Feb. 21. Dormant warrant by same to the Auditor of the Receipt to draw orders from time to time for 140,000l. per an. to Sir John Humble, bart. who by said Godolphin was appointed Feb. 19 inst. to be Paymaster of the several Annuities or Benefits under the Act 5 Wm. and Mary c. 5, for the Million Lottery : to be as imprest for paying said annuities or other payments thereunder. Warrant by same to the Receipt to innovate a lost order [of loan] No. 554 dated 1693 April 3 for 200l. in the name of the Earl of Ranelagh and by him assigned to William Lloyd. Order Book VI, p. 217.
William Lowndes to the Navy Commissioners. The Marines are to be paid the bounty ut supra p. 510 in the same manner as the "Officers" and seamen of the Navy and not by the hands of Mr. Whitfeild. The term Officers is to include the Flag and other Commission Officers as well as the Warrant and inferior Officers. Out Letters (General) XVIII, p. 38.
Warrant by Treasurer Godolphin to the Customs Commissioners to make an abatement of Duties on prize wines lying in the warehouse at Botolph Wharf, same being poor and mean and not worth the Duty and when put up for sale no one would bid for them.
Prefixing : report dated Feb. 3 inst. by the said Commissioners on the case. It hath never been the practise of the Customs to make such abatement in proportion to the meanness or smallness of the wines but always looked upon as a thing of most pernicious consequence to the revenue. But it may be done in this case as in the like case of a parcel of prize wines at Dover upon our report of July 15 last. Out Letters (Customs) XIV, pp. 342-3.
Treasury reference to Mr. Borrett of the petition of George Preston, Richard Pepper, John Hartley, Richard Paine, Christopher Metcalfe and Francis Stephenson shewing that in October last they were bail for Joseph Gifford, William Martin and Thomas Mathews who were indicted for saying mass, but by some mistake without their knowledge the bail bond was made 1500l. each instead of 500l. : the larger sum being unusual for bailing persons taken for a misdemeanour they therefore pray leave to compound their recognizances. Same to the Prizes Commissioners of the petition of Mark Proudfoot shewing that about 2 years since an Agent for Prizes was appointed to go with the Fleet then ordered for the Mediterranean under Sir Cloudesly Shovell and that there may be a like occasion this summer : therefore praying for that appointment on the same terms as formerly. Subscription by Treasurer Godolphin for the execution of a Lord Chamberlain's warrant to the Master of the Jewel House for provision of a badge (escutcheon after the manner of the rest of the messengers) for Henry Bywater, messenger in ordinary to her Majesty, to attend Mr. Shales, auditor of the Crown revenues of co. Feb. 22. Money warrant for 60l. to John Russell for his whole trouble and expense in petitioning the House of Commons in 1699 against Daniell Gwin, the Collector of Customs of Falmouth port and Agent for the Spanish packet boats [the packet boats to Spain], for fraud and abuses in his office and agency and making due proof thereof, whereupon the House of Commons directed the Attorney General to prosecute him. Treasury reference to Mr. St. John and the Comptrollers of Army Accounts of the petition of Thomas Jones on behalf of the Earl of Barrymore's Regiment, shewing that 3 Companies and 74 recruits of the said Regiment were taken prisoners going to Gibraltar and accoutrements, detailed, (viz. 236 belts, 13 Serjeants' swords, 236 pouches, 51 tin kettles, 236 tin flasks, 236 napkins), to the value of 170l. were then lost besides all the Officers' baggage and the subsistence that was advanced to them at their embarcation : therefore praying relief. Warrant by Treasurer Godolphin to the Customs Commissioners to pay 25l. to the widow of William Churdon, a riding officer at Cardonnock [Cardurnock] who was lately barbarously murthered in the execution of his office by James Carlisle, a Scotch trader, from whom he had formerly seized a quantity of brandy which Carlisle and his associates were running into this kingdom. Warrant by Treasurer Godolphin to the Queen's Remembrancer for stay of process against the Earl of Rochfort, on his accounts as Master of the Robes to the late King, the same having been long since delivered to Secretary Hedges in order to be signed by her Majesty and although the said Earl hath been indisposed in Holland ever since the death of his lady yet all proper measures are taking to have his accounts duly attested and sworn to. Treasury reference to the Agents for Taxes of a memorial containing a complaint relating to Sir Hugh Everard that he collects the taxes for Essex half yearly when the [Land Tax] Act directs that it should be done quarterly ; that he received of the Collectors of Bocking 14l. when according to the duplicates he should have received 32l. ; that he demanded a guard of the Mayor of Colchester for the Queen's money which he received. Same to Lord Halifax [Auditor of the Receipt] to report on the enclosed draft of a surrender to be made to the Queen by the Duke of Leeds and Sir Edward Seymour of the sum of 452,510l. 1s. 9¾d. being the remainder of several orders registered on Wines and Vinegar issued to said Duke in 1671 as then Treasurer of the Navy : which orders said Duke delivered to his successor Sir Edward Seymour, the succeeding Treasurer of the Navy, and they remain unsatisfied and are alleged to be lost or mislaid. Feb. 26. William Lowndes to the [Principal] Commissioners of Prizes to report on the enclosed petition [missing] of Col. Thomas King and John Ainsworth of London, merchant, shewing that the Customs on small French wines taken as prize are greater than their value which discourages sending out their privateers to insult and annoy her Majesty's enemies unless some part of the Duties be taken off. Same to same to report on the enclosed petition [missing] of George Yeo relating to the ship Pearle laden with French wines pretended to be taken or seized in Mounts Bay, Cornwall, by the Anne sloop privateer. What marks or circumstances of fraud are there in this capture? Ibid., p. 43.
Same to the [Principal] Officers of the Ordnance. The Lord Treasurer has ordered stay of the process ad computandum against Sir Bazill Dixwell and Mathew Aylmer for the 200l. issued to them in 1697 for repair of Dover Harbour. What is the most effectual way of discharging them of same, they having paid same to the Treasurer of the harbour to be employed accordingly? Ibid., p. 42.
Same to the Customs Commissioners to instruct David Rushton in the work of a landwaiter with a view to employment. Ibid.
Treasury reference to Mr. Baker of the petition of Henry Sisterne, a poor fisherman at Poole, shewing that in 1699 in the night time in Poole harbour he was hailed on board a vessel there and hired by persons unknown to help carry goods on shore, but what sort they were he was ignorant, as he was of transgressing the law : in 1700 he was fined in the Exchequer and has ever since been a prisoner in Dorchester Gaol, where he must inevitably perish, having a wife and three children. Same to the Agents for Taxes of the petition of Lewis Oliver for a surveyorship of the Duties on Houses and on Marriages ; he being recommended by several Members of the House of Commons. Ibid., p. 140.

Treasury reference to William Blathwaite of the petition of Thomas Foulerton shewing that the office of President or Commander in Chief of the island of Barbados was exercised by Col. Farmer in the interval between [the governorships of] Lord Grey, late Governor thereof and Sir Bevill Granville, the present Governor, being from 1701 Sept. 20 to 1703 May 10 for which [interim Deputyship] there has been an usual allowance of 600l. per an. : therefore praying payment of same on behalf of the executors of said Colonel. Prefixing : (a) order of the Queen in Council dated St. James's Feb. 12 inst. for Isaac Chappell, master's mate of her Majesty's ship Medway, to have his share of the prize Star of the East, he having been excluded by reason the captain's clerk had not included him upon the muster book of the ship by reason Chappell had been ordered aboard another prize and sent into Portsmouth "at the same time the Star of the East was taken" ; the Lord Admiral being of opinion that though he was not actually on board at the time of the capture he is entitled to his share of the prize. Royal sign manual for 57l. 14s. 2d. to William Cleaveland, Commander of her Majesty's ship Montague, being (with 14l. 10s. 10d. deducted for so much paid short of the [Customs] Duty at Plymouth) the Queen's moiety of a seizure of a truss of silk belonging to the said Capt. Cleaveland, the said silk having been forfeited not from any intention of fraud on his part but by a mistake in the officers of the Customs at Plymouth. (Money warrant dated March 2 hereon). Brudenel's Regiment in 1702 to recruit said Whetham's Regiment then in the West Indies and 424l. 13s. 0d. was paid to Brudenel for their levy money and 200l. to James Southwell for their clothing, both which sums were charged on said Whetham's Regiment ; but on the arrival of said recruits in the West Indies it happened that there were 61 men over and above the full complement of Whetham's Regiment and the Officers subsisted said men till there were vacancies to place them in ; for which they crave 323l. for such interim subsistence and 180l. for levy money.
