You know how little of that half-year's duty has yet been answered, and how much time has passed since the whole ought to have been paid, insomuch that a little neglect more will hazard the total loss of the remaining part. Whereas upon many pressing occasions of our service in this present war against the Dutch we have been forced to borrow several great sums of money and to make use of the service of divers persons [bankers, &c.] therein, we therefore appoint 40,000l. to be issued by way of reward or compensation to such persons as have for the time past furnished, procured or taken up money for our use and service, that is to say by way of reward for the labour and service or by way of compensation for the charge or risk of such persons in procuring the said sums: the payment to be in such measure and proportion as the Lords of the Treasury shall think fit, provided it exceed not the proportion of 4 per cent. above the interest of 6 per cent.
