My Lords have read the memorial from the Board of Trade representing that the Earl of Bellomont, Governor of New England and New York, has given an account of an alarum they had there of late of a general insurrection and rebellion intended by all the Indians in those provinces and requesting that the King lay out 800l. in buying the usual presents for the Five Nations. Royal warrant to the Earl of Ranelagh to particularly observe the declaration of the pleasure of the King as set out in the paper containing the objections raised by the Officers of the army to the said Earl's accounts of their arrears: all as follows:
(1) Objection. They all object to the charge of provisions supplied by the Commissioners of Transport, Mr. Feilding, Mr. Pereira and Mr. Hill, alleging they never made deduction for provisions, having no order to that purpose; and upon reducing and disbanding they had orders to clear without making any deduction whatsoever. The men who received these provisions are since either dead, deserted or dismissed and have left no arrears in their regiments to answer any such charge.
The Earl of Ranelagh's answer: Upon the former clearings, particularly after the reduction of Ireland, all provisions were charged in the accounts of the Regiments; but this account being of so long a continuance if the deduction was not made from time to time by the Officers it will now be difficult to find upon whom it can properly be charged.
The King's determination thereupon. The King will give all the provisions for the transportation of the men of the Horse, Dragoons and Foot. But the Horse and Dragoons are to be charged with the forage at the rate of 12d. a day for each Horse and 8d. a day for each Dragoon.
(2) Objection. They all object against the respits contained under several heads alleging that they are chiefly occasioned by detachments and desertions and that they were at the charge of recruiting and new clothing; and particularly such Regiments as were employed in the Descent at Camaret Bay do allege that to have been the occasion of great respits on them, a muster being taken a short time after their landing.
The Earl of Ranelagh's answer. Where respits are due to detachments, or drafts as above or to leave or sickness it is reasonable they be allowed. As for Camarets Bay the muster taken immediately after landing should be governed by those taken last before their embarcation.
The King agrees to this answer.
(3) The several Regiments in whose accounts there is a charge from the Office of Ordnance for arms and tents object against both.
The Earl of Ranelagh's answer. It seems reasonable the allowance should be made for what arms shall appear to to have been lost in service.
The King's determination. The King will allow for so many only as were lost in service at Landen, Steenkirk, Namur, Camaret Bay, Dixmuyd and Deynse.
(4) The Horse and Dragoons which came from Flanders object that they have not credit for the reduced men to the 1st November 1697, to which time they were subsisted by the Officers.
The Earl of Ranelagh's answer. The reduced men are allowed but to the 18 Oct. 1697, Monsieur Auverquerk having certified that they were then reduced. But if they were accounted with by their Officers to 1st November it seems reasonable they should be allowed to that time.
The King. They are to have credit to the 1st Nov.
(5) They desire that the offreckonings may be continued for the reduced men and disbanded Regiments till it answer the debt due to the clothiers.
The Earl of Ranelagh. Where Regiments were disbanded or reduced before the offreckonings could pay for the clothes they then wore, it seems reasonable that allowance be made to discharge same.
The King. As to the offreckonings, where an Officer clothed [his men] for two years and the Regiment was broke in the meantime before the offreckonings could pay for the clothes the King will allow so much of the offreckonings of those two years as will discharge that particular clothing.
(6) Some Regiments object that they have no allowance for Forage and Waggon money in Flanders.
The Earl of Ranelagh. The King has granted his warrant and part of it has been paid by Mr. Hill.
The King. The arrear of waggon money is to be paid by debentures.
(7) Several Regiments object that they have no credit for a chirurgeon's mate, which they always maintained.
The Earl of Ranelagh. There are seven Regiments of Horse and Dragoons who have been allowed subsistence whilst in Flanders for a chirurgeon's mate for whom there is no establishment. The want thereof should be supplied by contingent warrants.
The King agrees to this answer.
(8) Duke of Schomburg's Horse complains that they are doubly charged with 600l. for horses in the account to 1691 Dec. 31.
The Earl of Ranelagh. This demand is during the time they were on the Irish Establishment. If just, this should be allowed by contingent warrant.
The King. If the double charge be proved it is to be taken off.
(9) Col. Ross's Dragoons complain that a sum paid to Troops carried [prisoners] into Dunkirk is charged to their account, which they looked on as bounty.
The Earl of Ranelagh. This payment appears to be on account of subsistence, there being no warrant to allow it as bounty.
The King. The money paid to clear these two Troops must be put to account of subsistence.
(10) Lord Jedburgh's Dragoons. This Regiment craves credit for the pay of two additional Troops for all the month of March (whereas in the account they commence pay only from the several days on which they were mustered) alleging that the Captains of those Troops were at a great charge in raising them in a little time and they have been since disbanded without any allowance or half pay.
The Earl of Ranelagh. They have allowance from the days of raising according to the muster rolls and cannot be otherwise without the King's particular warrant.
The King. Their demand disallowed.
(11) Col. Gibson's Foot. This Regiment craves allowance for the charge of provisions supplied to them in Newfoundland, having charged none of it to the soldiers, being ordered to the contrary (as they allege): and likewise the Colonel left great part of the provisions which he received from the merchants there for the use of the detachment he left behind and delivered in what remained after his arrival in England.
The Earl of Ranelagh. The bills of exchange for provisions supplied them in Newfoundland amounting to 434l. 10s. 4d. were paid and placed to the account of the subsistence of the Regiment by order of the Treasury Lords.
The King. The 434l. 10s. 4d. is to be allowed them.
(12) Scots Regiment: most object against the charging of a payment made to the Officers shipwrecked in the James galley. (b) They also object against Col. Hamilton's charge for transporting recruits and a loss he sustained by discounting of tallies. (c) They likewise object to the charge for so much paid by Col. Buchan for subsisting recruits.
The Earl of Ranelagh. The Officers shipwrecked in the James galley received 45 days' pay on account, which is charged to the Regiment, there being no direction to the contrary. The King: allowed. (b) This charge is directed by Mr. Lowndes's letter of 3 July 1699 to be deducted in proportion from the 14 Scots Battalions who received the recruits. The King: the 14 Battalions are to bear this. (c) This payment was made to Col. Buchan for so much expended by him in subsisting recruits and placed to the account of the arrears of Flanders subsistence by [royal] warrant of 7–17 July 1697. The King: To stand charged upon the Regiments.
(13) Royal Regiment of Foot objects against 103l. 6s. 7d. paid to Mr. Bower at the Hague, being as they allege a debt from Sir Robert Douglas who never had any credit in this Regiment. (b) And likewise against 50l. paid to Capt. Oglevy which they allege was the King's bounty for wounds received.
The Earl of Ranelagh. The payment to Mr. Bower, Minister at the Hague, is charged by Mr. Hill as paid on account of the clearings of the Regiment. The King: The money paid to Bower is not to be put to the account of the Regiment.
The Earl (b) The payment to Capt. Oglevy is charged by Mr. Hill as paid on account of his arrears. The King: The 50l. to Oglevy is to be allowed him as a contingent.
(14) Lord Tiviot's Dragoons complain that they have credit in their accounts only to the 7th Feb. 1697–8 though they were not allowed on the Scots Establishment till the 15th March following.
The Earl of Ranelagh. This Regiment is allowed in their accounts to 7 Feb. as stated. They were mustered in Scotland, two Troops on 10th March 1697–8 three Troops on 13th March and four Troops on 16th March. It seems reasonable they should be allowed either in England or Scotland for the intermediate times.
The King. They are to be allowed it in England according to the times of the answer.
(15) Col. Lillington's Regiment wanted two thirds of its number when it came home, occasioned by the great hardship of the service and sickness of the climate; and the King promised (in order to induce the officers to recruit their Companies) that they should be allowed full to May 1 next following their landing, having arrived in England about the latter end of 1693; upon which the Officers recruited and fully completed their Companies within the time limited without one penny of levy money or other assistance from the Treasury. They desire to be allowed complete from 1 Nov. 1693 to May 1 following accordingly. Further in regard the offreckonings were very much anticipated by a double clothing [one] procured by Col. Foulk and another by Col. Lillington they desire the offreckonings may be allowed for the whole time, which will otherwise fall on the arrears of the Officers.
They also complain that the Paymaster has computed their pay from the 1st Jan. 1692–3 according to the muster taken for November and December preceding wherein many men are wanting, though the Regiment was fully completed at their going on board by a draft out of the Regiments of Lloyd and Beaumont then in garrison at Portsmouth, for whom the Officers paid a guinea a man: and according to Mr. Fotherby's certificate now in the Paymaster's hands there were but 35 men wanting in June following at the muster taken at Barbados.
The Earl of Ranelagh's answer. Such Companies as appeared complete at 1st May 1694 are computed so from 1st Jan. preceding and the rest according to the numbers that appeared on the said 1st May, according to the King's warrant.
The King. The answer is allowed.
(16) Col. Colt's Regiment represents that at their going to the West Indies in 1692 Col. Goodwin was assured by the King that if the Regiment could be made complete for that service it would be taken very kindly and would be considered at a suitable time. The Regiment was [made] complete accordingly at the great charge of the Officers. Soon after landing in England they were mustered; which occasioned great respits and ten months after there was a detachment of 26 men taken out of the Regiment and sent for Flanders with their clothes without any consideration. The year following they had 220 men detached to Jamaica and [these] were all respited at the next muster of the Regiment.
The Earl of Ranelagh. It seems reasonable that allowance be made for the detachments from this Regiment.

William Lowndes to the Auditor of the Receipt to direct the Tellers to take in loans not exceeding 6000l. on credit of the Exchequer in General; for reducing the Troops and lessening the expense thereof. My Lords will take care that same shall be repaid with 6 per cent. interest within six months' time. Disposition Book XV, p. 174.
Same to the Attorney General to report on the enclosed case [missing] of Francis de la Rue Esq. concerning a deficiency in the grant passed to him in Ireland. Can the intended value "be made good out of the forfeited estates by the saving of his grant?" Out Letters (General) XVI, p. 221.

The proposers for the Excise [farm] insist that the charge of management for the year ended 1699 June 24 (exclusive of the charge of the Malt and Leather [Offices] and drawbacks) has been 114,700l.; and that the 2267l. charged on the King's brewhouse was never paid; and drawbacks for exported beer were 3855l. 15s. 5½d. and bad debts about 5000l. Give my Lords an answer to these points next Monday. Ibid.
