February 1703, 16-28

Feb. 16. Royal warrant to the Commissioners for Chelsea Hospital to make a strict examination and review of all the Invalids in order to find out which of them are not duly qualified : the Queen having thought fit that the 4 Companies of Invalids be reduced from their present number to 75 private men, 3 Serjeants, 2 Corporals and 1 Drummer in each Company besides Commission Officers and the residue to be discharged immediately with 20l. each to enable them to return home immediately. And further to make the like review from time to time : and that they be kept in such rule and order of discipline and payment as the Queen's service requires. And further that on no account are vacancies to be supplied without the approbation of the Captain General of the Forces. Queen's Warrant Book XXI, p. 537.
Same to the Earl of Ranelagh to pay 145l. 14s. 0d. to Algernon, Earl of Essex for the respits on the pay of the hautboys of the Regiment of Dragoons under the said Earl of Essex's command from March 16 last, the time they came on the English Establishment : by reason that on the said Regiment's coming to England &c. ut supra p. 141. James Ferguson from the 6th March to the 1st June 1702 by reason that on their being ordered from Scotland to Holland in the beginning of last year they were discontinued on the Establishment of that kingdom [Scotland] from the 7th March 1702 (1701-2) when they embarked for Holland and the said Colonels have since been at very great expenses in completing their said Regiments and in transporting half the men at their own charge, but having been long delayed by contrary winds no muster was taken of them in Holland before the 1st of June. By the ancient custom and privilege of the Receipt of the Exchequer all officers, ministers and clerks [thereof] are exempt from militia service in peace and war, contrary whereto they are now summoned to attend the militia. William Lowndes to Mr. Blathwaite enclosing a memorial [missing] of Moses de Medina with an account of the money he demands to be advanced on the contracts signed by him on behalf of Monsieur Antonio Alvarez Machado for furnishing bread and bread waggons for the Queen's Forces in the Low Countries in 1703 amounting to 22,524l. 5s. 5d. Royal warrant to Richard Crawley, Receiver of the Droits &c. of Admiralty, to pay into the Exchequer 1500l. out of salvage money or other droits or perquisites of the Admiralty : to be for the use and benefit of the public in accordance with the instrument dated 1702 July 27 executed by the Prince of Denmark which directed the proceeds of such droits &c. to be so applied to the use and benefit of the public from time to time. William Lowndes to the Navy Commissioners. Mr. Burchet has represented to the Lord Treasurer that Vice Admiral [John] Graydon is going to command the squadron in the West Indies in place of Mr. Bembow [Vice Admiral John Benbow] lately deceased, and desiring that he may be furnished with credits to supply his squadron. Prefixing : (a) Order of the Queen in Council dated St. James's Feb. 18 inst for taking off the embargo from the ships St. George and Farne privateers and to permit same to proceed in their expedition under the conduct of Capt. William Lowndes to the Customs Commissioners. It is the Queen's pleasure that the salaries of the Governors of Barbados and the Leeward Islands, which were formerly paid there in goods of the 4½ per cent. Duty, be for the future paid in England out of the moneys arising from the said Duty. Please signify this to the officers of the said Duty in those places to the end no further payments be made there to the said Governors. Ibid., p. 131.
Treasurer Godolphin to the Revenue Commissioners in Ireland to observe the enclosed Order [missing] of the Queen in Council directing the masters of all ships and vessels trading from Ireland to any ports in Holland, Norway and other parts of Europe lying between the same [between Holland and Norway] to give bond to go to no other parts "than therein mentioned." Feb. 23. Warrant by Treasurer Godolphin to John Millicent, Receiver General for co. Cambridge and Isle of Ely of the Duties on Marriages and on Houses, to pay 20l. to David Wedderborne for last June 24 quarter on his salary : he having resigned at 24 June 1702 and Thomas Seyliard, late Receiver General of same, being discharged from that employment at Lady day 1702 : one moiety hereof is to be paid out of the Duties on Marriages, Births &c. and the remaining moiety out of the Duties on Houses.
