The Attorney General thinks the best security the East India Company can give [for payment of their Duties on bondable goods] is their common seal: the process will be by summons and distress, upon which issues will be returned; and the sheriff may lay levy those issues upon their money at the Exchequer, their goods in their warehouses or anything they have within his bailiwick: but for the Duty of 15 per cent. on muslins the Custom Commissioners are to take the Company's bonds with 2 or more sufficient sureties as the law directs: and he takes it that other security cannot reasonably be required of them; the process is quicker and the remedy more certain.
The Solicitor General is of the same opinion.
