Nov. 16. William Lowndes to the Navy Commissioners to apply to the head of seamen's wages the 50,000l. to be advanced by the Bank of England according to their late agreement and the 2656l. 7s. 0d. remaining in the hands of the Navy Treasurer of the 30,000l. lately advanced by Mr. Thomas Browne. Nov. 16. William Lowndes to the Navy Treasurer forthwith to receive from the Bank of England 50,000l. to complete 165,000l. which they agreed to advance on tallies in your hands on the Land Tax and Subsidies and to deposit 53,000l. of said tallies as security: and to apply same together with 2656l. 7s. 0d. as above. Instructions by Treasurer Godolphin to be observed by the Principal Commissioners for Prizes concerning the securing of the goods seized at Port St. Mary's and Vigo.
The goods taken at Port St. Mary's are to be distinguished from those taken at Vigo.
Such of the goods taken at Port St. Mary's as are marked by Sir George Rooke are to be distinguished from those not marked by him.
The plunder taken at Port St. Mary's is to be secured in the warehouse at Portsmouth, Cowes, Dover, Deal and other next adjacent and most convenient warehouses, but damaged goods are to be sent to the quickest markets according to discretion.
The booty taken at Vigo is to be brought up the River [Thames] pursuant to his Royal Highness's [the Lord Admiral's] orders to Sir Cloudesley Shovel except damaged goods as above.
The execution of the above instructions is to be certified to me [Godolphin] to the end directions may be given for making exact inventories.
All Customs officers are to assist the Prizes Commissioners herein.

1701 [sic for 1702] Nov. 19. Charles Thomas, [Receiver of the Casual Revenue in Barbados] to the Treasury Lords dated from Barbados. On the 18th May last I writ your Lordships at large and therein gave you an account how I was disappointed in not sending an account of all the prizes and forfeitures that has happened since my being casual Receiver. James Hanney Esq. who is Provost Marshal and sells all goods that are seized and [all] prize good[s] after condemnation, though [I] endeavoured all I could to get his accounts from him I could not do it. I complained to his Excellency my Lord Grey about it and he bid me speak to him, [the] said Hannay and tell him forthwith to do it; which I did: and a month after I went to his Excellency and told him Mr. Hannay had not yet brought the accounts: upon which his Lordship sent a letter to him to command him to do it. Though this was done I could not get the accounts done till this day; so that I am not able to send you an account of each account by this conveyance. My Lord Grey has copies of them but I believe does not carry them with him; but his attornies will send them by the first opportunity, which I shall also do the same and send them to your Lordships and all other accounts which I have transacted for his Majesty's interest.
Enclosed goes a letter [as below] to your Lordships to justify what I write, to be true: so [I] begg of your Lordships that you would not be displeased with me for [I] have endeavoured all that lay in my power: they might have been sent eight months ago and when your Lordships see the accounts which [I] hope will not be long, it will be very satisfactory to you.
Enclosing (a) R[alph] Lord Grey to [the Treasury Lords] dated Barbados 19 Nov. 1702. Mr. Charles Thomas, his Majesty's Casual [Revenue] Receiver desired of me to write to your Lordships concerning the making up the accompts of all the prizes and goods forfeited. I asked the said Thomas "for to make up them accounts" about eight months ago, which he appeared very ready to do and some time after he came and acquainted me that he could not get James Hannay Esq. his accompts (who is Provost Marshal) for the sale of the goods and other people's accounts that had charges to charge. Upon which I sent him to the said Hannay to tell him he must make up the accounts with him and afterwards I writ to him and could not get the accounts adjusted till this day: but always found the said Thomas to be very ready and not his fault they were not made up sooner.
