The Cash Account of the Customs shows the actual net sum of money paid into the National Exchequer from the Customs after deduction of costs of collection and management, salaries and incidents ; repayments in the shape of debentures for drawback of Duties on re-export, allowances for damaged goods and over entries or shortages, allowance for portage and so on. In such an account the item of Remains, which balances it, can only refer to or rest upon the accountant himself, that is to say the Customs Cashier ; and it is to be understood generally as consisting in Customs bonds which he is keeping in his dossier pending maturity. For the purpose of budgetary or national finance the Cash Account is the only account of which notice must be taken. The General Account of the Customs is quite different. The main body of the account is the statement of actual receipts in each port under every separate head of Customs. This statement therefore is the only true guide to the statistics of imports and to the general sea borne trade of the country. This is the first and chief value of the General Account. But further, the General Account is opened and closed by a detailed statement of the debts due from each or any collector of each or any port whether such collector was still in office or had been long since superseded. What is surprising about these statements of debt is the largeness of the total outstanding. Generally speaking it is the exception for this outstanding debt to be due to peculation or malversation. Collectors retained or tended to retain in their hands sufficient money to meet drawback debentures which they anticipated having to meet and also a certain margin of cash for allowances for damaged or over entered goods They also tended to keep in their hands as long as they could the bonds which importers gave to secure their customs. The story of the correction of these financial abuses (for such they were) is told in my Introductions. The surprising feature in this account is the size of the item of Overpayments.
