William Lowndes to Mr. St. John. The Queen is obliged by the
Treaty with Portugal to appoint several General Officers to serve
with the Troops of that Crown. Her Majesty has appointed the
following with the pay stated viz. Brigadier Francis D'Offarrell as
Major General at 30s. a day ; Marquis of Montandre as Brigadier
at 20s. a day ; Col. Lundy as Adjutant General at 20s. a day and
Col. John Richards as Lieut. Gen. of the Ordnance at 20s. a day.
They are to be paid forthwith six months' pay in advance. Please

He has no objection to the proposed allowance of 350l. per an. for the
Muster Master General and 100l. per an. each to three Deputy

Treasury reference to the Customs Commissioners of the petition
of Simon Lynch et al. owners of the William and Mary privateer
shewing that she took a French vessel called the Prophet David
laden with fish and condemned as prize and paid 10l. to the Lord
High Admiral and then brought her [lading] to Billingsgate market and
deposited 100l. in the hands of the Customs Cashier to secure the
Duties : but a stop is put to the sale of foreign fish whereby they
have lost their market and the fish become a nuisance : therefore

Warrant by Treasurer Godolphin [to the Surveyor General of
Crown Lands] for a particular of lighthouses erected on the North
and South Foreland co. Kent in order to a 17 years' extension of
the lease thereof to Robert Osboldston on a fine of 3000l.
Prefixing : report by Sir Edward Northey, Attorney General and
S. Travers, Surveyor General of Crown Lands, on said Robert
Osbolston's petition for same. Sir John Meldrum erected two lighthouses
on the South Foreland 1634-5 Feb. 9. By patent under the
great seal dated 1636-7 Feb. 13 Charles I. ordered the same to be
continued and one or more to be erected on the North Foreland as
well as the South Foreland and ordained that the sum of 1d. per ton
for all laden ships and vessels of subjects or strangers passing from
port to port or cross the seas by the Goodwin Sands be paid coming
inwards and the same going outwards, the master and [ship] owner to
pay one half thereof and the owner of the goods the other half and
the sum of 2d. in like manner inwards and outwards by all strangers
not trading in our ports but coming in of necessity : which Duties
with said lighthouses the said great seal granted to said Meldrum
for 50 years at the rent of 20l. per an. payable at the Exchequer.
By patent of 1671 July 21 Charles II granted same to John Smith
for 30 years in reversion of said 50 year term. By indenture of 1677
July 13 the said Smith and his sons James Smith grocer and Gabriel
Smith druggist assigned to Peter Daniel haberdasher in trust for
William Osboldston mercer, who was also possessed of the interest
in the said 50 years lease. By will dated 1678-9 Jan. 17 William
Osboldston devised to his son Robert the petitioner herein. It
appears from depositions taken in a cause in Chancery in 1685 that
the lighthouse on the South Foreland was rebuilt about 1658 by
Robert Osbolston grandfather to petitioner at a cost of 700l. and
that on the North Foreland was rebuilt about 1659 by same at a
cost of 500l. The whole receipts from said Duties for 10 years ended
at Lady day 1703 amounted to 15,060l. 16s. 2¾d. and the expenses
of wages, coal, reparations &c. in same period amounted to 4081l.
6s. 5d. leaving a net receipt of 10,979l. 9s. 9¾d. or 1097l. 18s. 11¾d.
per an. ; besides which this petitioner alleged that the expenses of
printing Light Bills, deputations, postage, journeys to visit the
lights and taxes sometimes amounted to 150l. in a year. Warrants

annual pension of 20 marks and an allowance of 10s. a day : all as

Nevill, Edward Carleton, Fisher Dilke, Simon Smyth, John Burrow
Esq., Sir Lambert Blackwell or the said Malachi Thurston or any

Treasury reference to the Salt Commissioners of the petition of
John Hornbrook shewing that he imported 592 bushels of salt which
was afterwards found unsavoury, whereupon he had an allowance
of 65l. 13s. 4d. for one third the Duty but the Salt Commissioners
refuse to allow this sum to Mr. Orchard, the collector in his account :
therefore praying a Treasury warrant for the said allowance of one

of Savoy]. I have read to my Lord Treasurer yours of the 4th
inst. about the subsidies for the Duke of Savoy. He is satisfied
from your reasoning about the value of the Crown at Turin that
the payments to be made to the Duke [should be] at the rate of
82 Sols for a Crown in Bank [money] there. You are to cause the
account to be made up and stated at that rate "as well for what
remains still to clear the whole payments to the Duke to the 3rd of

Same to the Duke of Marlborough enclosing (a) and (b) infra. The
moneys stated therein will carry on the pay of the Foreigners and
the subsistence of the English Troops composing the 40,000 men till
the 19th June next and the clearing of those English Troops to the
24th Feb. last : and also the pay of the Foreigners and subsistence
of the English composing the 10,000 Augmentation Troops to the
22nd May next. The said money is all received by Mr. Fox except
part of 53,889l. 11s. 5d. which was to be paid out of loans on the
Malt Duties and which also I believe will be satisfied in a very few
days.
My Lord Treasurer thought (as he justly might) there could be no
good reason to justify any inconveniences which the Army might
suffer for want of money and therefore sent for Mr. Fox and Mr.
Pauncefort and found they had not remitted all the money they
had received but intended to send the bills [of exchange] by this
post and he received from them another account here enclosed
[missing] to rectify Mr. Sweet's account and to show that money has
been remitted to him to the 24th inst. with an overplus. I am very
certain that the first account taken from the books in this [the
Treasury] Office is true and your Grace may please to take notice
that there is in it a sum of 30,000l. which must be placed to account
beyond the 19th of June next. It is a great honor to me that your
Grace will please to command my service. As to the General Officers'
Contingencies and Poundage mentioned in your letter [dated the
Hague, April 29 new style, see Marlborough's Despatches Vol. I,
p. 250] I shall obtain the Lord Treasurer's directions very
speedily.

Millicent, Receiver General of Taxes for co. Cambridge, complaining
of Guy Syndry, clerk to the [Assessment] Commissioners for three

of the collectors and that he [Syndry] being collector of Oakington,
refuses to pay [his collections of] the Land Tax without he may deduct

Letters patent by Treasurer Godolphin appointing Thomas Jett
senr. as officer for registering and paying the debentures made forth
and issued by the late Paymaster of the Army and the Commissioners
of Transports and the Commissioners of Accounts for the debts due
to the Army, Navy and Transport service during the late War, all
which were intended to be discharged out of the forfeited estates
in Ireland, but which debentures by a clause in the late Act (for
enlarging the time for the purchase of the said forfeited estates)
are ordered to be registered and are to bear interest at 5 per cent
until they be paid. He is hereby to have a salary of 250l. per an.

Warrant by same to the Postmasters General to deliver,
free the pacquets sent by the Lord Keeper to the Sheriffs
of England and Wales by order of the House of Peers, "otherwise
his Lordship will be under a necessity of sending them by special
messengers which will be a considerable and unnecessary charge

Same by same to Sir Edward Northey, Attorney General, for stay
of process on the information entered by Edward Pearse on account
of prize salt and wine bought of Hermanus Bouchiere, merchant
of Flushing, sole owner of the privateer Two Sisters of Flushing
commanded by Marinus Wise which in Jan. 1702. took two French
prizes laden with salt and wine, which prizes were driven by
storms into Mounts Bay, where Henry Bustine, merchant of London
and agent of the Dutch privateers paid duty of 1100l. on the lading
and sold the salt to William Jenkins, Patrick Hawkins, Stephen
Read and others, whereupon they were informed against by William
Lanyon who was no [Salt or Customs] officer. Ibid., pp. 222-3.

to the Master of the Jewel House for delivery to said Le Neve of a
