Treasury warrant to the Surveyor General of Crown Lands for a particular of the Garden Gatehouse or Trumpeting House within the bounds of the ancient palace at Richmond in order to a lease thereof to the Honble. Richard Hill at 15l. per an. rent ut supra p. 427.
Prefixing: said Surveyor's report on said Hall's petition for same. The premises were situate in the first court opposite the gateway next Richmond Green and were in such decay at the Restoration that Sir C. Harbord valued it but at 20l. per an. It has since been no profit to the Crown being used only for the lodging of a gardener who has a yearly allowance for looking after the ground between it and the Privy Gardens on the north east and the river Thames, south west. It is bounded on the south east by Mr. Leaze's tenement also parcel of the old palace of Richmond and north west by an uninhabited tenement formerly held by Mr. Godscall. My Lords have countersigned the privy seal for 700l. per an. to Col. Codrington ut supra p. 429 but have signified to him that he is to allow a half thereof and of his perquisites to his substitute to the day of his arrival or in his absence.
As to yours of the 5th enclosing a letter from Mr. Sutton, Secretary at Vienna, dated August last complaining that he is 22 months in arrear, with the King's pleasure that he be forthwith supplied to enable him to subsist in so expensive a Court, I am to say that in August last Mr. Sutton was cleared on his ordinary to 1699 April 30 and on his extraordinaries to the preceding February, and by Oct. next he will receive half a year more on his ordinary and extraordinaries according to a scheme of payments agreed to before the King went to Holland.
The warrant for the pay of the Quarter Master General in Ireland has been entered at the Signet Office and sent direct to Mr. Robinson. Out Letters (General) XVI, p. 263.
Sept. 20. Same to the Auditors of Imprests for a certificate of what accounts now lie in your respective offices undispatched and how far accountants are behind with their accounts and of the supers on their last finished accounts. (The like letters on the following day to Auditor Shales and Parsons, the Auditor of Wales and of the Duchy of Cornwall and Mr. Hewett.) Ibid., p. 265.
Treasury warrant to the Customs Commissioners to direct the searchers of the respective outports to give notice to the Excise officers in each such port the moment they receive any cocquet or other warrant for the export of fish or salt: all in order to prevent the fraud of obtaining debentures for such fish or salt, by bringing such debentures to the cognizance of the officers of the revenue out of which same are payable. Same to the Attorney General to stay process against Peter Burrell's ship Elizabeth of London, John Colebert master, hired by a correspondent of his at Falmouth to bring wine from the Canaries to London, the said ship being seized on its arrival in London by William Davis an officer of the Customs for having one foreigner more than is allowed by the Navigation Act.

Sept. 26. William Lowndes to Sir Scroop How. The Excise Commissioners inform my Lords that small progress is made towards finishing the accounts lying in your office. They are also informed that you have not the number of clerks for which the King makes you allowance and the clerks you have do not receive the salaries for their encouragement which were made by Mr. Ashmole. Unless you make speedy redress my Lords will represent this to the King. Ibid.
Same to Sir Basill Dixwell. My Lords expect the General account of the Excise for 1695 to be finished by Nov. 15 next, otherwise they will represent the matter to the King. Ibid.
Same to the Excise Commissioners enclosing William Clayton's petition [missing]. You are to state the whole debt mentioned therein how it stands in the several branches of the Excise and to obtain King's Counsels' opinion how far the King may compound same, having regard to the appropriations on the said branches. I have yours from Loo of the 9/20th August last conveying the King's instructions that the Customs officers' share of the seizure of French wines lately imported under the name of Spanish wines from Biscay be reserved and not paid into the Exchequer. In this case the composition with the merchants has only been made for 11 ships and there were no real informers but a person set up for the King to try the title to the forfeiture. On being admitted to compound in the Exchequer the merchants paid twothirds the Spanish Duties and the Receiver General of Customs forthwith paid same into the Exchequer and it was issued upon the funds to which those Duties are appropriated. The residue under the title of Compositions on Seizures is appropriated by Act of Parliament to the Civil List. Ibid.

Sept. 28. Treasury approval of the Stamps Commissioners' schedule, detailed, of the prices to be paid for stamped parchment and paper for the year 1700; the wholesale and retail prices thereof being found on enquiry to be at present (and like to continue) at the same rates as they were sold for the year past and the stationers being willing to serve the office upon the same terms and no other than they did the last year.
