24 last by reason there are
no muster rolls returned from thence into the Paymaster General's
Office since that time. The frequent and pressing applications of
the said clothiers are very uneasy to the Lord Treasurer yet he is
unwilling to do anything in the matter faster than the muster rolls
are returned. Please take all possible care that the rolls be perfected
and despatched to the Paymaster General here as soon as possible
and so from time to time hereafter so that the offreckonings may be

is incumbent on him. But my Lord has no objection to the
inserting a clause in the said Establishment for his [the Paymaster

Petitioner sets forth that he has advanced money and taken up
on his own credit provisions and clothing for the necessities of the
garrison there who were reduced to great extremities by the late
arrival of the supplies. Likewise Capt. Needham petitions on behalf
of Major Powell, late Captain of the said Company, praying 167l.
17s. 10d. for disbursements for provisions and other necessities for
it whilst he was Captain. Likewise Mr. Thurston petitions that a
general state of the accounts of the said Company may be made.
We have stated the account of the said Company from 1 Sept.
1698 until 1704 Dec. 24 which will be balanced by the royal warrant
for 471l. 13s. 9d. to the Company in supply of a loss of so much at sea.
Capt. Lloyd has disbursed 267l. 5s. 8d. in victualling, clothing,
supporting of spies and French prisoners, persons employed to sound
the harbours and other necessary occasions of the garrison. He also
provided provisions for the Company to the amount of 397l. 18s.
2½d. which were so bought by reason the supplies did not arrive
timely enough from England. The cost of these provisions come to
three and four times the value of the provisions in England. The
Company ought to be charged with 187l. 9s. 0d. therefor at 6d. a
day [per man] : to be charged to subsistence : also 95l. 7s. 0d.
which he disbursed for clothing ought to be charged to offreckonings
and 92l. 3s. 8d. ought to be paid by the Victualling Office for so much
sent short to provide beer. Similarly of the demands of Capt. Powell
72l. 9s. 7½d. ought to be deducted out of the subsistence of the
Company. "We are informed the gunners at Newfoundland have
been from time to time supplied out of the provisions sent to the
Company and that the Board of Ordnance have notwithstanding
deducted 6d. per diem out of each gunner's pay for provisions,
amounting in all to 270l. or thereabouts." This sum ought to go
towards making good the demands of Lloyd and Powell. "Upon
the whole [matter] we are humbly of opinion that it will be much
for the public service if the Lords Commissioners for Trade and
Plantations will lay before your Lordship a scheme how the garrison
and Company at Newfoundland may be maintained with less disadvantage
to the Government than now they are."
