Same by same to the Surveyor General of Crown Lands for a particular of a piece of land formerly accounted part of the Old Tilt Yard and compounded for by Sir Robert Holmes with Mr. George Kirk (who had only the custody thereof): all in order to a lease thereof to Henry Holmes for 31 years at a rent of 10s. per an. and fine of 300l.
Prefixing: Surveyor General's report on said Holmes's petition for same. The premises yield at rack near 100l. per an. but considering the removal of the Court to St. James's and it being probable that the same being a paper building may want to be rebuilt within the term desired. I think 450l. [fine] reasonable. I advise a clause of re-assumption seeing that it is hoped her Majesty may rebuild her ancient palace of Whitehall. Ibid., p. 479.
Same by same to the Salt Commissioners to give directions to their officers that before the landing of any Newfoundland cod fish taken as prize they cut off a part of the tail of every fish as by law they are directed to do to all fish, English taken, before the same are allowed to be shipped for export: all by reason that all fish salted with salt that have not paid [Salt] Duties are by an Act of 1 Queen Anne prohibited to be imported into any port of England; and there being now several French prizes laden with cod fish taken at Newfoundland and cured there, which if landed and condemned and sold as prize and no care taken to prevent a drawback on exportation will be very prejudicial to the [Salt Duty] revenue. By the above reductions and additions respectively the net Establishment is reduced from 23,427l. 13s. 0d. as it was in January to 19,183l. 13s. 0d. in the present list.

You do not say to what date nor in what proportions it is to be on the heads of Navy Ordinary and of Wear and Tear nor to what heads the 87,508l. is to be placed which was issued on Jan. 14 last out of last year's funds for the Yards.
In future please be particular in your [weekly] memorial [for money] to distinguish to what respective heads of the Navy expense the money desired is to be placed. Ibid.
