War to the end he may procure you the said warrant or authority,

Garrisons] to deduct 97l. 10s. 0d. from the pay of the Earl of Essex's
Regiment of Dragoons for so much charged thereon by Samuell
Atkinson (in his account for transporting 2 Regiments of Horse
and one of Dragoons from England to Ireland in 1700 ut supra p.
395) for provisions for 260 men and horses at 9d. a day for 10 days.

therefore praying supersedeas to a distringas ad computandum they
having never received any of "the said" moneys by virtue of the

Report by Treasurer Godolphin to the Queen on the petition of
the 4 daughters of Capt. Emes, late Commander of the ship Restoration,
setting forth the services of their father and that their mother being
very ill in Nov. 1703 went on board the said ship in the Downs where
they both perished together with petitioners' brother in the late
violent storm.
The statements are true. Pensions are given to widows of sea
captains slain in fight and the same is done to those who perished
in the late storm and if their mother had survived she would have
had a pension to which the said daughters are not entitled by the
rules of the Navy. I cannot advise the breaking of the rules or the
making of precedents that may be a charge on your Majesty or on
the public. But as the present case is so very extraordinary and
not likely ever to make a precedent I advise a pension of 100l. per an.
to them on the establishment of the Navy for their support and
education : being what would have been allowed to their mother

War, to prepare a royal warrant to authorise payment of 247l. 17s. 4d.
to General Churchill for the Officers of the Prince of Denmark's
Regiment under said Churchill's command to meet the hardship they
lie under by reason of the difference between the Queen's order of
1702-3 March 20 (by which they are augmented from 59 to 60 men
per Company and 10 to the Grenadiers [Company]) and the Establishment
of the Augmentation Troops dated 1703 April 5 (upon which the
Regiment was then placed) which allows them only 56 men.

Memorandum. On this day, upon my Lord Treasurer's nomination,
Mr. Blathwayt signed and sealed the usual deputation to the
abovesaid Thomas Wood to be Deputy Auditor of her Majesty's
Revenue in the island of Jamaica : with the Instructions following.
Appending : said Instructions dated Whitehall Feb. 5 being
similar to the Instructions dated 9 May 1702 given by said Blathwayt
to Samuel Spofforth as Deputy Auditor of the like revenues in the
Bermudas ut supra Tr. Cal. Vol. XVII p. 207-8 and as dated 30 Jan.
1702-3 given to Arthur Winter as similarly Deputy Auditor of said
revenues in Jamaica, ut supra Tr. Cal. Vol. XVIII, p. 119 but with the
addition of the following two clauses to take the place of the additional
clause in the last mentioned reference viz.
You are further to take notice that the Collector and
Receiver General of Jamaica for the time being, or his
Deputy, is to make oath to the truth of the public accompts,
which are to be examined and reviewed by her Majesty's
Governor or Commander in Chief of that island in Council
and to be attested by him, as also by yourself as Deputy
Auditor ; whereupon they are to be transmitted unto me
by the first and best opportunity in order to be laid before
the Lord Treasurer. Given at Whitehall this 5th day of
February 1704-5.
You are likewise to make application to the Governor,
Receiver General, and all persons whom it may concern, that
a rent roll of all her Majesty's quit rents be forthwith made
up and settled according to the patents already granted for
lands in Jamaica, and so thenceforward as more lands shall
be granted, that her Majesty's said revenue may be the more
duly collected and received ; an attested copy of which rent
roll is to be transmitted to me with the additions and

Wardrobe for the provision of yellow damask hangings for her
Majesty's Dressing Room at St. James's ; window curtains and
valence of the same ; 2 elbow chairs and 4 back chairs covered with
the same damask and trimmed with the same coloured silk lace ;
silk taffety covers for all the chairs ; silk string for a bell in that room ;
to make 3 dressing chair frames and to cover the seats with fine girt
web covered with crimson silk lace ; 2 crimson velvet cushions for
the Queen's dogs to lie on, a crimson damask curtain fringed with
crimson fringe with a filed curtain rod for the Lords' seat in the
Chapel, and to alter the crimson velvet Havers her Majesty uses
when she receives [Communion] ; also to send an upholsterer to
Hampton Court to mend a crimson State Chair and to provide silk
strings for the window curtains in the Queen's Bedchamber and new
Dressing Room Closet and to mend her Majesty's bed and the Prince's
bed and new string the window curtains in his bedchamber ; likewise
to lace with crimson silk lace the crimson damask window curtains and
valence that were taken out of the new Drawing Room and put up
in the new Council Chamber ; also to make 3 fine down pillows covered
with white satin for her Majesty's own use and to order the upholsterer
to mend the green velvet couches in the Gallery at Kensington that
are spoiled with moths ; also four window lathes for her Majesty's
Eating Room ; two for the Dressing Room ; four for the new Drawing

James's and Kensington, viz. repairing the tables, stands, glass
sconces and cabinets and leather cover for two carved and gilded

a cabinet of the drawers of the East Indian cabinet and 2 new drawers
and a frame for it and to gild the brass work ; also leather covers
for two tables and stands with Indian tops carved and gilded frames ;
14 glasses for sconces 34 inches long and 26 inches broad, to be
according to the pattern in silver, with frames and panels for them,

Royal warrant dated St. James's to the Auditors of Imprests to
allow in the account of John Howe, as Paymaster General of Guards
and Garrisons the sum of 1818l. 18s. 9d. for the fees paid by him in
the year ended 1703 Dec. 24 to the officers of the Exchequer on
moneys received by him for the Guards and Garrisons and 25l. 7s. 6d.
for the fees of Imprest Rolls made out at the Exchequer : with
dormant clause for the allowance of the like fees in future : to be
allowed out of the deduction of 12d. per £ [from Army pay] : all in
accordance with the royal warrant directing him to pay such fees
out of such deduction.
Appending : certificate by the Auditor of the Receipt of said
fees, being 1½d. per £ on 263,366l. 1s. 1d. for the Guards and Garrisons,
on 550l. for Chelsea Hospital and on 40,671l. 7s. 4¾d. for the 5000

increasing the salaries of the officers at Whitehaven the chief
argument on which you ground the proposal is that of late years
the trade of that port is much increased. My Lord Treasurer
believes that in many places trade and consequently business is
much decreased and therefore directs you to give him an account
in what ports trade is fallen off and the business of officers thereby
lessened and what [Customs officers'] salaries may for that cause be

Treasury reference to the Customs Commissioners of the petition
of Mathew Page of Warrington shewing that he erected a convenient
wharf and warehouse at Banck Key near Warrington for shipping
and landing of goods and that merchants resort thereto, being more
commodious and less liable to damage than Mr. Thomas Patten's
[wharf] where goods frequently receive damage : that the river is
4 feet deeper at his wharf than at Patten's and more open to the
trading places of the county and will be more for her Majesty's
interest and the public better served than at present under Mr.
Patten's "sole trade and opportunity of laying his own terms
on the merchants to their great grievance," petitioner not taking
half so much from the merchant as Patten demands ; and in regard
the tide holds but 3 days in a fortnight Patten's wharf is not
capable of despatching all the business : therefore prays a grant
