to Richard, Earl of Arran, in trust for said Reading and Jane,
Countess Dowager of Montrath his [Reading's] wife, of 6 lighthouses
and towers then lately built by him with power to maintain lights there
and (for the support thereof) to receive of all ships and vessels
whatsoever belonging to any his Majesty's subjects a penny per
ton outwards according to the burthen of the same ; and 2d. per ton
from all strangers' ships inwards and outwards and 10s. yearly from
all fisher boats fishing in or near the "said" harbours : but afterwards
on a complaint by several merchants and shipowners to the House
of Commons in England (that the said payment was a grievance and
burden to trade) the King thought fit to exempt the ships of his
subjects from further payment thereof and in lieu thereof did by
patent dated 1672 July 29 grant 500l. per an. to said Reading for
61 years together with the said Duties on foreign ships : all which
rights are now vested in the Earl of Abercorn who married Elizabeth,
the daughter of said Reading : and the Parliament of Ireland has
in their last Session enquired as to the maintenance of said lights
and found that the patentee of said 500l. per an. was obliged to
maintain 6 several lights whereas at present there were but 2 maintained
and those insufficiently, whereupon they addressed the
Queen : and on enquiry from the masters of ships as to the best
places for such lights the Revenue Commissioners have reported
that the charge of erecting and repairing such lighthouses will not be
very considerable except an additional one proposed in the harbour
of Dublin which will cost 1200l. : and seeing that the Parliament
of Ireland has thought the maintaining of the said lights is necessary
for trade, the Lord Lieutenant is of opinion that same will be best
placed in the hands of the Revenue Commissioners of Ireland without
private gain to any person.
They are accordingly hereby to cause the said 6 lighthouses to be
forthwith repaired [at a cost of 400l.] and to appoint persons to look
after same and to build the additional lighthouse in Dublin harbour
if thought necessary : and the said allowance of 500l. per an. is

both in wear and in reserve fell into the hands of the enemy ; whereby

George Mason of Bristol, merchant, shewing that in Sept. 1700 he

money it was agreed that he [Russell] should export same in his own
name and consign them to petitioner's correspondent in Dublin, which
was done and petitioner paid [Custom] for same, made the usual
oath and had debentures for the drawback : that about a year
afterwards information was given to the Customs that Russell had
by counterfeit coast cocquets landed such a quantity of tobacco at
Yarmouth and thereon an information is brought against petitioner
for 624l., he being innocent and the proceeding without precedent :
