William Lowndes to the Comptrollers of Army Accounts to attend the Lord Treasurer on Friday next about several of your memorials and to give notice to the Regimental Agents that have not brought in the state of their offreckonings to Feb. 24 last, to attend at the same time. Treasurer reference to the Postmasters General of the petition of Thomas Marr shewing that by marriage with the widow of Moses Hackett, late deputy Postmaster of Chelmsford in Essex, he became debtor to the Crown above 200l. which was contracted in said Hackett's time and on the death of petitioner's wife an extent was executed on his goods which were not sufficient to satisfy the debt : therefore praying in regard of his numerous family that the remainder may be discharged. It is the Queen's pleasure that the warren at Swinley Rails in Windsor Forest should be destroyed and the burrows trenched and the ground made level and fit and safe for her Majesty's hunting and that same shall be stocked with hares for that purpose and she has directed Mr. William Lowen to perform this service. Appending : schedule of said unpaid orders being 102l. 19s. 0¼d. unpaid on the order dated 6 Oct. 1703 ; and 86l. 7s. 7½d. unpaid on the order dated 27 Jan. 1703-4 and 270l. 18s. 2¾d. on the order dated 14 Aug. 1704 : there being a dormant warrant for payment of the same out of the arrears of any taxes or revenues clear of any appropriations [but payment not having taken place thereunder by reason of such arrears not coming in]. William Lowndes to the Commissioners of Transports. The Lord Treasurer has directed 3600l. to be paid by Charles Fox [Paymaster General of the Forces Abroad] to Mr. Nuttin, Receiver and Paymaster of the Transport service, towards the transport of Forces from Ireland to Portugal ut supra p. 348. Please assign same for payment of a bill drawn on Charles Fox for that value by Mr. Martin Tucker of Dublin "who is to account with you for the whole charge of transporting the said Forces." Ibid.
Letter of direction for 2582l. 1s. 9d. to the Treasurer of the Navy : out of loans on the One Third Additional Tonnage and Poundage and Duty on Prize Wines [2—3 Anne c. 18] : and is to be paid over to the Governors of the Chest at Chatham to enable them to pay the poor cripples to Lady day 1704. Same for 22,500l. to Charles Fox : out of Contributions for Annuities : as in part of 150,000l. for the charge of 13,000 men to be maintained by the Crown of Portugal : and is to be applied to the payment of 75,000 milreis on account of that service at the exchange rate of 6s. per milrei. Ibid.
Letter of direction for 3000l. to Charles Fox : out of Contributions for annuities : as in part of 176,481l. 1s. 0d. for 8000 men acting with the Forces of Portugal : and is to be for pay of the said Forces. Disposition Book XVII, p. 135.
William Lowndes to Sir Christopher Wrenn. The Lord Treasurer has read your report about the method of digesting the records lying in Cæsar's Chapel in the Tower and notices that there is a building lying contiguous to two rooms, wherein it is proposed to erect presses for receiving the records, which hath lately been on fire and with much difficulty extinguished. Please take care that the said building be immediately taken down and totally demolished, as well for the security of the records as of the Tower itself. Out Letters (General) XVII, p. 429.
Same to Mr. Blathwayte and the Comptrollers of Army Accounts to report on the enclosed accounts [missing] of the late Earl of Bellomont and Capt. Nanfan of moneys received by them for the four Companies at New York during their respective governments, and papers relating thereto ; also on the enclosed memorial [missing] from Mr. Champante, agent to the said Mr. Nanfan, complaining of the hardships the said Nanfan lies under by being detained at New York. Same to the Earl of Ranelagh to report on the enclosed petition [missing] of William Wallis et al setting forth that about 5500l. remains due to them for clothing furnished in the late reign to Chelsea Hospital and to the four Companies of Invalids quartered at Windsor, Chester, Tynemouth and Hampton Court [and praying payment thereof]. Same to the Navy Commissioners to make out a perfect bill to discharge the imprest bill of 500l. imprested to Sir Henry Ashhurst by the Treasurer of the Navy in 1696 towards the charge of sending two persons from hence to New England (pursuant to an order of the late King in Council) to act with two others appointed by William III in the providing and importing from thence several species of naval stores : the said Ashhurst representing that they performed the said duty by going to New England and collecting several specimens of stores which were sent hither and that they were at great expense therein, exceeding the said 500l. and took up money on his [Ashhurst's] account : and therefore prays to be discharged of the said imprest. Same to Mr. Parkhurst to satisfy out of arrears of prizes, with preference to any other claims, the demands of the widow of Mr. Seaborne Buckeridge, Accomptant General to the late Prize Office, to wit for the 213l. 7s. 9d. remaining due upon the balance of her husband's accompt. Ibid., p. 432.
Same to the Comptrollers of Army Accounts to report on the enclosed letter from the Duke of Ormonde and also from the Lords Justices of Ireland about preventing Sir Richard Temple from diverting his English offreckonings to any other payment till Mr. Kane be satisfied for the clothes provided by him for said [Temple's] Regiment when in Ireland. Same to Mr. St. John [Secretary at War] to prepare two distinct warrants instead of the single warrant as by my letter of Aug. 7 last supra p. 328 concerning Abington's and Aldcroft's half-pay ; the one for the Earl of Ranelagh to pay their half-pay from 1701 Xmas to 1702 Xmas ; the other to establish same from 1702 Xmas during pleasure. William Lowndes to the Board of Greencloth for an account of the particulars of the debt due to the Household in the late King's reign. Out Letters (General) XVII, p. 432.
Same to the Stamps Commissioners to employ Rice Williams as a stamper, he being recommended as a volunteer by sea and land in the late reign, particularly at Beachy fight and the seige of Cork where he lost his leg. Ibid., p. 433.
Treasury reference to the Customs Commissioners of the petition of John Taylor merchant shewing that he is employed by the Navy Commissioners to supply the Yards with masts (by contract) from Piscataqua in New England ; and that the Governor of that place demands of the master of petitioner's mast ships a Duty because the ships are not owned by one who lives there though built in that country : therefore praying that no other Duty be taken than is payable for vessels built in that country and owned by the inhabitants. Warrant under the royal sign manual dated Windsor Castle constituting and appointing Henry Wise to act as Deputy Ranger of St. James's Park and to have the care, charge and keeping of the islands, ponds and canal and of the fish and fowl therein, lately in the custody of Anthony Rowe Esq. deceased : and to have the care and inspection of all works to be done there and the oversight of the underkeepers, gatekeepers &c. and to provide hay for the deer : but this warrant is not to lessen or prejudice the office of Keeper of the Mall in the said park granted to Visct. Fitz Hardinge : the Queen having thought fit to reserve to herself the custody or Rangership of the [said] Park adjoining the royal palaces of Whitehall and St. James's. Warrant by Treasurer Godolphin to the Surveyor General of Crown Lands for a particular of the custody of Bagshot Park and of the lodge, laundry, coney warren and other things usually enjoyed by the Ranger or Keeper thereof with the office of Ranger or Keeper : in order to a lease thereof to Richard, Earl of Ranelagh.
Prefixing : report by the Surveyor General of Crown Lands on said Earl's petition for same. The premises were granted to James Grahme 1687 Dec. 5 ; Grahme assigned in 1699 March 29 to Sir Edward Seymour, who in 1699 Nov. 21 assigned to said Earl. According to the Parliamentary Survey in 1650 the premises contain 458 acres worth about 100l. per an. At the time of the above assignments the same was worth 270l. a year.
