William Blathwayt to William Lowndes to lay before the Lord
Treasurer (a) infra.
Prefixing : (a) said Blathwayt's report on the petition of Thomas
Foulerton on behalf of the executors of Col. John Farmer deceased,
late President of the Council of Barbados, praying an allowance for
the period, being one year and 172 days [during which he acted as
Deputy Governor] from the time of Lord Grey's leaving that island
to the arrival of Sir Bevil Granville.
Such allowance is authorised by the usual Instructions to the
Chief Governor in America and particularly by an Instruction to
Lord Grey expressing the late King [William's] willingness to provide
for the support of the Government in that island and directing payment
of a moiety of his salary to his Lieutenant Governor or Commander
in Chief resident in his absence : which Instruction was
likewise given to the succeeding Governor, Mr. [Mitford] Crow, as
also to the present Governor, Sir Bevil Granville "to whom letters
of privy seal were afterwards granted, as unto the Lord Grey, for
the whole salary from the date of their respective commissions."
Upon Lord Grey's arrival he found Mr. [Francis] Bond, President
of the Council there from the death of Col. Russell, the former
Governor. By his correspondents in England the said Bond applied
for the moiety salary from Russell's death until Lord Grey's arrival
(being about 2 years) or the whole salary for about 11 months from
Russell's death to Lord Grey's appointment. His said last request
was granted him by a privy seal and Treasury order thereon ut
supra Tr. Cal. vol. XIII, pp. 353, 364. But notice being taken of
the irregularity of that manner of payment and that the said President
should have been satisfied in part out of a moiety of Lord
Grey's salary from the date of said Grey's commission to his arrival,
his Majesty directed in the Treasury Chamber on the 22 June 1698
that the half salary becoming due to any Lieutenant Governor or
Commander in Chief in the Plantations should not be diverted for
the future from such Lieutenant Governor or Commander in Chief
and that the Governor in Chief should not pretend to any part of the
said moiety or perquisites accruing to the Lieutenant Governor etc.
upon the place during the Governor's absence, his said Majesty
likewise reserving to himself by the said order the disposal of the
other moiety of the said salary from the date of the Governor's
commission to the date of his arrival in his Government : "whereof"
an entry was directed to be made in the Treasury Books and in
other offices where it might appertain.
It nevertheless appears that Sir Bevil Granville on his appointment
as Governor in Chief of Barbados obtained a privy seal as
aforementioned (in the same manner as Lord Grey) for receiving the
whole salary from the date of his commission, which he has received
accordingly. Whereupon the executors of Col. Farmer have applied
to the Lord Treasurer for the moiety of the salary accruing to Sir
Bevil Granville from the date of his commission to the time of his
arrival in Barbados and also for the moiety of salary received by
Lord Grey from the time of his coming from Barbados to the time of
superseding his commission by that of Mr. Crow and likewise for the
moiety of salary accruing until Mr. Crow's commission was superseded
by that of Sir Bevil Granville.
I see no reason why an allowance to Col. Farmer for the time of
his presidentship should not be made good to his executors by Lord
Grey and the said Granvill and by her Majesty for the time the
commission to Mr. Crow was in force, in case he has not received the
whole salary.
But whereas it has not yet been finally determined whether the
President of the Council in any of the Plantations is to be esteemed
Commander in Chief, as acting always in conjunction with the
Council, and it having been heretofore directed upon the like demand
in relation to the Government of Virginia that one third part of the
whole salary of the then absent Governor should suffice for the
allowance of the President [of the Council] as being not obliged to the
same charge and expense as a Lieutenant Governor, I am of opinion
that in this case one third part of the whole salary during the absence
of Lord Grey and Sir Bevil Granville and during Mr. Crow's commission
may be a sufficient allowance to said Farmer : whereof [on this
basis] there is accruing

several vessels and in a piratical manner seized to the value of about
10,000l. which they afterwards brought to New England, where
most of it was secured by you for the Queen's use. You are to remit
same hither or the value thereof by sufficient bills to your correspondent
here to pay into the Exchequer, deducting the charges of
prosecuting the pirates &c. : and you are to give directions to your
correspondent here to deliver the said goods into her Majesty's

of Army Accounts, dated Comptrollers' Office 1 Feb. 1704-5 on the
memorial of Lieut. Col. Watkins in the behalf of the Captains of
Brigadier Farrington's Regiment. In November 1703 said Regiment
being then in Ireland several Officers were sent to England by the
Duke of Ormonde to raise recruits. The Regiment was transported
to England in order to embark for Holland and the day after their
landing viz. 17th of March 1703-4 was mustered by the Commissary
at Chester, attending there for that service, and by that means the
2 serjeants, one corporal and 4 drums (who accompanied the said
Officers) and 75 private men were respited for the said muster
commencing the 17th of March 1703 and ending 24th April
following.
The Regiment is placed on the Establishment of the [10,000]
Augmentation Troops, by which [Establishment] each Company is
allowed 56 private men ; but they are mustered in Holland at 55
each : the reason of which the Brigadier certifies to be that the
Commissary refuses to allow each Captain any more than 2 servants.
But the Regiments in Holland on the Establishment of the 40,000
men are allowed 3 servants. We submit whether the same allowance
be not intended for the Regiments on the Establishment of the 20,000

Report to Treasurer Godolphin from William Blathwayt, as Auditor
General of the Plantations, concerning the revenue of Virginia. In
obedience to your commands I lay before you a state of the revenue
of 2s. per hogshead raised for the support of the Government in
Virginia according to the accompt ending 25 April 1704 ; as also
a state of an accompt of her Majesty's Quit Rents arising in that
Colony ending with the year 1703. The said revenue of Quit Rents
is only disposable upon extraordinary exigencies that may arise in
that Government or by special warrant from her Majesty or your
Lordship (pursuant to orders formerly signified in that behalf).
There is now deposited (as is the custom in Virginia) in the hands of
Mr. Bird, the Auditor there, the balance of 5743l. 9s. 4d., which is a
greater sum than has been at any time in cash of that revenue. It
is submitted to your Lordship what directions shall be given
concerning the same.
Since their being restored to the Crown by Lord Culpeper, these
Quit Rents have been yearly improved from the first annual income
of 574l. 7s. 10d. in 1684. For 1703 (the last year to hand) it amounted
to 1842l. 10s. 2d. The same is capable of a further improvement if
your Lordship approve of the methods which are humbly conceived
as necessary to that end. I herewith present to your Lordship a
memorial for that purpose for your directions thereon.

Prefixing : said memorial for obtaining a more perfect rent roll
and advancing her Majesty's Quit Rents in Virginia. The Quit Rents
for lands taken up are paid according to the number of acres expressed
in the patent, many of which have been granted on ancient Surveys
and those irregular and uncertain. Much greater quantities of land
are contained within the bounds set down than the number of acres
expressed in the patent.
Several patents have been passed for land which is not improved
and nothing thereon [empowering] to distrain for the rent ; and others
[other lands] for want of the sheriff's knowledge of the patentee or
grant are not brought on the roll.
"At the first seating in Virginia there were not above 8 counties
but are now enlarged and divided into 25." A great part of the now
patented land is expressed in the patents to be in those ancient
counties and part in one county and part in the adjacent. So that
the respective sheriffs cannot be regularly charged without a true
roll of what patents or the parts thereof are within their precincts
"as well as the knowledge of the present possessors of them" [is
necessary to said sheriffs].
It is therefore proposed that directions be given to the Governor
that an abstract of all patents granted from the first seating the
country be drawn from the records in the Secretary's Office and
recourse had to the county records to discover how and to whom
the same now are transferred, [so] that the same may be charged and
placed in rolls for the several counties wherein the land now lies,
as also to know who is the present possessor : such account to be
delivered to the Auditor of her Majesty's Revenues to be compared
with the last rent rolls brought in by the sheriffs : the charges
whereof, if it shall be so thought fit, to be defrayed out of her Majesty's
quit rents :
that the sheriffs be commanded to make return what land they
suspect to be included in any patent more than quit rents are paid
for, and [also lands] for which patents are granted and quit rents
not paid : and that for encouragement herein a reward may be
given by the Governor out of the quit rents accruing by such
land or that a reasonable part of the land be granted to them [the
discoverers] for the discovery :
that on such returns or suspicions the Surveyors be required to
survey the same, who are to be satisfied out of the quit rents.
By this method it is conceived a perfect roll may be made of what
land is patented, and other lands discovered and abuses rectified in
