March 1. Money warrant for 75l. to William Atwood for 1701 Xmas quarter's salary as late Chief Justice of the Province of New York in America. (Money order dated March 2 hereon). Money Book XVII, p. 90. Order Book VI, p. 93.
William Lowndes to Mr. Parkhurst. Can Capt. Norris be discharged by the Queen of the 1447l. 14s. 0d. mentioned in your report on his memorial relating to some prizes by him taken at Newfoundland in the last war ? Out Letters (General) XVII, p. 345.
Royal warrant to the Lord Lieutenant of Ireland for 1783l. 17s. 6d. for the pay of a Regiment of Horse as follows : viz. the Queen has ordered three Regiments of Foot and two Troops of the Regiments of Dragoons commanded by Col. William Ecklyn and Col. Robert Cuningham coming out of Ireland to be replaced on the Military Establishment of Ireland by three other Regiments of Foot and two Troops of Dragoons to be raised in their stead : but the raising of the same is to be hereby so long deferred that the intermediate pay which shall be saved on the Establishment shall cover any extraordinary charge on account of levy money and such levy money is hereby authorised at not exceeding 3l. per private foot soldiers and 12l. per Dragoon : and by royal commission dated Oct. 11 last and Jan. 14 last the raising and pay of a Regiment of Horse were authorised, the pay of which for the period Oct. 11 to Feb. 29 last would have amounted to 4478l. 1s. 8d. but of that amount only 1783l. 17s. 6d. has [accrued and] been paid for the pay of a certain number of Officers, private men and horses : the payment of the said 1783l. 17s. 6d. is hereby authorised and the further regular payment of the said Officers and soldiers of the said Regiment of Horse is to be placed on the Establishment of Ireland from March 1 next at the like allowances and as in place of the Regiment of Horse under Brigadier [Daniel] Harvey which was lately sent to Portugal. March 2. William Lowndes to the Navy Commissioners to imprest 9741l. to Walter Whitfield, Paymaster of the Marine Regiments, for levy money for 3247 private men at 3l. per head according to his report of 24 Feb. last, to wit 2952 wanting to make up 72 Companies [of Marines] from 59 to 100 private men in a Company and 295 men in lieu of the five Companies drowned at sea in the late storm. March 3. Same to the Victualling Commissioners for an account how much money will pay 6 months on the course of the Victualling beyond the six months lately directed. Out Letters (General) XVII, p. 335.

March 4. Warrant by Treasurer Godolphin to Thomas Newton, woodward of Whittlewood and Salcey Forests co. Northampton and Bucks., to fell stakewood for the staking of the following coppices in order to their being felled for the service of the Queen Dowager viz. the coppices called Crabtree Thicks in Paddington Walk and Lye Thicks in Hartwell Walk in Salcey Forest and Catwellhill Coppice in Wakefield Walk, King Richard's Coppice in Hazelbrook Walk and Hanger Coppice in Hanger Walk in Whittlewood Forest : they being all at the full age of 21 years. Same by same to the Surveyor General of Crown Lands for a particular of tenements in Hodrodd co. Yorks. in order to a lease thereof to William Jessop.
Prefixing : said Surveyor General's report on said Jessop's petition for same. The premises were granted by Dr. Henry Killegrew D.D., Master of the Savoy Hospital and the Perpetual Chaplains of the said Hospital in 1683 to Elizabeth South and Elizabeth Butler for the lives of the said South, Edward Horseman and Jane Jessop. By a declaration of the Lord Visitor the said Hospital is dissolved for want of members and is [vests] in the Queen. Ibid., pp. 179-80.
March 6. Royal warrant to Francis Nicholson, Lieutenant and Governor General of Virginia, to pay an additional salary of 60l. per an. as from March 8 inst. to Mr. Thompson, Attorney General of Virginia, his present salary of 40l. per an. (payable out of the revenue of 2s. per hogshead) being insufficient for the encouragement of an able lawyer in that station, and the business of said office being of late years very much increased. Royal warrant to the Clerk of the Signet for a privy seal for 40,000l. to the Paymaster of the Works : as imprest for the service of the Works. (Money warrant dated April 5 hereon. Same to Lord Edward Russell, late Treasurer of the Chamber to Wm. III, to pay 100l. to William Vanbrugh, Deputy Comptroller of the Treasurer of the Chamber's Office, for his service in examining and reducing the extraordinary growing charge of the Messengers of the Chamber in 1698 which hath proved of great service to the revenue ever since and for which he received no reward under Wm. Warrant by Treasurer Godolphin to Sir Robert Cotton and Sir Thomas Frankland, Postmasters General, for a new Establishment for the Post Office in Ireland as follows : the Deputy Postmaster of Ireland having inspected the branch of the revenue arising from the Post Office of that kingdom and the said Postmasters General having accordingly by their memorial of Nov. 10 last represented that it will be for her Majesty's service and will remedy several inconveniences that have for the time past attended the management of that revenue if the present Establishment thereof were altered and a new Establishment thereof made "and the same put under the particular methods following" viz. (1) that the letters of the said kingdom be sorted into three roads and be despatched by two clerks, two sorters and a window man : (2) that the Clerk of the Roads may have nothing to do with the receipt of money or the delivery of letters abroad or in the office : (3) that the sorters be appointed at the salary of 30l. per an. each : (4) that the alphabet man receive his charge from the clerks and have nothing to do in taxing and receiving letters : (5) that six letter carriers be appointed at 8s. per week : (6) that the Deputy Post Master General be allowed a particular clerk to attend his service at 50l. per an. being necessary for dispatching all orders from the said Deputy Postmaster : (7) that a Treasurer be appointed for the better security of what money shall arise from that branch of the revenue, it not being proper that the same person who is Deputy Postmaster should be Receiver of the [Post Office] revenue as has been heretofore : and further they having proposed a new Establishment of salaries, detailed, for the said Irish Post Office to a total of 1123l. 16s. 0d. per an.

Same by same to the Salt Commissioners for stay of process against William Christian on his 200l. bond for Duties on salt which was afterwards damaged by stress of weather. Ibid., p. 182.
Dormant warrant by same to the Receiver General of the Duties on Houses and on Marriages for London, Westminster and Middlesex, to pay the salary of 50l. per an. to Edmund Ball as Clerk employed by the Agents for Taxes in the affair of said Duties loco Charles Dyves who was employed in that service and hath left the same. Royal warrant to the Lord Lieutenant of Ireland to discharge Mary Boyle, widow of Edward Boyle and the executors of the said Edward Boyle, late collector of Customs for the district of Baltimore in Ireland, from the sum of 307l. 16s. 5½d. of which he was robbed by some Irish Tories and Rapparees who broke open the Customs house.
